IT APPEARING THAT:

ARCO Alaska, Inc. submitted an application dated December 17,
1991 requesting an exception to 20 AAC 25.055(a)(1) to allow
drilling the ARCO Gull Island No. 3 exploratory well closer than
500 feet to a drilling unit boundary.

Notice of hearing was published in the Anchorage Daily News and
the Anchorage Times on December 18, 1991 pursuant to
20 ACC 25.540.
3. No protests to the application were received.
FINDINGS:
I ·
The ARCO Gull Island No. 3 well as proposed will be directionally
drilled from a surface location 2315 feet from the north line
(FNL), 137 feet from the west line (FWL) of Section 28, T12N,
R15E, Umiat Meridian to a bottomhole location 504 feet FNL, 714
feet FEL, Section 28, T12N, R15E, Umiat Meridian.
2. Offset operator/owner Exxon Corporation has been duly notified.

An exception to 20 AAC 25.055(a)(1) is necessary to allow drilling
of the well.
CONCLUSION:
Granting a spacing exception to allow drilling of the ARCO Gull Island
No. 3 well as proposed will not result in waste nor jeopardize
correlative rights.
NOW, THEREFORE IT IS ORDERED:
ARCO Alaska, Inc.'s application for an exception to 20 AAC 25.055 for
the purpose of drilling the Gull Island No. 3 well is approved as
proposed.
DONE at Anchorage, Alaska and dated January 3, 1992.

The application of ARCO Alaska, Inc. for exception to
20 AAC 25.055 to allow drilling the ARCO Gull Island No. 3
exploratory oil well.
ARCO Alaska, Inc. by letter dated December 17, 1991 has
requested an exception to the provisions of 20 AAC 25.055. The
exception would allow drilling the ARCO Gull Island No. 3 exploratory
oil well to a location closer than 500 feet from the boundary of a
drilling unit. The surface location is 2315' from the north line (FNL),
137' from the west line (FWL), section 28, T12N, R15E, Umiat Meridian
and the bottom hole location will be 504' FNL, 714' FEL, section 28,
T12N, R15E, Umiat Meridian.
A person who may be harmed if the requested order is issued, may
file a written protest prior to 4:00 pm January 2, 1992, with the Alaska
Oil and Gas Conservation Commission, 3001 Porcupine Drive, Anchorage,
Alaska 99501, and request a hearing on the matter. If the protest is
timely filed, and raises a substantial and material issue crucial to the
Commission's determination, a hearing on the matter will be held at the
above address at 9:00 am January 21, 1992 in conformance with 20 AAC
25.540. If a hearing is to be held, interested parties may confirm this
by calling the Commission's office, (907) 279-1433, after January 2,
1992. If no proper protest is filed, the Commission will consider the
issuance of the order without a hearing.

Dear Chairman Johnston:
ARCO Alaska, Inc. ("ARCO") hereby applies for an exception to the
provisions of 20 AAC 25.055 for the drilling and completion of ARCO's Gull
Island #3 Exploratory Oil Well (the "Well"). The Well will be drilled as a
directional hole with a surface location of 2315'FNL and 137'FWL of
Section 28, T12N, R15E, U.M.. The target location for the well is 600'FNL
and 950'FEL of Section 28, T12N, R15E, U.M. with a target radius of 250'.
The bottomhole location for the Well is projected to be 504'FNL and
714'FEL of Section 28, T12N, R15E, U.M.. Section 28 is under lease
(State of Alaska State Lease ADL-34629) to ARCO and Exxon Corporation
as co-leasees.
A plat showing the location of the well, all other completed and drilling
wells on the property, and all other adjoining properties and wells is
attached as Exhibit 1. The names and addresses of all owners and
operators of the governmental sections directly and diagonally offsetting
the proposed drilling unit for the well are set forth in Exhibit 2. Included in
Exhibit 3 is the verification required by the referenced provisions, a copy of
the notice sent to the owners and operators listed in Exhibit 2, and the date
such notice was mailed.

1. My name is James R. Winegarner. I am over 19 years old and have
personal knowledge of the matters set forth herein.
2. lam a General Landman for the well operator, ARCO Alaska, Inc.
3. I am acquainted with the facts associated with the drilling of Gull Island
#3 exploratory oil well.
4. I have reviewed the application submitted for the exception to 20 ACC
25.055. To the best of my knowledge and belief all facts therein are true and accurate.
5. I have reviewed the plat attached as Exhibit land it correctly portrays
pertinent and required data.
6. Pursuant to 20 AAC 25.055 (b), ARCO Alaska, Inc. ("ARCO"), the well
operator, prepared a Notice of Request for Exception to the Provision of 20 AAC
25.055. A copy of this notice is attached hereto.
7. On December 16, 1991, pursuant to 20 AAC 25.055 (b), ARCO sent a
copy of said notice by certified mail to the last known address of all owners and
operators of governmental quarter sections directly and diagonally offsetting the
governmental quarter section of the proposed locations of ARCO's Gull Island #3
exploratory oil well. These names and addresses are set forth on Exhibit II attached to
ARCO's Request for Exception to Provisions of 20 AAC 25.055 dated December 16,
1991.

Pursuant to the provisions of 20 AAC 25.055 (b), ARCO Alaska, Inc. hereby gives
notice of a request to the Alaska Oil and Gas conservation Commission (AOGCC) for
an exception to the oil well spacing requirements of 20 AAC 25.055.
ARCO's request if approved, will permit the drilling and completion of the Gull Island
#3 as a directional hole with a surface location of 2315'FNL and 137'FWL of Section
28, T12N, R15E, U.M.. The target location for the well is 600'FNL and 950'FEL of
Section 28, T12N, R15E, U.M. with a target radius of 250'. The bottomhole location for
the Well is projected to be 504'FNL and 714'FEL of Section 28, T12N, R15E, U.M.
