Atlantic Richfield Company submitted the referenced application dated August 1, 1973. 2. The No. S-2 well is being deepened to the West Foreland Formation in a deviated hole drilled from the Spark Platform. 3. The West Foreland Formation is expected to be encountered within 500 feet of the property line separating leases ADL 17597 and ADL 18776. The referenced regulation requires that pay shall not be opened to the well bore closer than 500 feet to any property line. 4. Notice of the hearing on this request was published in the Anchorage Daily News on August 2, 1973 pursuant to Title 11, Alaska Administrative Code, Section 2009, and no protest was received. 5. All affected operators have agreed to the deepening of the well. FINDING: Because of the difficulty of changing the inclination of the hole over a short drilled interval, the deepened No. S-2 well will encounter the West Foreland Formation within 500 feet of the property line separating leases ADL 17597 and ADL 18776. ~ Conservation Order . 124 Page 2_ September 20, 1973 CONCLUSION: Granting the applicant's request will not result in waste or impair cor- relative rights of affected parties. The attached map, Exhibit I, showing a current structural interpretation of the West Forelands producing interval is drawn to a scale of one inch equaling 500 feet and indicates the location of all wells on the property, the S-2 well course, and the proposed bottom hole location for the well in the West Forelands zone. The proposed deepening and completion of the S-2 well will require an exception to the provisions of Item (a) of Section 2061 of the State of Alaska Oil and Gas Conservation Regulations which prohibit the drilling and completion of a well within 500 feet of any property line of the lease on which the well is located. Well S-2 is presently completed for production from the "G11 and Hemlock North- east Oil Pools but has been essentially shut-in since August, 1971, because of very low oil producing rate capability. The proposed plan to develop the West Forelands zone at S-2 calls for cementing pipe through the "G11 and Hemlock zones. There are no plans at this time to further produce the "Gt1 and Hemlock zones at well S-2. The objective of the proposed S-2 well deepening is for an oil pro- ductive completion within a West Forelands sand that is located about 2501 below the base of the Hemlock interval. Because of the current bottom hole location and hole deviation, the S-2 deepening will require the wellbore to be drilled within 5001 of the property line separating Leases ADL..17597__,and._ADL_18776. It is not mechani�aZly`feasib-16-�--deepen the S-2 wei-bore to encounter the objective West Forelands sand at a location of 5001 or more removed from the lease line. Alaska Oil and Gas Conservation Committee Page 2 August 1, 1973 The entire West Forelands section, and deeper horizons, are not included within the North Trading Bay unitized interval and, as such, completion of the proposed deepened well within any sands com- prising this interval at a location in the immediate vicinity of the northwest corner of Section 35, T10N, R13W, SM, is not subject to the philosophy of unitization. As a consequence, the North Trading Bay Unit participants, Atlantic Richfield Company, Texaco Inc., and The Superior Oil Company, have executed an appropriate letter agreement to protect correlative rights of the affected interest owners and to establish equities in the West Forelands oil production. Copies of this letter are attached as Exhibit II. In accordance with Item (c) of Section 2061 of the State of Alaska Oil and Gas Conservation Regulations, Atlantic Richfield Company, as operator, has informed by registered mail all affected parties of the plans to deepen well S-2 into the West Forelands zone. A copy of this correspondence is attached as Exhibit III. Texaco Inc. and The Superior Oil Company are the only affected parties. Therefore, Atlantic Richfield Company, on behalf of the North Trading Bay Unit participants, hereby respectfully requests that an order be issued for the purpose of granting exception to Item (a) of Section 2061 of the State of Alaska Oil and Gas Conservation Regulations thereby authorizing the deepening and completion of well S-2 in the West Forelands interval at the proposed location described herein. If no objection to the granting of this exception is received pursuant to Section 2009 of the State of Alaska Oil and Gas Conservation Regulations, we request that this exception be granted without the necessity of a hearing. If protest is received, we ask that the matter be set for hearing at the earliest convenient date. This application for exception is for well S-2 only. We believe that the granting of this exception will be in the best interests of conservation and optimum engineering practices and will benefit the State of Alaska.
