IT APPEARING THAT:
ARCO Alaska, Inc. submitted an application dated October 28,
1991, requesting an exception to 20 AAC 25.055 to allow drilling
the ARCO BLT No. 1 exploratory gas well closer than 1500 feet to
a drilling unit 'boundary.

Notice of hearing was published in the Anchorage Daily News and
the Anchorage Times on October 30, 1991 pursuant to
20 AAC 25.540; and in the Alaska Administrative Journal, Issue 46,
November 11, 1991 pursuant to Alaska Administrative Order 127.
3. No protests to the application were received.
FINDINGS:
The ARCO BLT No. 1 exploratory gas well spacing exception
application proposed two possible surface locations. One 793 feet
from the north line (FNL), 1433 feet from the west line (FWL) of
Section 22, T17N, R3W, Seward Meridian and the other 790' FNL,
1123' FWL of Section 22, T17N, R3W, Seward Meridian.

Due to surface considerations ARCO proposes the actual surface
location be 793' FNL, 1333' FWL of Section 22, T17N, R3W, Seward
Meridian. This location falls between the two locations in the
original application.

4. An exception to 20 AAC 25.055(a)(2) is necessary to allow drilling
of the well at the proposed location.
CONCLUSIONS:
·
Granting a spacing exception to allow drilling of the ARCO BLT
No. 1 exploratory gas well as proposed will not result in waste nor
jeopardize correlative rights.
2. The revised surface location does not significantly affect the intent
of ARCO's application nor the facts on which to base a decision.
NOW, THEREFORE IT IS ORDERED:
ARCO Alaska, Inc.'s application for an exception to 20 AAC 25.055 for
the purpose of drilling the ARCO BLT No. 1 exploratory gas well is
approved as proposed.

ARCO Alaska, Inc. by letter dated October 28, 1991 has requested
an exception to the provisions of 20 AAC 25.055. The exception would
allow drilling the ARCO BLT No. 1 exploratory gas well from a surface
location closer than 1500 feet from the boundary of a drilling unit. The
proposed location will be either 793' from the north line (FNL) and 1433'
from the west line (FWL), or 790' FNL and 1123' FWL of section 22,
T17N, R3W, Seward Meridian.
A person who may be harmed if the requested order is issued, may
file a written protest prior to 4:00 pm November 14, 1991, with the
Alaska Oil and Gas Conservation Commission, 3001 Porcupine Drive,
Anchorage, Alaska 99501, and request a hearing on the matter. If the
protest is timely filed, and raises a substantial and material issue
crucial to the Commission's determination, a hearing on the matter will
be held at the above address at 9:00 am December 3, 1991 in
conformance with 20 AAC 25.540. If a hearing is to be held, interested
parties may confirm this by calling the Commission's office,

Dear Mr Hagens:
In your request for exception to provisions of 20 AAC 25.055, dated
October 28, 1991, you asked that your Exhibit II be held confidential.
Exhibit II lists the "names and addresses of all owners and operators of
the governmental sections directly and diagonally offsetting the
proposed drilling unit for the well."
As you may know, under AS 09.25.120, all public records in the state
are available for public inspection except for three categories of records
not relevant here or except for records "required to be kept
confidential by a federal law or regulation or by state law." Although
AS 31.05.035 requires that certain subsurface information pertaining to
wells be kept confidential for specified periods, the information in your
Exhibit II is not covered by this confidentiality provision. I am not
aware of any other federal or state law that would allow the Commission
to treat Exhibit II as confidential. °
Consequently, unless you are able to bring to our attention some
pertinent authority requiring confidentiality as to the information in
Exhibit II~ the Commission will nOt be able to comply with your request
to hold that information confidential.

