Notice of hearing on this request was published in the Anchorage Daily News on March 17, 1989 pursuant to 20 AAC 25.540. No protests to the application were received. FINDINGS: · ARCO proposes to drill West Sak WS1-01 from a surface location 296'FNL and 2086'FWL of Section 23, TllN, R10E, Umiat Meridian to evaluate oil bearing strata known as the West Sak Interval. 2. The well is to be drilled as a straight hole. · Pool rules have not been established which govern well spacing for the West Sak Interval. · An exception is necessary to achieve compliance with 20 AAC 25.O55. · The well is located within the Kuparuk River Unit. The unit agreement provides for protection of correlative rights by establishment of participating areas prior to commencing regular production from the West Sak Interval. ARCO Alaska, Inc. by letter dated March 9, 1989, has re- quested an exception to the provisions of 20 AAC 25.055(a)(3). The exception would allow drilling the West Sak WS1-01 well closer than 500 feet to the boundary of a drilling unit. A person who may be harmed if the requested order is issued, may file a written protest prior to 4:30 pm April 3, 1989 with the Alaska Oil and Gas Conservation Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501, and request a hearing on the matter. If the protest is timely filed, and raises a substantial and material issue crucial to the Commission's determination, a hearing on the matter will be held at the above address at 9:00 am April 18, 1989 in conformance with 20 AAC 25.540. ISTAT TEC~I STAT ¥~-0~I _FILE, , Dear Commissioner Chatterton: In response to your recent inquiry regarding the spacing exception for the above-referenced well, ARCO Alaska Inc. has applied for this exception for a number of reasons. Primarily, the gravel pad site location was selected to minimize environmental impact on surrounding wetlands and wildlife habitat. This action was taken to satisfy environmental protection agency concerns as to the potential impact of placing the pad where wildlife could be adversely affected. Secondly, the site was chosen as the optimum location for the central injector in the subsequent waterflood pattern. Thus, considering future recovery operations, the location is at the optimum site. Since the gravel pad has already been constructed, moving the bottomhole location will require a directional well to be drilled. ARCO's objective is for the initial test well in this project to be a vertical well. It is our understanding that since the West Sak reservoir has not been unitized, statewide spacing rules are in effect as detailed in 20 AAC 25.055, Sections (A) and (B). As presented in the original request, ARCO Alaska is the 100% owner and operator of all directly and diagonally offsetting quarter sections. The plat included with the original request is attached for your reference. In closing, please contact the undersigned, if any further comments or concerns need to be addressed. Please be advised that any delays in the permitting process for the WS1-01 well at this point in time could cause interruption of the Kuparuk drilling schedule.
