McIntyre No. P2-56 March 20, 1992 IT APPEARING THAT: ARCO Alaska, Inc. submitted an application dated February 5, 1992 requesting an exception to 20 AAC 25.055(a)(3) to allow drilling the ARCO Pt. Mclntyre No. P2-56 well closer than 500 feet to a quarter section line. · Notice of hearing was published in the Anchorage Daily News and. the Anchorage Times on February 12, 1992 pursuant to 20 ACC 25.540 and in the Alaska Administrative Journal on February 17, 1992. 3. One protest to the application was received February 27, 1992. 4. The protest was deemed improper and denied· FINDINGS: I · The ARCO Pt. McIntyre No. P2-56 well as proposed will be directionally drilled from a surface location 578 feet from the north line (FNL), 1222 feet from the west line (FWL) of Section 14, T12N, R14E, Umiat Meridian to a bottom-hole location 2392 feet FSL, 2542 feet FWL, Section 14, T12N, R14E, Umiat Meridian. · Offset operators/owners Exxon Corporation and BP Exploration (Alaska) Inc. have been duly notified. CONCLUSION: Granting a spacing exception to allow drilling of the ARCO Pt. McIntyre No. P2-56 well as proposed will not result in waste nor jeopardize correlative rights. NOW, THEREFORE IT IS ORDERED: ARCO Alaska, Inc.'s application for an exception to 20 AAC 25.055 for the purpose of drilling the Pt. McIntyre No. P2-56 well is approved as proposed. McIntyre wells 2-49, 2-50 and 2-56. After reviewing ARCO's applications and your protest, the commission perceives no harm to any interests on ADL leases 34622 nor 34623 from granting the spacing exceptions. The proposed targets for all of these wells exceeds the 500 foot standoff from the aforementioned leases as required by regulation and therefore correlative rights are protected. Therefore the ,commission hereby denies your request for hearings regarding ARCO's applications for spacing exceptions for Pt. McIntyre wells 2-49, 2-50 and 2-56. ("ARCO") hereby applies for an exception to the provisions of 20 AAC 25.055 for the drilling and completion of ARCO's Pt. Mclntyre No. P2-56 Development Oil Well (the "Well"). The Well will be drilled as a directional hole with a surface location within 100' of 579'FNL and 1223'FWL of Section 14, T12N, R14E, UM. The target location for the well is 2583'FSL and 2846'FEL of Section 14, T12N, R14E, UM and the bottom hole location is 2328'FSL and 2578'FWL of Section 14, T12N, R14E, UM. The target and bottomhole locations will be drilled within a 250' drilling radius around said locations. Section 14 is under lease (ADL-34624) to ARCO and Exxon. A plat showing the location of the well, all other completed and drilling wells on the property, and all other adjoining properties and wells is attached as Exhibit 1. The names and addresses of all owners and operators of the governmental quarter sections directly and diagonally offsetting the proposed drilling unit for the well are set forth in Exhibit 2. Included in Exhibit 3 is the verification required by the referenced provisions, a copy of the notice sent to the owners and operators listed in Exhibit 2, and the date such notice was mailed. I have reviewed the application submitted for the exception to 20 ACC 25.055. To the best of my knowledge and belief all facts therein are true and accurate. 5. I have reviewed the plat attached as Exhibit I and it correctly portrays pertinent and required data. 6. Pursuant to 20 AAC 25.055 (b), ARCO Alaska, Inc. ("ARCO"), the well operator, prepared a Notice of Request for Exception to the Provision of 20 AAC 25.055. A copy of this notice is attached hereto. 7. On July 16, 1992, pursuant to 20 AAC 25.055 (b), ARCO sent a copy of said notice by certified mail to the last known address of all owners and operators of governmental quarter sections directly and diagonally offsetting the governmental quarter section of the proposed locations of ARCO's Pt. Mclntyre No. P2-56 well. These names and addresses are set forth on Exhibit 2 attached to ARCO's Request for Exception to Provisions of 20 AAC 25.055 dated July 16, 1992.
