IT APPEARING THAT:
1. The Pan American Petroleum Corporation submitted a request dated
July 26, 1968, for an exception to the provision of Rule l(b) of
Conservation Order #53 allowing no more than two oil completions in any
governmental quarter section for the deviated well South Middle Ground
Shoal Unit #11 at a subsurface location 191 feet from the east line
and 37 feet from the north line of the SW~ of Section 35, T8N, R13W,
S.M., upon which governmental quarter section there are presently
completed the South Middle Ground Shoal Unit well #2 and the South
Middle Ground Shoal Unit well #6.
2. Shell Oil Company is the only operator that might possibly be
affected by this request.
3. A drilling permit for the South Middle Ground Shoal Unit well #10
with a bottom hole location also in the S~ Section 35, T8N, R13W, S.M.,
has been approved by the Oil and Gas Conservation Committee.
4. The location of the South Middle Ground Shoal Unit well #11 on the
narrow, elongated structure made it difficult to control the direction and
degree of deviation in the subject well.
5. The subsurface location of the subject well in the productive for-
mations is more than 1,000 feet from the two existing South Middle Ground
Shoal Unit wells.
6. The area of the Middle Ground Shoal Field in the S~ of Section 35,
T8N, R13W, S.M., can be efficiently and economically drained by the South
Middle Ground Shoal Unit wells #2, #6, and #11 and, except for possible
requirements in conjunction with a secondary recovery program, no more
wells will be drilled in the S½ Section 35, T8N, R13W, S.M.

7. Notice of the hearing on the request was published in the Anchorage
Daily News on August 3, 1968, pursuant to Section 31.05.050 of the Alaska
Statutes as amended by Chapter 190 of the 1968 Legislature of the State
of Alaska, but no protest was received.
AND IT FURTHER APPEARING THAT after due consideration an exception to
Rule l(b) of Conservation Order #53 permitting the Pan American Petroleum
Corporation to complete and produce the South Middle Ground Shoal Unit
well #11 in the SW¼ of Section 35, T8N, R13W, S.M., should be granted
because difficulty in controlling the direction and degree of deviation
prevented strict compliance with Rule l(b) and the productive area of the
Middle Ground Shoal Field in the S~ of Section 35 will be efficiently
drained by the existing wells.
NOW, THEREFORE, IT IS ORDERED that the Pan American Petroleum Corporation
be permitted to complete and produce the #11 South Middle Ground Shoal
Unit well at a subsurface location 37 feet FNL and 191 feet FEL of the
SW¼ Section 35, T8N, R13W, S.M.
IT IS FURTHER ORDERED that the drilling permit for the South Middle Ground
Shoal Unit well #10 be cancelled and no further drilling operations to the
"G" pool will be permitted in the S~ of Section 35, T8N, R13W, S.M.,
except in conjunction with a secondary recovery program.

Dear Mr. Marshall:
On July 26, 1968, Mro Ro B. Giles transmitted to you our Application
for an Order permitting an exception to Rule 1, of Conservation Order No. 53
for South Middle Ground Shoal Unit Well No. 11.
We have received a copy of the notice of public hearing published by
your office. It provides a thirty day protest period instead of the ten days
provided for by Rule 2009° It also provides that, if protest is filed, the hearing
will be held September 3, 1968 at 9:30 A.M. Since September 3 is the day
after Labor Day, the protest period will not expire until after the time set for
the hearing.
To avoid any question as to the time within which protest may be made,
and also to allow adequate travel time for the applicant and the members of
the Committee who must come from out of town, we request that0 if protest
is filed on or before September 3, 1968 the hearing be continued for one week,
to be held on September 10, 1968.
We would also like to know the reason for specifying a thirty day
protest period in this case instead of the ten day period specified by Rule 2009.

