IT APPEARING THAT:
1. Atlantic Richfield Company, as operator of the North Trading Bay Unit, submitted
an application dated November 5, 1971 for exception to Rule 3 of Conservation Order
No. 69 which permits a maximum of two completed oil wells per governmental quarter
section in the referenced pools and for exception to Title 11, Alaska Administrative
Code, Section 2061 (b) which, among other requirements, stipulates a minimum distance
of 1000 feet between wells producing from the same pool, for the North Trading Bay
Unit No. S-8 well. For the same well, the Atlantic Richfield Company anticipates a
second completion in~the West Foreland Formation, which is not unitized and not a de-
fined oil pool, requiring an exception to Title 11, Alaska Administrative Code, Sec-
tion 2061 (b) which, among other requirements, stipulates a minimum distance of 500
feet to a property line where ownership changes.
2. The North Trading Bay Unit No. S-8 directional well will penetrate the referenced
unitized pools near the southwest corner of Section 26, T. 10 N., R. 13 W., S.M. and
the West Foreland Formation in the northeast corner of Section 34, T. 10 N., R. 13 W.,
S.M.
3. Notice of the hearing was published in the Anchorage Daily News on November 17,
1971. A typographical error resulted in the notice reading "Section 2961" in the
fourth line instead of the correct "Section 2061." There were no protests to the
notice.
FINDINGS:
1. All of the production from the Trading Bay "G" NE and Trading Bay Hemlock NE Oil
Pools has been unitized within the area of the North Trading Bay Unit and the correla-
tive rights of all affected parties are protected.
2. A pressure maintenance project has been approved for the referenced pools within
the North Trading Bay Unit.
3. The completion in the defined pools will be at an optimum structural position and
should increase the ultimate recovery of oil.

4. The operator anticipates a second completion in the Hest Foreland Formation at an
optimum structural position which may develop additional primary reserves.
5. The referenced well should intersect the West Foreland Formation on lease ADL
17597, jointly owned by Texaco Inc. and the Superior Oil Company, and adequate provi-
sions for the protection of correlative rights are required.
CONCLUSION:
The increase in ultimate recovery from the referenced pools and the possible de~
velopment of additional primary reserves are adequate for exceptions to permit the
drilling of this well, and a completion in the West Foreland Formation should be al~
lowed if the correlative rights of all affected parties are adequately protected.
NOW, THEREFORE, IT IS ORDERED THAT:
1. The Atlantic Richfield Company be 'permitted to drill the North Trading Bay Unit
No. S-8 well to a bottom hole location near the northeast corner of Section 34,
T. 10 N., R. 13 W., S.M. and to complete the well in the defined pools.
2. The completion of the North Trading Bay Unit No. S-8 well in the Hest Foreland
Formation is approved, subject to receipt of evidence that the correlative rights of
all ~ffected parties will be protected.

Re: The application of Atlantic Richfield Company for an exception to Conser-
vation Order No. 69 and to Section 2961 of the Oil and Gas Conservation
Regulations to permit the drilling and dual completion of the North Trading
Bay Unit No. S-8 well in the Trading Bay Field. The proposed bottom hole
location is near the NE corner of Section 34, T. 10 N., R. 13 'v., S.M.
Notice is hereby given that the Atlantic Richfield Company has petitioned the
Alaska Oil and Gas Conservation Committee for an order to permit the drilling and
dual completion of the North Trading Bay Unit S-8 well. The oil completion in
the Trading Bay "G" NE Oil Pool and the Trading Bay Hemlock NE Oil Pool requires
an exception to Rule 3 of Conservation Order No. 69 which permits a maximum of
two completed oil wells per governmental quarter section and Section 2061 (b)
of the Oil and Gas Conservation Regulations which requires a minimum distance
of 1000 feet between wells producing from the same pool. An oil completion below
the intervals of the defined pools at the proposed location requires an exception
to Section 2061 (b) of the Oil and Gas Conservation Regulations which requires
a minimum distance of 500 feet from a lease line where ownership changes. The
applicant states that the proposed well is anticipated to develop production in
each completion interval at optimum structural positions and should increase the
ultimate recovery of oil.
Pursuant to Title 11, Alaska Administrative Code, Section 2009, parties who
may be aggrieved if the requested order is issued are allowed 10 days from the
date of this publication in which to file a protest and request for hearing. The

Mr. R. M. Cook, Atlantic Richfield Company, requesting of you an
exception to Conservation Order #69 and Section 2061 of the Alaska
Oil and Gas Conservation Regulations. These exceptions are in
connection with the drilling of well S-8, North Trading Bay Unit.
This is to advise that Texaco Inc. is in accord with the
drilling of well S-8, as described in the referenced ARCO letter
to you, with the understanding that all production from this well
will be shared by the North Trading Bay Unit working interest owners
in accordance with the established equities in the unitized forma-
tions and the mutually acceptable equities currently being established
for the non-unitized formations.

