T20N, R19W, Umiat Meridian Undefined Gas Pool January 15, 1991 IT APPEARING THAT: I , Allen and Crouch as agents for the North Slope Borough submitted an application dated December 18, 1990 requesting an exception to 20 AAC 25.055(a)(4) to permit the drilling of Walakpa No. 5 closer than 1500 feet to a section line. , Notice of hearing on this request was published in the Anchorage Times and the Anchorage Daily News on December 27, 1990 pursuant to 20 AAC 25.540. 3. No protests to the application were received. FINDINGS: I ,, The Walakpa No. 5 as proposed will be drilled from a surface location 13 feet from the south line (FSL) 700 feet from the east line (FEL) of section 17, T20N, R19W, Umiat Meridian to the same bottomhole location. . There are no offset operator/owners besides the North Slope Borough. e An exception is necessary to achieve compliance with 20 AAC 25.055(a) (4). CONCLUSIONS: Granting a spacing exception to allow drilling of the Walakpa No. 5 well as proposed will not result in waste nor jeopardize correlative rights. The North Slope Borough by letter dated December 19, 1990 has requested an exception to the provisions of 20 AAC 25.055. The exception would allow drilling the Walakpa #5 well from a surface location closer than 1500 feet from the boundary of a drilling unit. The proposed location is 13' from the south line, 700' from the east line, Section 17, T20N, R19W, Umiat Meridian. A person who may be harmed if the requested order is issued may file a written protest prior to 4:00 pm January 11, 1991 with the Alaska Oil and Gas Conservation Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501, and request a hearing on the matter. If the protest is timely filed, and raises a substantial and material issue crucial to the Commission's determination, a hearing on the matter will be held at the above address at 9:00 am January 29, 1991 in conformance with 20 AAC 25.540. If a hearing is to be held, interested parties may confirm this by calling the Commission's office, (907) 279-1433 after January 11, 1991. The proposed well location for the subject well is 13' FSL, 700' FEL, SE/4-SE/4 Sec. 17, T20N,R19W in order to accomodate correlation with seizmic lines. Currently there is one plugged and abandoned well and one 'temporarily abandoned well in the Walakpa Field. The North Slope Borough owns the minerals withi'n a minimum of a two mile radius of the proposed wells, 'thus correlative rights are not an issue.
