Halbouty Alaska Oil Company, operator of the subject well, submitted an application dated April 11, 1977, for an exception to the acreage spacing requirements in order to produce the West Fork No. 1-B from a 160 acre spacing unit. . The operator completed and shut-in the referenced well in the SW 1/4 of Section 21, Township 6 North, Range 9 West, Seward Meridian, in August, 1960. . Subsequently 3 dry holes were drilled surrounding the section in which the subject well is completed and the present 160 acre lease which is held by production was segregated from the original base lease. The surrounding leases have expired. The Bureau of Land Management has not issued any leases in the Kenai National MoOse Range for eight years. 5. Pools in the West Fork Gas Field have not been defined. , Notice of the application was published in the Anchorage Daily News on April 15, 1977. There were no protests to the application. FINDING: The well control generated by the 3 dry holes surrounding the subject well indicates that the reservoi'r from which the subject well produces is limited to less than the original spacing unit. CONCLUSION: The requested exception to Title 11, AAC 22.055 (a)(3), will not adversely affect correlative rights nor result in waste. NOTICE OF PUBLIC HEARING STATE OF ALASKA Department of Natural Resources Alaska Oil and Gas Conservation Committee Conservation File No. 146 Re: The application of Halbouty Alaska Oil Company for an exception to AAC 22.055(3) to permit the Halasko West Fork 1-B gas well to produce from a spacing unit of 160 acres. On April Il, 1977 a completed application for an exception to the referenced regulation was received. Section 21, Township 6 North, Range 9 West, Seward Meridian in which the referenced well is located is offset on three sides with unsuccessful wells. The area lies within the Kenai National Moose Range. Pursuant to AAC 22.540, parties who.may be aggrieved if the requested order is issued are allowed 10 days from the date of this publication in which to file a protest and request for hearing. The place of filing is listed. below. If such a protest is timely' filed, a hearing on the matter will be held at the address listed below at 9:30 AM, April 27, 1977 at which time protestants and others may be heard. If no such protest is timely filed, the Committee wil consider the issuance of an order without a hearing. Thomas R. Marshall, Secretary Re- Halasko West Fork 1-B Request for Exception under 11AAC 22055 (2) Gentlemen' After approximately seventeen years of effort it appears that arrangements for sale of gas from the captioned one-well shut-in gas field may occur .in the near future. The most critical factor among many relating to the feasibility and economics of connecting the one-well field is favorable state action in the nature of spacing exception under appropriate regulations. Halbouty Alaska Oil Company drilled the 1-B Alaska Oil and Minerals - King Oil, Inc. we'll and completed same in the Sterling B-4 gas interval (See portion of E-l.og attached) in August, 1960. The well is located on a 160 acre federal oil and gas lease (A 028988A) which was segregated from a base lease to accommodate the then various working interest owners. The lease comprises the SOuthwest Quarter (SW/4), Section 21, Township 6 North, 'Range 9 West, S.M. All surrounding leases have long .ago expired and the existing lease is maintianed by payment of shut-in royalty. In 1962 the West Forkwell was offset to the north and soUtheast by the SOCAL West Fork 233-16 (SE/4, Sec. 16, T6N, Rgw) and the Union Sterling Unit 48-28 (SE/4, Sec. 28, T6N, Rgw). Both wells were structurally low and were abandoned as dry holes. In 1967 Halasko drilled a northwest offset , the Halasko West Fork 42-20 (NE/4, Sec. 20, T6N, R9W) - which was also low to the 1-B and abandoned as a dry hole The results of offset drilling clearly established structural dip in three quadrants (i.e., north dip in the Halasko l-B) and would suggest that if the accumulation is confined to other than the 160 acre 'lease it must extend south but would reasonabl~ be up-dip and not affected by production from A 028988A. Accordingly, there is little hope to obtain additional information that might indicate the size of the structural anomaly on which West Fork field is located. While the chances to make a commercial producing well at West Fork involve considerable risk we believe it is in the best interests of all parties concerned to place the well on production. Obviously, if a well spacing exception is not granted the risks are far to great to construct production and gathering facilities and expect that they would be amortized out of production let alone provide an acceptable rate of return on the investment. Accordingly, on behalf of Halasko I respectfully request that the committee grant a spacing exception as a 160 acre producing gas unit. At your request I will be available to provide any data and information that we have on the productive capabilities and reservoir characteristics of the well and will prepare any required exhibits to further support the information as set forth herein.
