IT APPEARING THAT:
1. The Halbouty Alaska Oil Company submitted an oral request on June 20,
1967, and a 'written request dated June 27, 1967, for an exception to the
1500 foot governmental section boundary offset provision of Section 2061.2
of the Alaska Oil and Gas Conservation Regulations, Title 11, AAC, for the
development well West Fork #42-20, proposed to be located 1860 feet from
the north line and 1040 feet from the east line, Section 20, T6N-R9W, $.M.
2. Notice of hearing on the petition was published in the Anchorage Daily
News on June 21, 1967, pursuant to Section 2012 of the Alaska Oil and Gas
Conservation 'Regulations, but no protest for hearing was received.
AND IT FURTHER APPEARING that after due consideration an exception to Section
2061.2 of the Alaska Oil and Gas Conservation Regulations permitting the
Halbouty Alaska Oil Company to locate the West Fork 442-20 less than 1900
feet from the governmental section line should be granted because the West
Fork geologic structure can best be tested at this location and possible
contamination of a nearby lake will be prevented.
NOW, THEREFORE, IT IS ORDERED that the Ha!bouty Alaska Oil Company be per-
mitted to locate the development well, West Fork #42-20, at the applied for
location.

Ealbouty Alaska Oil Compa~respectf~!yrequests that the Alaska Oil
and Gas Conservation Committee issue an order exempting the captioned
well from the footage spacing requirements of AAC, Title ll~ Section 2061.2.
We propose to drill a vertical hole with the proposed bottom hole location
being 1,040 feet from the east line and 1,860 feet from the north liue of
Section 20. The drillsite for the proposed test has been approved by the
Bureau of Sport Fisheries and Wildlife as being the best location to
prevent any possible contamination of a nearby lake sometimes referred
to as Sunken Island Lake. In addition~ the West Fork geologic structure
.can be most advantageously tested by a well at this location.

Dear Sir:
Please find enclosed a copy of the notice of publication of a
hearing on the application for spacing exception in the West Fork
Field made by Halbouty Alaska Oil Company. Note the waiver of
personal service which is made part of the notice. Alaska Statute
31.05,050 requires that all parties in anyway affected by the refer-
enced application be served notice of the hearing personally by this
agency. Since this practice is virtually impossible in the case of
out of state parties we ask your timely cooperation in this matter.
Needless to say, we hope a bill to eliminate this procedure and in-
stead require notice by registered mail will be introduced in the
next legislature. Please execute and return one copy to this office
at your earliest convenience.

NOtice is. hereb7 given that Halbouty Alaska Oil Company has requested the
Alaska Oil and Gas Conservation Committee to issue an order exempting the captioned
well from the footage spacing requirements of AAC, Title 11, Section 2061.2.
Topographic conditions necessitate a surface location 1040' from a section line.
Operator further proposed to drill a vertical hole with the proposed bottom hole
location of the gas completion interval being 1040' from a section line, where'as
Section 2061.2 requires a. mtnimum distance for a gas well of 1500' from a section
line. Parties who may be aggrieved if the requested order is issued are allowed
ten days from the date of this publication in which to file a protest and request
for hearing. Place of filing is 3001 Porcupine Drive, Anchorage, Alaska. If such a
protest is timely filed, a hearing on the matter will be held at the above address
at 10:00 a.m., July 1, 1967, at which time protestants and others may be heard. If
no such protest is timely filed, the Committee will consider the issuance of the
order without a hearing.
