Subject: Application for Exception
To Spacing Regulations
Well A-13-1

Attention Mr. T. Ro Marshall, Jr.
Gentlemen:
On July 4, 1966, Shell Oil Company, as operator for itself,
Atlantic Richfield Company, and Standard Oil Company of Califomnia,
Western Operations, completed, as a dual producer, well A-13-1, Middle
Ground Shoal Field, Kenai Borough, Alaska. The well was directionally
drilled from leg 1 of Platform A to the Southwest quarter of Section 1,
T8N-R13W, S.M.
According to our directional survey, the upper interval is in
violation of the 500 foot standback provision as set out in Section
2061.1 of the Oil and Gas Conservation Regulations. The top and bottom
coordinates of the upper interval are (top) 1280' South and 380' East
of the W/4 oorner of Section 1 and (bottom) 980' South and 600' East of
the W/4 corner of Section 1o This condition can be attributed to the
fact that the well was drilled directionally a great distance from the
fixed platform and entered the productive formations at a high angle.
The greater the well angle is from vertical, the longer will be the
surface projection of the completion interval. In the case of A-13-1,
the surface projection of the total completion interval is about 1000
feet long.
Due to the aforementioned problem, we respectfully request the
Commission to grant us an exception to Section 2061.1 of the regulations
by allowing the upper interval to fall within 500 feet of the West line of
Section 1, T8N, R13W, S.M. We would point out that all 160 acre tracts
having a common side or corner with the SW/4 of said section 1 are jointly
owned by the operator~ Atlantic Richfield, and Standard Oil Company of
California.

regulations are enclosed herewith. If any further infomation is
required, please advise us.

T. S. Cate, being first duly sworn says: Affiant is an
employee of Shell Oil Company and is familiar with the foregoing appli-
cation and plat attached hereto as Exhibit A and by this reference
incorporated herein and made a part hereof, and that:
(1) The names of the lessees of all properties within a
radius of one mile of the proposed well location are:
Shell Oil Company; Standard Oil Company of California;
Atlantic Richfield Company; Pan American Petroleum
Corporation; Phillips Petroleum Company; Sinclair Oil
and Gas Company; Skelly Oil Company.
(2) Said plat attached hereto as exhibit A contains a scale
of one inch to 2000 feet and accurately and correctly
shows surrounding properties and wells.
(3) No wells drilled or completed by competitors have a
subsurface location within a radius of three-fourths
mile of well A-13-1, and the nearest leasehold of a
competitor lies approximately 3/4 of a mile due north
of the subsurface location of well A-13-1.
(4) Ail facts stated in such application and this affidavit
are within the knowledge of affiant and are true and
correct in all respects,
