IT APPEARING THAT:
·
Union Oil Company of California, operator of the Kenai
Unit, submitted an application dated June 22, 1979,
requesting an exception to the 3000 foot minimum
distance between completions requirement of Title 11,
Alaska Administrative Code, Section 22.055(a)(3) for the
Kenai Unit KBU No. 31-7 well.
·
The subject well is to be directionally drilled into the
middle and lower Beluga gas sands which are not fully
developed in the field.
·
The Kenai Unit KBU No. 31-7 well will penetrate these
gas sands while drilling to a bottom-hole location of
approximately 300 feet from the north line and 2000 feet
from the east line of Section 7, T4N, RllW, S.M.
4. The proposed completion in the subject well will be
approximately 2200 feet from the Beluga sand completion
in the Kenai Unit KU No. 14-6 well.
5. None of the gas bearing sands in the upper, middle and
lower Beluga Formation are currently defined as gas pools.
·
The proposed location for the subject well will be at
the apex of the structures as contoured on both the
middle and lower Beluga Formation levels.
·
The subject well will attempt to develop the gas sands
far enough above the gas-water contact so that the high
rates of water production that are prevalent in other
shut-in middle and lower Beluga wells will not be a
problem.
·
The Kenai Unit KBU NO. 31-7 well has an excellent chance
of encountering additional sand development and thus
increasing the reserves in the Kenai Gas Field.
9. Notice of the application was published in the Anchorage
Daily News on June 28, 1979.
10. There were no protests to the application.
FINDING:
The Kenai Gas Field has a great number of defined and
undefined gas-bearing sands. There have been a sufficient number
of wells drilled to adequately define the structure at various
stratigraphic levels. The well data indicates that the various
sands thicken and thin in short distances. The proposed well is
to be drilled at the optimum structural position and may encounter
thicker gas-bearing sands.
CONCL US ION:
The requested exception to Title 11, Alaska Administrative
Code, Section 22.055(a)(3) will not decrease the ultimate recovery
of gas in the Kenai Field, could increase the recoverable reserves
in the field and correlative rights are adequately protected in
the Kenai Unit.
NOW, THEREFORE, IT IS ORDERED THAT:
The Kenai Unit KBU No. 31-7 well may be completed and
produced at the proposed location in Section 7, T4N, RllW, S.M.
DONE at Anchorage, Alaska and dated July 13, 1979.

Dear Mr. Anderson:
Enclosed is the approved application for permit to drill the
above referenced well which replaces the 'permit issued for. the
Kenai Beluga Unit No. 31-7 well.
Since a conservation order (C.O. No. 157) was issued for the
Kenai Beluga Unit No. 31-7 well, the change of plans to drill
the Kenai Beluga Unit No. 41-7 well instead requires the
Commission to declare Conservation Order No. 157 null and void.
This well may be drilled at the operator's risk but the
perforation and/or completion is subject to the consideration
of the Commission and the issuance of a conservation order.
The reason for this is that our rec~ords indicate that if the
KBU No. 41-7 well is completed in the Beluga sands there will
be an interval of less 'than 3000' from the Kenai Beluga Unit
No. 13-8 well. In addition, if the well is completed in the
Tyonek Sands, it will be less than 3000' from both the Kenai
Deep Unit No.. 1 well'and the Kenai Deep Unit No. 2 well.
Core chips are required. A directional survey is not
required. If available, a tape containing the digitized log
information on all logs shall be submitted for copying except
experimental logs, velocity surveys and dipmeter surveys.

Many rivers in Alaska and their drainage systems have been
classified as important for the spawning or migration of
anadromous fish. Operations in these areas are subject to AS
16.50.870 and the regulations promulgated thereunder (Title 5,
Alaska Administrative Code). Prior to commencing operations
you may be contacted by the Habitat Coordinator's office,
Department of Fish and Game.

Chapter 3, Article 7 and the regulations promulgated thereunder
(Title 18, Alaska Administrative Code, Chapter 70) and by the
Federal Water Pollution Control Act, as amended. Prior to
commencing operations you may be contacted by a representative
of the Department of Environmental Conservation.
Pursuant to AS 38.40, Local Hire Under State Leases, the Alaska
Department of Labor is being notified of the issuance of this
permit to drill.
To aid us in 'scheduling field work, we would appreciate your
notifying this office within 48 hours after the well is
spudded. We would also like to be notified so that a repre-
sentative of the commission may be present to witness testing
of blowout preventer equipment before surface casing shoe is
drilled.
In the event of suspension or abandonment, please give this
office adequate advance notification so that we may have a
witness Present.

On July 13, 1979 Union Oil Company of California's request for a spacing
exception for KBU No. 31-7 well was approved. The drilling program for
this well has been altered. A Sundry Notice will be submitted changing
the well number from KBU No. 31-7 to KBU No. 41-7 and it will be drilled
as a straight hole. We, therefore, request that Conservation Order 157
be voided. The KBU No. 41-7 drilling program will allow optimum formation
coring and reduced well cost.

Re: The application of Union Oil Company of California, dated
June 22, 1979, for an order granting an exception to the
minumum distance requirement of Title 11, Alaska Administra-
tive Code, Section 22.055(a)(3) for the Kenai Unit KBU No.
31-7 well which is to be drilled in the Kenai Gas Field in
Section 7, T4N, RllW, S.M.
Notice is hereby given that Union Oil Company of California
has requested the Alaska Oil and Gas Conservation Commission to
issue an order granting an exception for the minimum distance of
3,000 feet between completions requirement of the referenced
regulation. The operator states that the Kenai Unit KU No. 14-6
well is completed in the Beluga reservoir and will be 2,200 feet
from the Upper and Middle Beluga sands which are proposed to be
completed in the referenced well. The operator further states
that the referenced well will be located at the apex of the
Beluga structure in the Kenai Gas Field and will have the poten-
tial for developing additional reserves.
Parties who may be aggrieved if the referenced order is
issued are allowed 10 days from the date of this publication in
which to file a protest and a request for a hearing. The place
of filing is the Alaska Oil and Gas Conservation COmmission, 3001
Porcupine Drive, Anchorage, Alaska 99501. If such a protest is
timely filed, a hearing on the matter will be held at the above
address at 10:00 AM on July 12, 1979 at which time protestants
and others may be heard. If no such protest is timely filed, the
Commission will consider the issuance of the order without a
hearing.

to 640 Acre Spacing, Kenai Unit
KBU 31-7
Dear Mr. Hamilton:
Union Oil Company of California, as Operator for the Kenai Unit, hereby
applies for exception to the statuatory 3000' standoff requirement
between pool completions for the proposed KBU 31-7 as a dual string
producer in the Middle and Lower Beluga gas sands. KU 14-6, completed
in the Beluga, lies 2200' from the proposed KBU 31-7 well completion.
Our objective is to more fully develop reservoir gas sands in the Middle
and Lower Beluga Formations which are presently undefined. Currently no
wells are producing from these zones. These intervals tested gas but
produced high rates of water in KBU 13-8.
The proposed location of KBU 31-7 is at the apex of the Kenai Field
structure at the Middle and Lower Beluga level. Therefore, water production
should be minimal. Also the potential for additional sand development
is excellent.
KBU 31-7 will not only increase deliverability, but will also help
confirm and develop Middle and Lower Beluga reserves.
By copy hereof, we are notifying the affected companies in the Kenai
Unit.
For your reference, we attach hereto a location plat in triplicate. If
any additional information is needed in this matter, please advise us.
