1. The Union Oil Company of California submitted a request dated November 21,
1966, for an exception to the 500 foot governmental quarter section boundary
offset provision of Section 2061.1 of the Alaska Oil and Gas Conservation Reg-
ulations, Title 11, AAC, for the exploratory well Kookpuk No. 1 proposed to.
be located 2300 feet north of the south line and 300 feet east of. the west
line of Block 4, TllN, RTE, U. P. M.
2.. Notice of hearing on the petition was published in the Anchorage Daily:
News On November 28, 1966, pursuant to Section 2012 of the Alaska Oil. and Gas
Conservation Regulations,.but no protest or request for hearing was received.
AND IT FURTHER APPEARING that 'after due consideration an exception to Section
'2061.1 of the Alaska Oil and Gas Conservation Regulations permitting the Union
Oil Company of California to locate the Kookpuk No. 1 within 500 feet of the '
governmental quarter section line should be granted because this location is
best suited to the geology, and topography.

NOW;' THEREFORE, IT IS ORDERED that the UniOn Oil Company of California be ..

KOOKPUK NO. 1
ARCTIC SLOPE, ALASKA
Dear Mr. Marshall:
Pursuant to Section 2061 of the Alaska Oil and Gas Regulations, Union Oil
Company of California as Operator for itself, BP (Alaska), and Sinclair hereby
requests that the Committee issue an order permitting Union to drill the Kook-
puk No. 1 as an oil well on the Arctic Slope at a location 300 feet east of the
west line and 2300 feet north of the south line of Block 4, Tl lN., RTE., UPM.
Inasmuch as the location is within 500 feet of a tract boundary, this requested
order would be an exception as contemplated under Article 2061.
The surface of the land lying eastward from the location is covered by Swamp,
consequently, the conditions are not desirable for a reasonable location.
Union's right to drill this well is derived from and through the leasehold rights
of BP (Alaska) and Sinclair. BP and Sinclair are the leasehold owners on both sides
of the tract line, therefore, no collateral rights would be affected by the issuance
of the exception order.
The attached plat accurately indicates~, to scale the property for which the excep-
tion is sought, the absence of any well on said property and all adjoining prop-
erties.
