The Shell Oil Company submitted a request dated July 5, 1967 for an exception to the one well per governmental quarter section provision of Section 2061.1 of the Alaska Oil and Gas Conservation Regulations, Title 11, AAC, for the development well Middle Ground Shoal #A-32-11, located in the northeast quarter of Section 1!, T8N-R13W, S.M. 2. Notice of hearing on the petition was published in the Anchorage Daily News on July 7, 1967, pursuant to Section 20].2 of the Alaska Oil and Gas Conservation Regulations and a provisional protest by the Pan American Petroleum Corporation was received su'bject to the findings of Conservation Order #44. The protest was subsequently withdrawn. AND IT FURTHER APPEARING that after due consideration, an exception to Section 2061.1 of the Alaska Oil and Gas Conservation Regulations has already been granted in Conservation Order #44 permitting the Shell Oil Company to produce two wells in the northeast quarter of Section 11, T8N-R13W, S.~f. Marshall, Jr. Executive Secretary Alaska Oil and Gas Conservation Committee 3001 Porcupine Drive Anchorage, Alaska 99504 Dear Mr. Marshall: Pan American acknowledges receipt of your July 7, 1967, letter and hereby waives personal service of the notice (Conservation File No. 47) concerning the referenced matter. There is now pending a joint Application by Pan American and Shell for an amendment to Conservation Order No. 31, which: amendment would make the exception requested by Shell for its MGS A-32-11 well unnecessar~y. We do not know of any objection to the proposed amendment to Conservation Order No. 31 and anticipate none. We therefore suggest that the proper course to be followed would be to grant the fieldwide amendment to Rule 1, Spacing Pattern, of Conservation Order No. 31 immediately upon conclusion of the hearing on July 19, 1967. This would eliminate necessity not only for the location exception hearing on July 21 for the captioned well but eliminate necessity for similar hearings on future wells. If the Alaska Conservation Committee does not approve the proposed amendment of Rule i of Conservation Order No. 31 prior to the hearing set for July 21 on the captioned request, we must ask that a hearing be held that day and we will appear at that hearing to object to the granting of the relief requested unless we can be assured that similar relief Will be granted on a fieldwide basis. cc: Mr. R. R. Marshall Gentlemen: We hand you 'herewith, in duplicate, our application for exception to the spacing regulations of the State of Alaska, as they concern t'he NE/4 of Section 11, T8N-R13W, Middle Ground Shoal field. As stated in our appli- cation, the wells involved are t'he A-32-11 which was completed in 1965 as a dual producer, and our recently completed A-42-11, which will also produce from the lower zone. Pursuant to Permit No. 67-22, we hereby advise that well A-32-11 lower zone was shut in, sealed and certified at 5:00 AoM. on July 4, 1967. Well A-42-11 has now been completed, producing approximately 2100 B/D gross. Since we feel that t'he production of the lower zone from both wells will be beneficial to both the operators and the State, we ask your earliest handling of our application. R. Marshall Gent lemen: In September, 1965, Shell Oil Company completed as a producer well A-32-11 (formerly A-2-1) in the NE/4 of Section 11, T8N-R13W, Middle Ground Shoal Field. By Permit No. 67-22 dated May 19, 1967, you approved the drilling of our well A-42-11 which has a bottom hole location approxi- mately 230' W, 3230' N of the SE corner of said Section 11. Your approval was contingent upon our agreement that if production was found in the A-42-11 lower zone and the zone was produced, the A-32-11 lower production would be shut down and the master valve sealed. We wish to advise that the A-42-11 lower zone' will be produced and, therefore, A-32-11 lower will be shut off upon completion of A-42-11. Comparing the penetrated intervals between the two wells, we find A-32-11 encountered the west flank fault after penetrating less than one-fifth of the conglomerate zone section (Pool G). The remainder of the perforated interval below this fault is open to oil production which we believe could not be recovered by production from A-42-11. In view of this and recognizing that the well is sufficiently distant from lands of other ownership that correlative rights should not be affected by the low rates of oil production from this well, we feel that A-32-11 lower should be allowed to produce on the same quarter section as A-42-11. Alaska Oil and Gas Conservation Commission -2- To this end, we request the Committee to consider an exception to Conservation Regulation 2061.1 and to grant us the right to produce both wells A-32-11 and A-42-11 from the lower zones in the NE/4 of Section 11. The plat and affidavit required by Section 2061.4 of the regulations are enclosed. If any additional information is desired, please advise. We ask your earliest possible consideration of our request.