(Alaska) Inc. have petitioned the Alaska Oil and Gas Conservation
Commission to expand the Prudhoe Bay Miscible Gas ProjEct and
modify Rule 2 of Conservation Order No. 195. These subjects pertain
to the Prudhoe Bay Pool of the Prudhoe Bay Oil Field in Prudhoe Bay
Unit.
A hearing will be held in conformance with 20 AAC 25.540 in the
Municipal Assembly Chambers of the Loussac Library, 3600 Denali
Street, Anchorage, Alaska, starting at 9:00 a.m. on November 18, 1991.
All interested persons and parties are invited to attend. Presentation

Dear Chairman Johnston:
ARCO Alaska, Inc. ("ARCO") hereby applies for an exception to the
provisions of 20 AAC 25.055 for the drilling and completion of
ARCO's BLT No. 1 exploratory gas well (the "Well"). The Well will
be drilled as a straight hole from either a location 793' FNL &
1433' FWL, Section 22, T17N, R3W, S.M. or 790' FNL & 1123' FWL,
Section 22, T17N, R3W, S.M. The entire drillsite Section 22 is
under lease (State of Alaska lease ADL-374124) to ARCO and Amoco
Production Company, as co-lessees.
A plat showing the location of the Well, all other completed and
drilling wells on the property, and all adjoining properties and
wells is attached as Exhibit I. The names and addresses of all
owners and operators of the governmental sections directly and
diagonally offsetting the proposed drilling unit for the Well are
set forth in Exhibit II. Included in Exhibit III is the
verification required by the referenced provisions, a copy of the
notice sent to the owners and operators listed in Exhibit II, and
the date such notice was mailed.
Please hold Exhibit II, and in particular the names and addresses
listed therein as confidential. This information was compiled by
ARCO and constitutes sensitive commercial information. If you
intend to release this information we request advance notice and
an opportunity to protect the information.

Robert C. Hagens, being first duly sworn, upon oath, deposes
and states as follows:
1. My name is Robert C. Hagens. I am over 19 years old and
have personal knowledge of the matters set forth herein.
2. I am a Senior Landman for the well operator, ARCO
Alaska, Inc.
3. Pursuant to 20 AAC 25.055 (b), on behalf of ARCO Alaska,
Inc. ("ARCO") I prepared a Notice of Request for Exception to the
Provisions of 20 AAC 25.055. A copy of this notice is attached
hereto as Attachment A.
4. On October 28, 1991, pursuant to 20 AAC 25.055 (b) I
caused to be mailed a copy of said Notice by certified mail with
return receipt to the last known address of all owners and
operators of the governmental sections directly and diagonally
offsetting the governmental section of the proposed location of
ARCO's BLT No. 1 exploratory gas well. These names and addresses
are set forth on Exhibit II attached to ARCO's Request for
Exception to Provisions of 20 AAC 25.055 dated October 28, 1991.
5. The following listed owners could not be located through
a search of; (1) the telephone directory for Anchorage, Palmer-
Wasilla-Big Lake-Houston-Willow, (2) the Tax Assessor's roles for
Anchorage, Mat-Su, Kenai Peninsula and Juneau, (3) the Alaska
Statewide Recorder, (4) the Alaska permanent fund applicants, and
(5) the Alaska Voters Registration'

ARCO BLT No. 1 Exploratory Gas Well
Big Lake Area, Alaska
Pursuant to the provisions of 20 AAC 25.055 (b), ARCO
Alaska, Inc. hereby gives notice of a request to the
Alaska Oil and Gas Conservation Commission (AOGCC) for an
exception to the gas well spacing requirements of 20 AAC
25.055.
ARCO's request, if approved, will permit the drilling and
completion of the BLT No. 1 as a straight hole either at a
location 793 feet from the north line and 1433 feet from
the west line of Section 22, Township 17 North, Range 3
West, Seward Meridian, Alaska or 790 feet from the north
line and 1123 feet from the west line of Section 22,
Township 17 North, Range 3 West, Seward Meridian, Alaska.
Only one of the above two proposed locations will be used.
