IT APPEARING THAT:

ARCO Alaska, Inc. submitted an application dated January 4,
1991 requesting an exception to 20 AAC 25.055 (a) (1) to allow
drilling the Kuparuk River Unit (KRU) Palm 18-12-8 No. 1 well
closer than 500 feet to a section line.
·
Notice of hearing was published in the Anchorage Daily News and
the Anchorage Times on January 10, 1991 pursuant to
20 AAC 25.540.
3. No protests to the application were received.
FINDINGS:
I ·
The KRU Palm 18-12-8 No. I well as proposed will be directionally
drilled from a surface location 1488 feet from the south line
(FSL), 2068 feet from the west line (FWL) of Section 18 T12N,
R8E, Umiat Meridian to a bottomhole location 188 feet FNL, 569
feet FWL, Section 19, T12N, R8E, Umiat Meridian.

An exception to 20 AAC 25.055 (a) (1) is necessary to allow
drilling of the well.
4. The well is within the boundary of the Kuparuk River Unit.
CONCLUSIONS:
Granting a spacing exception to allow drilling of the KRU Palm 18-12-8
No. 1 well as proposed will not result in waste nor jeopardize
correlative rights.
NOW, THEREFORE IT IS ORDERED:
ARCO Alaska, Inc.'s application for an exception to 20 AAC 25.055 for
the purpose of drilling the Kuparuk River Unit Palm 18-12-8 No. 1 well
is approved as proposed.

ARCO Alaska, Inc. by letter dated January 4, 1991 has requested
an exception to the provisions of 20 AAC 25.055. The exception would
allow ARCO to directionally drill the Kuparuk River Unit Palm 18-12-8
No. 1 exploratory well from a surface location 1488 feet from the south
line (FSL), 2068 feet from the west line (FWL), section 18, T12N, R8E,
Umiat Meridian to a bottomhole location 188 feet FNL, 569 feet FWL,
section 19, T12N, RSE, Umiat Meridian.
A person who may be harmed if the requested order is issued
may file a written protest prior to 4:00 pm January 25, 1991 with the
Alaska Oil and Gas Conservation Commission, 3001 Porcupine Drive,
Anchorage, Alaska 99501, and request a hearing on the matter. If the
protest is timely filed and raises a substantial and material issue crucial
to the Commission's determination, a hearing on the matter will be held
at the above address at 9:00 am on February 11, 1991 in conformance
with 20 AAC 25.540. If a hearing is to be held, interested parties may
confirm this by calling the Commission's office, (907) 279-1433 after
January 25, 1991. If no protest is filed, the Commission will consider
the issuance of the order without a hearing.

Gentlemen:
ARCO Alaska, Inc. ("ARCO") hereby applies for a Spacing Location exception to the
provisions of 20 AAC 25.055 for the drilling of the KRU 18-12-8 #1 Palm Well ("the
Well"), for which the proposed locations are:
1. Surface Location: 1488' FSL, 2068' FWL, Sec. 18, T12N, R8E, UM
2. Kuparuk Target Location: 1138' FSL, 1755' FWL, Sec. 18, T12N, R8E, UM -,~
3. ShublikTarget Location: 191' FSL, 908' FWL, Sec. 18, T12N, R8E, UM
4. Bottomhole Location: 188' FNL, 569' FWL, Sec. 19, T12N, R8E, UM
The owners and operators of all governmental quarter sections directly and diagonally
offsetting the proposed location of the Well, other than ARCO, are described on Exhibit
1. The plat required by the regulation is attached as Exhibit 2. The verification
required by the regulation is attached as Exhibit 3. Copies of the notifications to the
owners and operator, as well as the required information with respect to marling are
attached in the package designated as Exhibit 4.
ARCO's request, if approved, will permit the location and production of the target and
bottomhole locations of the captioned well to be within 500 feet from the governmental
quarter section constituting the drilling unit for said well.

Gentlemen:
Pursuant to the requirements of 20 AAC 25.055(b), ARCO Alaska, Inc., as Operator of the
captioned well, hereby gives notice of a request to the Alaska Oil and Gas Conservation
Commission for an exception to the spacing location requirements of 20 AAC 25.055(a).
ARCO's request, if approved, will permit the location and production of the target and bottomhole
location of the captioned well to be within 500 feet from the governmental quarter section
constituting the ddlling unit for said well.
