Re:
Application for an Order Permitting
A Location Exception to Rule 2061.1
for Granite Point B 17587 Well No. 4
Mr. Thomas R. Marshall (2)
State Petroleum Supervisor
Division of Mines and Minerals
3001 Porcupine Drive
Anchorage, Alaska 99501
Dear Sir:
Pan American Petroleum Corporation on behalf of itself, Phillips
Petroleum Company, Sinclair Oil & Gas Company, and Skelly Oil Company,
hereby applies for an exception to Rule 2061.1 of the Oil and Gas Conservation
Regulations which will permit the completion of Granite Point B 17587 Well No.
4 at a subsurface location nearer than 500 feet to the boundary line of the tract
upon which it is completed.
In support of its Application, Pan American states that this well was
directionally drilled from its fixed platform, the Granite Point "B" platform,
located 2000' FSL, 2000' FWL Section 31, TllN-RllW, S.M. From information
obtained from the drilling of Granite Point ADL 17587 Well No. 3, and from the
drilling of the well for which this exception is requested, it is believed that
Granite Point ADL 17587 Well No. 4 may have encountered formations productive
of oil nearer than 500 feet to the boundary line between Lease ADL 18742 and
Lease ADL 17587. These productive intervals were encountered in both wells
at subsurface depths substantially less than were originally anticipated based
upon the limited geological information available at the time. For this reason,
the productive intervals were encountered in the well bore at a location nearer
to the lease line than originally anticipated.

ADL 17587 upon which the well is completed and ADL 18742 immedia-
tely south of it are owned by Pan American Petroleum Corporation, Phillips
Petroleum Company, Sinclair Oil & Gas Company and Skelly Oil Company in
the proportions of 1/4 each. The royalty under both tracts is owned by the
State of Alaska. The royalty rate is the same under each lease.
We propose to test intervals, selected from well logs yet to be run,
which may be located nearer than 500 feet to the boundary line and to complete
the well for production in each such interval which is found to be productive.
There is attached hereto as Exhibit A a plat drawn to a scale of not
smaller than one inch equalling 2640 feet, accurately showing to scale Lease
ADL 17587, the property for'which the exception is sought and accurately show-
ing to scale all other completed and drilling wells on Lease ADL 17587 and ac-
curately showing to scale all adjoining surrounding properties and wells.
The applicants herein are the lessees of the tract upon which the well
is to be completed and the lessees of all lands adjacent to such tracts, and are
therefore, the only persons to whom notice of the filing of this Application is
required to be given under the provisions of Rule 2061.4.
Since there are no affected parties other than Pan American and its
joint interest owners, we request that this Application be granted without
hearing.
Yours very truly,
