IT APPEARING THAT:

ARCO Alaska, Inc. (AAI) submitted an application on Novem-
ber 21, 1990 requesting an exception to 20 AAC 25.055(a)(1)
to permit the drilling of West Beach State #4 exploratory
well closer than 500' from a drilling unit boundary.
·
Notice of hearing on this request was published in the
Anchorage Daily News on November 28, 1990 pursuant to
20 AAC 25.540.
3. No protests to the application were received.
FINDINGS:
·
AAI proposes to drill West Beach State #4 from a surface
location 70' from the south line (FSL) and 2060' from the
west line (FWL) of Section 25, T12N, R14E, Umiat Meridian,
to a bottomhole location 300'FNL, ll09'FWL of Section 29,
T12N, R15E, Umiat Meridian.
2. Offset operator/owner Exxon Company has been duly notified.
·
An exception is necessary to achieve compliance with
20 AAC 25.055(a)(1).
·
20 AAC 25.517 provides for integrating the interests of all
persons owning an interest in a pool or portion of a pool
before commencing regular production of oil or gas.

CONCLUSION:
Granting a spacing exception to allow drilling of the ARCO West
Beach State #4 well as proposed will not result in waste nor
jeopardize correlative rights.
NOW, THEREFORE, IT IS ORDERED:
ARCO Alaska, Inc's application for an exception to 20 AAC 25.055
for the purpose of drilling the West Beach State #4 well is
approved as proposed.
DONE at Anchorage, Alaska and dated December 14, 1990.

Re: The application of ARCO Alaska, Inc. for exception to
20 AAC 25.055 for West Beach State No. 4.
ARCO Alaska, Inc. by letter dated November 21, 1990, has
requested an exception to the provisions of 20 AAC 25.055. The
exception would allow drilling the West Beach State No. 4 well
from a location closer than 500 feet from the boundary of a
drilling unit to a location closer than 500 feet from the bounda-
ry of another drilling unit. Surface location of the well is
70'FSL, 2060'FWL of Section 25, Township 12N, Range 14E of the
Umiat Meridian, bottomhole location is 300'FNL, ll09'FWL of
Section 29, T12N, R15E of the Umiat Meridian.
A person who may be harmed if the requested order is issued,
may file a written protest prior to 4:00 pm December 13, 1990
with the Alaska Oil and Gas Conservation Commission, 3001 Porcu-
pine Drive, Anchorage, Alaska 99501, and request a hearing on the
matter. If the protest is timely filed, and raises a substantial
and material issue crucial to the Commission's determination, a
hearing on the matter will be held at the above address at
1:00 pm December 28, 1990 in conformance with 20 AAC 25.540. If
a hearing is to be held, interested parties may confirm this by
calling the Commission's office, (907) 279-1433, after Decem-
ber 13, 1990. If no proper protest is filed, the Commission will
consider the issuance of the order without a hearing.

Gentlemen:
ARCO Alaska, Inc. ("ARCO") hereby applies for a Spacing Location Exception to the provisions of 20 AAC
25.055 for the drilling of the West State Beach #4 Well (the "Well"), for which the proposed locations are:
1. Sudace Hole Location: 70'FSL, 2060'FWL, Sec. 25, T12N,R14E, UM

Target Hole Location: 390'FNL, 945'FWL, Sec. 29, T12N,R15E, UM
(Intersection with the top of the Kuparuk Formation)
3. Bottom Hole Location: 300'FNL, 1109'FWL, Sec. 29, T12N,R15E,UM
The owners and operators of all governmental quarter sections directly and diagonally offsetting the
proposed location of the Well, other than ARCO, are described on Exhibit 1. The plat required by the
regulation is attached as Exhibit 2. The verification required by the regulation is attached as Exhibit 3.
Copies of the notifications to the owners and operator, as well as the required information with respect to
mailing are attached in the package designated as Exhibit 4.
ARCO's request, if approved, will permit the location and production of the sudace, target and bottom
hole locations of the captioned well to be within 500 feet from the governmental quarter section
constituting the drilling unit for said well.

1. My name is James R. Winegarner. I am over 19 years old and have
personal knowledge of the matters set forth herein.
2. I am a Landman for ARCO Alaska, Inc. ("ARCO"), Operator of the West
Beach State #4 Well.
3. Pursuant to 20 AAC 25.055(b), ARCO, as Operator, prepared a Notice of
Request for an Exception to the Provision of 20 AAC 25.055. A copy of this Notice is
attached hereto.
4. On November 21, 1990, pursuant to 20 AAC 25.055(b) ARCO sent a true
and correct copy of said notice by United States Registered Mail to the last known
address of each owner and operator described on said Notice, which have an interest
in any governmental quarter section directly and diagonally offsetting the quarter
section of the proposed location of the oil well.

Pursuant to the requirements of 20 AAC 25.055(b), ARCO Alaska, Inc., as Operator of
the captioned well, hereby gives notice of a request to the Alaska Oil and Gas
Conservation Commission for an exception to the spacing location requirements of 20
AAC 25.055(a).
ARCO's request, if approved, will permit the location and production of the surface,
target, and bottom hole location of the captioned well to be within 500 feet from the
government quarter section constituting the drilling unit for said well.
Specifically, the location exceptions applied for are:
