IT APPEARING THAT:

ARCO Alaska, Inc (ARCO) submitted an application on February
27, 1989 requesting an exception to 20 AAC 25.055 to permit
drilling the Ugnu DS 2-0B1 well closer than 500 feet to the
boundary of Section 21, T13N, R9E, Umiat Meridian.
Notice of hearing on this request was published in the
Anchorage Daily News on March 8, 1989 pursuant to 20 AAC
25.540.
No protests to the application were received.
FINDINGS:
·
ARCO proposes to drill Ugnu DS 2-0B1 from a surface location
30'FSL and 80'FEL of Section 21, T13N, R9E, Umiat Meridian.
2. The well is to be drilled as a straight hole.
·
Pool rules have not been established which govern well
spacing for the projected crude oil bearing strata.
·
An exception is necessary to achieve compliance with 20 AAC
25.055.
·
20 AAC 25.517 requires that correlative rights be protected
prior to commencement of regular production from an oil or
gas poo 1.

CONCLUSION:
Granting a spacing exception to allow drilling of the Ugnu
DS 2-0B1 well as proposed will not result in waste nor jeopardize
correlative rights.
NOW, THEREFORE, IT IS ORDERED:
ARCO Alaska, Inc's application for an exception to 20 AAC 25.055
for the purpose of drilling the Ugnu DS 2-0B1 well is approved.

Dear Commissioner Chatterton:
ARCO Alaska Inc. ("ARCO") hereby applies for an exception to
the provisions of 20 AAC 25.055 for the drilling of the Ugnu
DS2-OB1 Well (the "Well"), for which the proposed bottomhole __
location is:
(1) Surface Location: 30' FSL, 85' FEL, Section 21,
Township 13N, Range 9E, Umiat Meridian
(2) Intersection with Top of Productive Interval: 30' FSL,
85' FEL, Section 21, Township 13N, Range 9E, Umiat
Meridian
(3) Total Depth: 30' FSL, 85' FEL, Section 21, Township
13N, Range 9E, Umiat Meridian
The owners and operators of all governmental quarter
sections directly and diagonally offsetting the proposed
location of the Well are ARCO Alaska, Inc. and
BP Exploration (Alaska) Inc. The plat required by the
regulation is attached as Exhibit 1. The verification
required by the regulation is attached as Exhibit 2. Copies
of the notifications to the owners and operators, as well as
the required information with respect to mailing are
attached in the package designated as Exhibit 3.
The well TD is projected as 3500' TVD. From surface to this
depth, there are no other wells within 1000 feet of this
wellbore.

Jeffrey B. Kewin, Regional Drilling Engineer in the ARCO Alaska,
Inc. Drilling Department, does hereby verify the following:
1. I am acquainted with the facts associated with the drilling of
the Ugnu DS2-OB1 well.
2. I have reviewed the application submitted for the exception to
20 AAC 25.055 and all facts therein are true.

Thomas W. McKay, being first duly sworn, upon oath, deposes and
states as follows:
1. My name is Thomas W. McKay. I am over 19 years old and have
personal knowledge of the matters set forth herein.
2. I am a Drilling Engineer for the well operator, ARCO Alaska,
Inc.
3. Pursuant to 20 AAC 25.055(b), ARCO Alaska, Inc. ("ARCO"), the
well operator, prepared a Notice of Request for an Exception to the
Provision of 20 AAC 25.055. A copy of this notice is attached .hereto as
Exhibit A.
4. On February 27, 1989, pursuant to 20 AAC 25.055(b) ARCO sent a
copy of said notice by registered mail to the last known address of each
owner and operator of governmental quarter sections directly and
diagonally offsetting the quarter section of the proposed location of
the oil well. Attached hereto as Exhibit B is an Affidavit of Mailing
of Notice.

Pursuant to the requirements of 20 AAC 25.055(b), ARCO
Alaska, Inc. hereby gives notice of a request to the Alaska Oil
and Gas Conservation Commission for an exception to the
spacing requirements of 20 AAC 25.055(a)(3).
ARCO's request, if approved, will permit the intersection of the
wellbore of the captioned well with the top of the Ugnu forma-
tion within 500 feet of the south line and within 500 feet of the
east line of the governmental section in which the well will be
bottomed.
Specifically, the intersection point applied for will be as follows:

85 feet from the east line of