with a bottom hole location in the immediate vicinity of the
northeast corner of Section 34, TION, R13W, S.M. (Exhibit I).
This proposed well will require an exception to Rule 3 of
Conservation Order #69, dated January 24, 1969, and an exception
to the provisions of Item (b) of Section 2061 of the State of
Alaska Oil and Gas Conservation Regulations. Rule 3 of Conser-
vation Order #69 established an 80-acre well spacing for the
Trading Bay Field "G" and Hemlock Northeast Oil Pools. Item (b)
of Section 2061 of the State of Alaska Oil and Gas Conservation
Regulations established a minimum distance between oil wells,
drilling to or capable of producing from the same oil pool, of
1,000 feet. The proposed S-8 well will include within its com-
pleted interval the Trading Bay Field "G" and Hemlock Northeast
Oil Pool's sections and will be located, at the top of the Hemlock
Pool, with respect to adjacent Trading Bay Field "G" and Hemlock
Northeast Oil Pool's completed wells, approximate distances as
follows: 950 feet from well S-l, 730 feet from well S-2, 950 feet
from well TS-l, and 900 feet from well TS-3RD. The attached
Exhibit I, a plat drawn to a scale of one inch equaling 500 feet
and showing the structure of the Trading Bay Field Hemlock North-
east Oil Pool, shows the location of all wells on the property
and the well course and bottom hole location of the proposed
S-8 well.
It is anticipated that the proposed well will develop at a crestal
location the Trading Bay Field "G"-Producing and Hemlock Northeast
Oil Pools and a deeper, undrained West Forelands oil sand. The

horizons. The attached Exhibit III, the dual induction laterolog
of the Atlantic Richfield Company TBS #1 which is located in
Section 26, TION, R13W, S.M., further depicts these objective
horizons at this location. The entire producing area of the
Trading Bay Field "G" and Hemlock Northeast Oil Pools has been
unitized by the North Trading Bay Unit as of an effective date
of July 1, 19710 The "G" and Hemlock formation of the unitized
land is defined as the stratigraphic equivalent of that occurring
between the dual induction laterolog depths of 8,818 feet and
10,174 feet in the Atlantic Richfield Company TBS #1 well (see
the attached Exhibit III), as described in Section 3 of the Unit
Agreement (For the Development and Operation of the Hemlock and
"G" Formation, North Trading Bay Unit Area, State of Alaska)
dated June 1, 1971. All correlative rights and equities of the
a.ffected interest owners are adequately protected through this
unitization and the applicable provisions thereof and of the Unit
Operating Agreement (Hemlock and "G" Formations, North Trading
Bay Unit, Cook Inlet, Alaska). Property and lease boundary lines
within the unit are subject to the philosophy of unitization
and may be disregarded for the purpose of drilling the proposed
well in the "G" and Hemlock formations as described by that certain
Unit Agreement. The further objective of the proposed well is
for an oil productive completion within a West Forelands sand
that is located between 10,448 feet and 10,484 feet in the
Atlantic Richfield Company TBS #1 well (see attached Exhibit III).
The entire West Forelands section, and deeper horizons, are not
included within the North Trading Bay unitized interval and as
such, completion of the proposed well within any sands comprising
this interval, at a location in the immediate vicinity of the
northeast corner of Section 34, TION, R13W, S.M., is not subject
to the philosophy of unitization. As a consequence, the North
Trading Bay Unit participants, Atlantic Richfield Company, Texaco
Inc., and The Superior Oil Company, are executing an appropriate
joint linewell agreement to protect correlative rights of the
affected interest owners and to establish equities in the West
Forelands oil production. Texaco Inc. and The Superior Oil Company
will each furnish a letter of nonobjection to the proposed well.
There are no affected operators other than the North Trading Bay
Unit participants listed above, each of whom is receiving a copy
of this exception application.
The anticipated completion of the proposed S-8 well in the "G"-
Producing,Hem10ck, and West Forelands intervals will produce from
State of Alaska Leases ADL 35431, ADL 18776, and ADL 17597. By
letter of October 28, 1971, the State of Alaska, Division of Lands,
has been advised of our intention to drill the S-8 well. Atlantic
Richfield is negotiating with the Division of Lands a method of
allocating production from the non-unitized zone to the affected
leases ADL 35431, ADL 18776, and ADL 17597. We have also
requested that the Division of Lands furnish a letter of nonobjection.

