IT APPEARING THAT:
1, The Pan Amertcan Petroleum Corporation submitted arequest dated November
3s 1967 for an exception to the 500 foot prop. erty line standback provision of
Section 2061. (b) of the Alaska 0il and Gas Conservation Regulations, Title 11,
AAC, for the deviated development wells Granite Point B 17586 ~4, to complete
and produce at a Subsurface location that is nearer than 500 feet from the
east line of Section 36, TllN, R12W, S,~ which is a portion of the east boundary
of lease ADL 17586,
2, There are no other operators affected by the grantint~ of this exception at
the applied for subsurface location since the ownership of the property on the
east is the same' as lease ADL 17586,
The bottom hole location of this well is not closer than 1000 feet from the
bottom hole location of any other oil or §as we11~
4. Notice of the hearin~ on the petition was published in the Anchorage Daily
News on Noveaber 9, 1967, pursuant to Section 2009 of the Alaska Oil and Gas
Regulations, but no protest was received.
AND IT FURTHER APPEARING THAT after due consideration an exception to Section
2061~ (b) of the Alaska Oil and Gas Conservation Regulations permitting the Pan
American petroleumCorporation to complete and produce the Granite Point B 17586

because of the inherent difficulty of controllin§ the direction and the degree
of deviation in the drilltn§ of a well to objective formations occurring at
varying depths and attitudes which makes the angle of penetration very difficult
to control,
NOW~ THEREFORE, IT IS ORDERBD THAT the Pan American Petroleum Corporation be
permitted to complete and produce the development well Granite Point B 17586
#4 at a subsurface location less than 500 feet from the property line,
DONE at Anchorage, Fairbanks and Juneau, Alaska and dated November 24, 1967,

COMES NOW, PAN AMERICAN PETROLEUM CORPORATION~ on behalf of itself,
Phillips Petroleum Company~ Sinclair Oil & Gas Company~ and Skelly Oil Company,
and respectfully petitions the Alaska Oil and Gas Conservation Committee for an
Order which will permit the completion of Granite Point B 17586 Well Nco 4 at a
subsurface location nearer than 500 feet to the east line of the quarter section
upon which it is located° In support thereof~ Applicant states~

Granite Point B 17586 Well No° 4 is being dir~ctionally drilled from
the fixed platfomm known as the Granite Point "B" Platform located in the NE/~
SW/4 of Section 31, TllN=RllW ScM0 The .well has been intentionally deviated
from the vertical to per, it it to be completed in the NE/~ of Section 36, TllN=
R12W SoMe Because of its location on the structure~ difficulty in the drilling
of this well is being experienced with respect to controlling the well~s
direction and degree of deviation to objective formations occurring at varying
depths and attitudes° This has made the angle of penetration very difficult
to control° The well already has encountered the first productive formations
at a location nearer than 500 feet to the east line of the quarter section upon
which it is being drilled°

It is impractical to take corrective measures to cause the well bo~e
of Well No° ~ to encounter the first of the productive formations at a location
500 fee't or more from the east line of the quarte~, section upon which it is
located° After Well No° g has been drilled to total depth~ however~ the well
will have encountered all productive formations at a location within the qua~te~. .
section upon which it is drilled and it will have all of its p~oductive formati0n~ '';~

Well Noo ~ will be completed upon a lease owned by those persons on
whose behalf this Application for an exception is filed° All of the quarter
sections offsetting the quarter section upon which Well Noo ~ is located are
under lease to the persons on whose behalf this Application for an exception
is filed° All of the royalty in all tracts is owned by the State of Alaska°
The granting of the exception cannot adversely affect the correlative rights
of any person°

There is attached hereto as Exhibit '~A" a plat drawn to scale of not
smallem than 1'~ = 2~6~0~ accurately showing to scale Lease ADL 175869 the
perry for which the exception is sought, and accurately showing to scale all
other completed and drilling wells on Lease ADL 17586~ and accurately showing
to scale all adjoining surrounding properties and wells°
WHEREFORE ~ Applicant requests that this matter be considered by the
Committee as provided in Rule 2009, that proper notice be given~ and that an
0~der be entered, without hearing unless supported by proper protest and
request~ permitting the Applicant to complete the development well~ Granite
Point B 17586 Well No° ~ in productive intervals that may be located nearer
than 500 feet to the east line of the NE/~ of Section 36~ TllN~R12W S oMo

Notice is hereby given that Pan >~nerican Petroleum Corporation
has requested the Alaska Oil and Gas Conservation Committee to issue
an order of ~ exception to the spacing Provisions of Section 2061. (b),
Title 11, AAC to complete and produce from the Kenai sands. Applicant
proposes to complete the subject we%l at a subsurface location less
than 500 feet from the East line of NE~ Section 36, TllN, R12W, S.M.
which is less than 500 feet from a property line. Parties who may be
aggrieved if the requested order is issued are allowed ten days from
the date of this publication in which to file a protest and a request
for hearing. Place of filing is 3001 Porcupine Drive, Anchorage,
Alaska. If such protest is timely filed, a hearing on the matter will
be held at the above address on November 20, 1967 at 9:30 a.m. at which
time protestants and others may be heard. If no such protest is timely
filed, the Committee will consider the issuance of the order without
a hearing.
