IT APPEARING THAT:
1. The Shell Oil Company submitted a request dated July 6, 1967 for
an exception to the one well per governmental quarter section pro-
vision of Section 2061.1 of the Alaska Oil and Gas Conservation Regu-
lations, Title 11, AAC, for the development well Middle Ground Shoal
#A-44-11 located in the southeast quarter of Section 11, T8N-R13W, S.M.
2. Notice of hearing on the petition was published in the Anchorage
Daily News on July 8, 1967, pursuant to Section 2012 of the Alaska Oil
and Gas Conservation Regulations and a provisional protest by the Pan
American Petroleum Corporation was received subject to the findings
of Conservation Order #44. The protest was subsequently withdrawn.
AND IT FURTHER APPEARING that after due consideration an exception to
Section 2061.1 of the Alaska Oil and Gas Conservation Regulations has
already been granted in Conservation Order #44 permitting the Shell
Oil Company to drill and. produce two wells in the southeast quarter
of Section 11, TSN-R13W, S.M.
Finding:
NOW, THEREFORE, IT IS DETERMINED that Conservation Order #44 which is
already in effect authorizes the drilling and producing of the subject
well at the applied for location.

Dear Mr, Marshall:
Pan American acknowledges receipt of your July 10, 1967, letter and hereby
waives personal service of the notice (Conservation File No. 48) concerning the
referenced matter.
There is now pending a joint Application by Pan American and Shell for an
amendment to Conservation Order No, 31~ which amendment would, make the exception
requested by Shell for its MGS A-44-11 well unnecessary. We do not know of any
objection to the proposed amendment to Conservation Order No. 31 and anticipate
none. We therefore suggest that the proper course to be followed would be to
grant the fieldwide amendment to Rule 1~ Spacing Pattern~ of Conservation Order
No. 31 immediately upon conclusion of the hearing on July 19~ 1967. This would
eliminate necessity not only for the location exception hearing on July 21 for
the captioned well but eliminate necessity for similar hearings on future wells.
If the Alaska, Conservation Committee does not approve the proposed amendment
of Rule 1 of Conservation Order No. 31 prior to the hearing set for July 21 on
the captioned request, we must ask that a hearing be held that day and we will
appear at that hearing to object to the granting of the relief requested unless
we can be assured that similar relief Will be granted on a fieldwide basis.

Application for single well 80 acre spacing in MGS Oil Field
Shell Oil Company MGS #A-44-11
Bottom hole location in SE1/4 of the SE1/4 Section 11, T8N-R13W, S.M.
Pursuant to Section 2014 of the Oil and Gas Conservation Regulations of
Alaska, an emergency for an exception to Section 2012 of the Alaska Oil and Gas
Conservation Regulations is hereby declared to exist.
The Shell Oil Company has requested an 80 acre spacing exception for the
captioned well only dated jUly 6, 1967. This matter is set for public hearing
on July 21, 1967.
The request of Shell Oil Company to commence drilling the captioned well
at their own risk from Platform "A" in the Middle Ground Shoal Oil Field is
hereby approved for a maximum of fifteen days from the date of this emergency
order.

Attention Mr. T. R. Marshall
Gent lemen:
Pursuant to your Conservation Order No.15 dated April 5, 1965,
Shell Oil Company, as operator, drilled and is producing well A-43-11
(formerly A-l-3) from the lower production interval underlying the SE/4
of Section 11, T8N-R13W, Middle Ground Shoal Field. The location of the
midpoint of the lower production interval is shown on the attached plat.
It is now desirable for Shell to drill a second well in the
SE/4 of said Section 11 and we therefore apply to the Commission to grant
a spacing exception to Oil and Gas Regulation 2061 for the drilling of
well A-44-11 (shown on the attached plat). A Permit to Drill was filed
with you by letter dated June 27, 1967.
The probable productive limits of the field have been defined
by actual drilling of wells upon almost every governmental quarter section
within said limits. The wells drilled under Conservation Order No. 31 will
not recover all of the oil which can economically and efficiently be
recovered therefrom under primary or pressure maintenance or secondary
recovery. In areas of the field where adequate thickness of the commingled
pools E, F and G can be expected, an additional well per quarter section
should be permitted. In the vicinity of the SE/4 of Section 11, T8N-R13W,
full pay thickness is expected and the drilling of an additional well is
warranted.

Since the drilling rig on Platform A is now standing by to
commence operations on well A-44-11, we ask that you immediately grant
us an emergency order, under Regulation 2014, to begin drilling so we will
not suffer a costly delay. We 'have attached hereto the necessary affidavit
and plat. Your consideration is appreciated.

accurately and correctly shows surrounding properties and wells.