Dated January 24, 1969, and to Item (b), Section 2061 of the State
of Alaska Oil and Gas Conservation Regulations, for Well S-8
TRADING BAY FIELD "G" AND HEMLOCK NORTHEAST OIL POOLS
NORTH TRADING BAY UNIT
GENERAL
Atlantic Richfield Company, as Operator of the North Trading Bay Unit, hereby
requests an exception to Rule No.3 of Conservation Order No. 69, dated
January 24, 1969, and to Item (b), Section 2061 of the State of Alaska Oil
and Gas Conservation Regulations, for the drilling of the proposed producing
well S-8. This proposed well, to be drilled into unitized lands from the
Atlantic Richfield Company-owned Platform Spark, will have a bottom-hole
location in the immediate vicinity of the northeast corner of Section 34, TION,
R13W, S.M. Drilling and completion of the herein proposed well requires an
exception to the 80-acre spacing per producing well established by Rule 3 of
Conservation Order No. 69 and an exception to the 1,000 feet minimum distance
between producing wells in the same pool, as specified by Item (b), Section 2061
of the State of Alaska Conservation Regulations. The proposed well will be
located at the top of the Hemlock Pool, with respect to adjacent North Trading
Bay Unit "G" and Hemlock completed wells, approximate distances as follows:
950 feet from well S-l, 730 feet from well S-2, 950 feet from well TS-l, and
900 feet from well TS-3RD (Exhibit I). This request for spacing and minimum
distance exceptions is for well S-8 only.

abandoned TBS #1 well at the North Trading Bay Unit, and is identified
at this well location as that interval between 10,448 feet and 10,484
feet.

Exhibit II, the schematic geologic cross-section, illustrates the location of
the objective horizon to be developed by the proposed S-8 well.
Both the currently producing "G"-Producing and Hemlock interval and the basal
Hemlock sand objectives of the proposed well are a part of the unitized interval
of the North Trading Bay Unit. The North Trading Bay Unit became effective on
July 1, 1971, and the unitized interval is defined as the stratigraphic equiva-
lent of that occurring between the dual induction laterolog depths of 8,818 feet
and 10,174 feet in the Atlantic Richfield Company TBS #1 well (Exhibit III).
The objective West Forelands sand and deeper sands are not included in the
unitized interval of the North Trading Bay Unit. As a consequence, the North
Trading Bay Unit participants, Atlantic Richfield Company, Texaco Inc., and The
Superior Oil Company, the only affected parties, are executing an appropriate
joint linewell agreement to protect correlative rights and to establish equities
in oil production and reserves from the objective West Forelands sand and deeper
sands.
The anticipated completion of the proposed S-8 well in the "G"-Producing, Hemlock,

GEOLOGIC AND ENGINEERING REPORT
The anticlinal structure of the Trading Bay Field Northeast Oil Pool is illus-
trated in Exhibits I and IV. The structure is described as a slightly asymmetrical
anticline with an axis trending approximately N 5° .E and separated in the
west by a steep, narrow syncline from an adjacent structural system. A north-
south lease line separating Texaco-Superior Lease ADL 17597 from Atlantic Richfield
Company Leases ADL 35431 and ADL 18776 runs approximately along the anticlinal
crest of the structure (Exhibit I and Exhibit IV). The structure is indicated
to be a simple unfaulted one as shown on Exhibit II, the schematic geologic
cross-section along the proposed 8-8 well course. As is seen on Exhibit II,
stratigraphic layers have a general field-wide uniformity in thickness as is
also indicated by the similarity in the two structural maps, Exhibits I and IV.

