IT APPEARING THAT:
I ·
CIRI Production Company submitted an application dated
January 31, 1992 requesting an exception to 20 AAC 25.055(a)(4)
to allow drilling the West Fork No. 2-21 gas well closer than 1500
feet to a section line and within 3000 feet of an existing well in
the same section.
·
Notice of hearing was published in the Anchorage Daily News and
the Anchorage Times on February 6, 1992 pursuant to
20 AAC 25.540 and in the Alaska Administrative Journal on
February 10, 1992.
3. No protests to the application were received·

Additional information supporting the application was provided to
the Commission by CIRI Production Company on March 9, 1992.

FINDINGS:
I ·
The CIRI West Fork No. 2-21 gas well as proposed will be
directionally drilled from a surface location 2003 feet from the
north line (FNL), 1821 feet from the east line (FEL) of
Section 21, T6N, R9W, Seward Meridian to a bottom hole location
150 feet FNL, 1175 feet FEL of Section 21, T6N, R9W, Seward
Meridian.
·
Offset owner, the U. S. Bureau of Land Management, has been
duly notified of CIRI's application.
e
An exception to 20 AAC 25.055(a)(4) is necessary to allow drilling
of the well.
e
The West Fork 1-21 well is located in the same drilling unit
(section) and produces from the Sterling B4 and B6 sands.
·
A large pressure drop across the gravel pack completion in the
West Fork 1-21 well indicates the well's drainage radius is
reduced.
6. The Sterling A sand is not completed in the West Fork 1-21 well.
CONCLUSIONS:
·
Granting a spacing exception to allow drilling of the CIRI West
Fork No. 2-21 gas well as proposed will not result in waste nor
jeopardize correlative rights.
e
Integration of interests for the drilling unit is necessary prior to
regular production from the West Fork 2-21 well in order to
protect correlative rights.
·
A second well in this drilling unit is needed to adequately drain
the Sterling B4 and B6 gas reserves, and to develop the Sterling
A sands.

CIRI Production Company's application for an exception to

~ Material Site Expansion - Skagway River
The Department of Natural Resources, Division of Land, has made a
preliminary written decision under AS 38.05.035(e) to expand an
existing gravel removal site in the bed of the Skagway River with an
initial sale of 20,000 cubic yards to the City of Skagway. The depart-
merit intends to offer an additional l 0,000 yards to other contractors
for a total of 30,000 cubic yards in 1992 with additional sales possible
in future years. The expanded site will include an exposed river gravel
bar 200 feet downstream of the Klondike Highway bridge. This aren
is within Section 12, Township 28 South, Range 59 East~ Copper River
Meridian and is located within the City of Skagway.
The material removal will take place during low flows when the grave,
bar is exposed and dry; extraction will not take place in the water nor
go lower than the elevation of the low flow water surface. There will
be no holes or depressions created that could trap fish and the
extraction area shall be contoured and sloped toward the active
channel.
The public is invited to comment on the preliminary decision to sell
sand and gravel from this site. Copies of the document are available
from the Division of Land's Southeast Regional Office at 400 Willoughby
Avenue, Suite 400, Juneau, Alaska 99801. AnY comments, objections,
or expressions of interest concerning the proposed action must be
received in writing by the Division of Land at the above address on or
before February 17,1992 in order to ensure consideration. If you ha

Dear Commissioner Johnston:
Pursuant to 20 AAC 25.055, CIRI Production Company (CPC) hereby applies for an
exception to the well spacing provisions of 20 AAC 25.055 for West Fork 2-21. The
proposed location for this well is:

This well will be drilled directionally to a location approximately 2,000 feet north-
northeast of the West Fork field's single existing development well, CPC's West Fork 1-
21 and within 150 feet of a governmental section line. As such, we request exception
from the following:
1. the 1,500-foot minimum governmental section line offset provision of 20 AAC
25.055 (4);and
2. because of the location of CPC's West Fork 1-21, the 3,000-foot minimum well
spacing provision of 20 AAC 25.055 (4).
The owners and operators of the governmental sections directly and diagonally offsetting
the bottomhole location of the proposed well have been notified in accordance with 20
AAC 25.055 (4b). These owners are Cook Inlet Region, Inc. and the U.S. Bureau of
Land Management.
