IT APPEARING THAT:

ARCO Alaska, Inc (ARCO) submitted an application on June 9,
1989 requesting an exception to 20 AAC 25.055(a)(1) to
permit the drilling of ARCO Stinson #1 exploratory well
closer than 500' from a drilling unit boundary.

Notice of hearing on this request was published in the
Anchorage Daily News on June 23, 1989 pursuant to 20 AAC
25.540.
3. No protests to the application were received.
FINDINGS:
i ·
ARCO proposes to drill Stinson #1 from a surface location
373' from the east line and 1203' from the north line of
Section 2, T9N, R25E, Umiat Meridian, to the same bottom-
hole location.
·
The well location for Stinson #1 is on a lease owned by
Phillips Petroleum Company.
·
Phillips Petroleum Company designated ARCO as operator of
the well.
·
An exception is necessary to achieve compliance with 20 AAC
25.055(a) (1) .
·
20 AAC 25.517 provides for integrating the interests of all
persons owning an interest in a pool or portion of a pool
before commencing regular production of oil or gas.

CONCLUSION:
Granting a spacing exception to allow drilling of the ARCO
Stinson #1 well as proposed will not result in waste nor
jeopardize correlative rights.
NOW, THEREFORE, IT IS ORDERED:
ARCO Alaska, Inc's application for an exception to 20 AAC 25.055
for the purpose of drilling the Stinson #1 well is approved as
proposed.
DONE at Anchorage, Alaska and dated July 11, 1989.

Re: The application of ARCO Alaska, Inc for exception to 20 AAC
25.055 for ARCO Stinson #1 well.
ARCO Alaska, Inc by letter dated June 9, 1989, has requested
an exception to the provisions of 20 AAC 25.055. The exception
would allow drilling the ARCO Stinson #1 exploratory well from a
location closer than 500 feet to the boundary of a drilling unit.
A person who may be harmed if the requested order is issued,
may file a written protest prior to 4:30 pm July 10, 1989 with
the Alaska Oil and Gas Conservation Commission, 3001 Porcupine
Drive, Anchorage, Alaska 99501, and request a hearing on the
matter. If the protest is timely filed, and raises a substantial
and material issue crucial to the Commission's determination, a
hearing on the matter will be held at the above address at 9:00
a.m. July 26, 1989 in conformance with 20 AAC 25.540. If a
hearing is to be held, interested parties may confirm this by
calling the Commission's office, (907) 279-1433, after' July 10,
1989. If no proper protest is filed, the Commission will
consider the issuance of the order without a hearing.