Exhibit III depicts the currently producing strata at the North Trading Bay
Unit which are the "G"-Producing and Hemlock producing intervals from 9,660 feet
to 10,090 feet in the TBS #1 well. The basal Hemlock bed between 10,090 feet
and 10,174 feet in the TBS #1 well (Exhibit III) is not completed in any of the
North Trading Bay Unit wells. Exhibit III also identifies the objective West
Forelands bed between 10,448 feet and 10,484 feet in the TBS #1 well. Well
TBS #1 is located downstructure on the east flank of the anticline. It is
believed that there is a downstructure deterioration of reservoir quality at
the North Trading Bay Unit as is common in other Cook Inlet producing fields.
The original oil-water contacts in the "a"-Producing and Hemlock intervals
are shown on Exhibit II and are at approximately - 9,700 feet in the "G"-
Prodùcing interval and at - 9,900 feet in the Hemlock interval. The oil-water
contact in the objective West Forelands sand is estimated to be at - 10,420 feet.
The primary development of the Trading Bay Field Northeast Oil Pools has been
from the Texaco-Superior Platform A and the Atlantic Richfield Company Platform
Spark (Exhibit I) and was conducted prior to the formation of the North Trading
Bay Unit on July 1, 1971. The field was developed according to Conservation
Order No. 69 which permits no more than two completed oil wells per governmental
quarter-section and according to Item (b), Section 2061 of the State of Alaska
Oil and Gas Conservation Regulations which prohibits the bottom-hole location
of pay opened to the wellbore closer than 500 feet to any property line.
Because of these spacing regulations and the orientation of the structure in
relation to the lease line separating the Texaco-Superior lease from the
Atlantic Richfield Company leases, there have been no wells drilled into the
crest of the anticlinal structure. All development wells have been completed
downstructure as shown on Exhibits I and IV. As a consequence of this and the
location of the original oil-water contact in the Hemlock interval, completion
of a well in a full oil productive Hemlock section has not been possible. In
addition, and because of the probable downstructure deterioration of the reser-
voir rock quality, the objective West Forelands sand interval has not been tested
at a structurally optimum location.
Effective July 1, 1971, the North Trading Bay Unit was formed. The prime intent
of the formation of this unit was to provide for the secondary development of
the Trading Bay Field "G" and Hemlock Northeast Oil Pools through a water
injection pressure maintenance program. It is planned to inject water into the
total "G" -Product i ve and Hemlock intervals to improve the ul t'imate oil recovery
from these intervals.
Currently Producing "G"-Producing and Hemlock Intervals
The proposed S-8 well will improve the secondary recovery sweep efficiency
and thereby the ultimate oil recovery and will accelerate the oil recovery
from the "G"-Producing and Hemlock intervals.
Basal Hemlock Sand
The proposed S-8 well will be completed at the structurally optimum point, the
anticlinal crest, of the basal Hemlock sand as shown on Exhibits I and II.
This sand was fully penetrated by North Trading Bay Unit wells TBS #1, S-l,
S-2, S-3, S-4, S-5, TS-3RD, and TS-6 but was found wet or partially wet at all

of these downstructure locations. The sand has never been completed at the
North Trading Bay Unit. The proposed S-8 well is expected to develop a full
oil-bearing section in this sando It is planned to complete the basal Hemlock
sand at two currently existing downstructure locations for water injection.
Consequently the proposed basal Hemlock sand completion in well S-8 will
develop new primary and secondary oil reserves.
Objective West Forelands Sand
This sand has been drill-stem tested poorly productive in the downstructure
abandoned TBS #1 well. Exhibit III details this drill-stem test data. The bed
has not been penetrated elsewhere in the North Trading Bay Unit. It is anti-
cipated that at the crestal location the proposed S-8 well will develop a full
productive oil column in this sand and thereby develop new primary oil reserves.
Possible Deep Sands
The proposed S-8 well may be drilled up to 700 vertical feet below the objective
West Forelands sand, depending upon information obtained from the wells'
logs, to test for further oil bearing's,and development. The additional 700
vertical feet represent approximately 500 structural feet deeper than has pre-
viously been drilled at the North Trading Bay Unit.
We anticipate that with a successful development of West Forelands sand(s) at
the proposed S-8 well location, the optimum well completion will be one where
the oil from the "G"-Producing and Hemlock formations will be commingled in the
wellbore with the oil from the West Forelands sand(s). It is believed that such
a compJe t ion will not reduce the ultimate recovery from any of the intervals.
In addition, the well completion will permit separate production rate measure-
ments of the individual intervals. We are planning to apply for an exception
to Section 2154 of the State of Alaska Oil and Gas Conservation Regulations at
a later date to permit wellbore commingling of production from the "G"-Producing
and Hemlock interval with production from the West Forelands formation of the
proposed S-8 wello
SUMMARY
The location of the current North Trading Bay Unit wells, with all of the wells
completed off the crest of the north-south oriented anticline, has prohibited an
oil productive completion in the basal Hemlock sand. The high structural position
of the proposed S-8 well will permit an oil productive completion in the basal
Hemlock sand and will also permit the testing of the objective West Forelands
sand and possible deeper sands at the optimum location. The proposed S-8 well
will accelerate the oil recovery from the HGH and Hemlock intervals currently
produced, develop new waterflood reserves in these intervals, and develop new
reserves in the basal Hemlock sand. The proposed well is also expected to
develop new reserves in the West Forelands section.

be drilled deeper than the base of the unitized
formation. It is hoped that the well will also
produce from the West Foreland formation which is
not unitized.
We propose that if the well· can be successfully
completed in the West Foreland, the production
from the West Foreland formation be allocated to
the inmlcdiately adjacent leases in the same propor-
tions as is the North Trading Bay Unit production.

Texaco and Superior have concurred in the drilling
of this well. Atlantic Richfield Company will
shortly be requesting an exception to the Field
Rules as to distance between wells and distance from
lease lines. Texaco and Superior each will furnish
a letter of nonobjection. We will also need a·letter
of nonobjection from the Division of Lands. ..
Ple~se let us know if this proposed handling of possible
production from the West Foreland lineweil completion
is acceptable to the Division of Lands. .