Notice is hereby given that the Pan American Petroleum Corporation
has requested the Oil and Gas Conservation Committee to issue an order,
as provided in Section 31.05.030 of the Alaska Statutes, permitting an
exception to Rule l(b) of Conservation Order #53, which allows no more
than two oil completions in any governmental quarter section in any pool,
for the completion of the South Middle Ground Shoal Unit well #11 which
will be the third oil completion in the SW¼ Section 35, T8N, R13W, S.M.
Parties who may be aggrieved if the requested order is issued are
allowed thirty days from the date of this publication in which to file
a protest and a request for a hearing. Place of filing is 3001 Porcupine
Drive, Anchorage, Alaska. If such a protest is timely filed, a hearing
on the matter will be held at the above address at 9:30 a.m., September 3,
1968, at which time protestants and others may be heard. If no such
protest is timely filed, the Committee will consider the issuance of the
order without a hearing.

It is impractical to take corrective measures to cause the wellhore
of Unit Well No0 11 to encounter the objective formations at a location in the
governmental quarter section, the SE/~ of. Section 85, in which this well originally
had been targeted° If permission is granted for Unit Well Noo 11 to he completed
as an exception at its present subsurface location in the SW/~ of 'Section 85~
Unit Well No0 11 will have all of its productive formations at a location more
than 1,000 feet from the two SMGS Unit Wells NOo 2 and No° 6 presently completed
in the same governmental quarter section and .from SMG$ Unit Well No° q completed
in the NW/~ of Section 85, all of which produce from the same formations° If
an exception for Well No° 11 is granted, it will permit ~hts well to he completed
and ~he well will produce the oil as efficien~ly and economically from the govern-
men=al quarter section upon which i~ .was originally in~ended to he located as
would a well at a location which would comply wl~h Rule 1 of Conservation
Order Noo 58°
$MGS Uni~ Well No° 10 for.which~a permit has been approved for drilling
aa a replacement for $M~$ Unit Well No° 2 in ~he SW/~ of Section 85 will not be
drtlled,~nor, if ~his e~cep~ion is grante4, will any well be drilled ~o a bottom
hole location in the SE/~ of Section 85, Applican~ has no foreseeable plans to--
drill any more wells in the S/2 of Section 85 as this area of the field can he
efficiently and economically drained with-the completion of Unit Wells Noo 2~
No° 6 and No° 11; the only foreseeable chance for additional development in
this area migh~ arise by virtue of a possible need in conjunction with a
secondary recovery program°

SMGS Unit Well No° 11 will be completed upon a lease owned by those
persons on whose behalf this Application for an exception is filed° Ail of
the quarter sections offsetting the.quarter section upon which Unit Well Noo
11 is located are under lease to the persons on whose behalf this Application
for an exception is filed° Even so, Shell Oil Company, Operator of leases
held jointly by Shell, Atlantic Richfield. Company and Standard Oil Company -
of California north of Section 85, is considered by Applicant as a possible
affected operator in this instance because of the proximity of its producin~
wells and because permission is being requested for an exception to produce

three wells from the same govermmental quarter section in a portion of that
part of the Middle Ground Shoal Field included within the South Middle Ground
Shoal Unit Area, Applicant believes, however, that the granting of the excep~
tion to complete and produce Unit Well No, 11 in the SW/4 of Section 35 will
not adversely affect the correlative rights of any person because said well
will produce the oil as efficiently and economically from the governmental
quarter section upon which it was originally intended to be located as would a
well at a location which would comply with Rule 1 of Conservation Order Nco 53°

perry for which the exception is sought, and accurately showing to scale all
other completed and drilling wells on Lease ADL 187~6 and accurately showing
to scale all adjoining suz~rounding properties and wells including the southern-
most tier of governmental quarter sections upon which the SAS Group .has completed
wells 0 -
WHEREFORE, Applicant requests that this exception be considered by the
Committee as provided in Rule 2009, that proper notice be given, and that an
Order be entered without hearing u~less supported by proper protest and request,
permitting the Applicant to complete the development well, SMGS Unit Well Nco
in productive intervals that are located in the same SW/4 of Section 35, T8N-RISW~
in which SMGS Unit Wells No, 2 and No, 6 are presently completed and producing
from the same productive intervals,

because the well will produce the oil as .efficiently from the quarter section
upon which it was originally intended, to-be located as would a well at a
location which would comply with. Rule 1 of Conservation Order No° 53°

respectfully request the Committee enter .an Order, handled in accordance
