IT APPEARING THAT:

ARCO Alaska, Inc. submitted an application dated February 19,
1992 requesting an exception to 20 AAC 25.055(a)(1) to allow
drilling the ARCO/Phillips North Foreland State No. 1 exploratory
well closer than 500 feet to a drilling unit boundary.

Notice of hearing was published in the Anchorage Daily News and
the Anchorage Times on March 4, 1992 pursuant to 20 ACC 25.540
and the Alaska Administrative Journal on March 9, 1992.
3. No protests to the application were received.
FINDINGS:
I ·
The ARCO/Phillips North Foreland State No. 1 well as proposed
will be a straight hole drilled from a surface location 2186 feet
from the north line (FNL), 1335 feet from the west line (FWL) of
Section 13, TllN, R10W, Seward Meridian.

All offset operators/owners have been identified and duly notified
of ARCO's application.

An exception to 20 AAC 25.055(a)(1) is necessary to allow drilling
of the well to the proposed location.

CONCLUSION:
Granting a spacing exception to allow drilling of the ARCO/Phillips
North Foreland State No. 1 exploratory well as proposed will not result
in waste nor jeopardize correlative rights.
NOW, THEREFORE IT IS ORDERED:
ARCO Alaska, Inc.'s application for an exception to 20 AAC 25.055 for
the purpose of drilling the ARCO/Phillips North Foreland State No. 1
exploratory well is approved as proposed.

The access road will remain open to' the public from the Elliott
Highway westerly along 63 APL-2 to the Olnes Pond Recreational
Area. Beyond the Olnes Pond Recreational Area to the Trans-Alaska
Pipeline, the access road will be gated and public access will be
restricted. ~
The public is invited to comment, on this access road. The case file is
available at the Department of Natural Resources, State Pipeline
Coordinator's Office at 411 West 4th Avenue, Suite 2C, Anchorage,
Alaska 99501.
Any comments, objections or expressions of interest concerning this
proposed action must be received in writing by the State Pipeline
Coordinator's Office at the above address on or before 4:30 p.m.,
March 31, 1992, in order to ensure consideration.
If public comments in response to this notice indicate the need for
significant changes in this access road, additional public notice will be
provided. However, if no significant change is necessary the decision
to proceed with the issuance of the Right-of-Way permit, including any
minor changes, will be final without further notice. The final decision
will be available at the address listed above on or after April 7, 1992.
Any party aggrieved by this decision may appeal to the Alaska State
Superior Court pursuant to Rules 601-607 of the Alaska Rules of
Appellate Procedure.

Dear Chairman Johnston:
ARCO Alaska, Inc. ("ARCO") hereby applies for an exception to the provisions
of 20 AAC 25.055 for the drilling and completion of the ARCO/Phillips North
Foreland State #1 (the "Well"). The Well will be drilled as a straight hole with a
surface location and a projected target and bottomhole location of 2186' FNL
and 1335' FWL of Section 13, T11N, R10W, S.M. ARCO and Phillips currently
control the operating rights under Section 13 (State of Alaska State Lease
ADL-17589).
A plat showing the location of the well, all other completed and drilling wells
on the property, and all other adjoining properties and wells is attached as
Exhibit 1. The names and addresses of all owners and operators of the
governmental sections directly and diagonally offsetting the proposed drilling
unit for the well are set forth in Exhibit 2. Included in Exhibit 3 is the
verification required by the referenced provisions, a copy of the notice sent to
the owners and operators listed in Exhibit 2, and the date such notice was
mailed.

Peter L. Goebel, being first duly sworn, upon oath, deposes and states as
follows:
1. My name is Peter L. Goebel. I am over 19 years old and have personal
knowledge of the matters set forth herein.
2. I am a Landman for the well operator, ARCO Alaska, Inc.
3. I am acquainted with the facts associated with the drilling of the
ARCO/Phillips. North Foreland State #1.
4. I have reviewed the application submitted for the exception to 20 AAC
25.055. To the best of my knowledge and belief all facts therein are true and correct.
5. I have reviewed the plat attached as Exhibit 1 and it correctly portrays
pertinent and required data.
6. Pursuant to 20 AAC 25.055 (b), ARCO Alaska, Inc. ("ARCO"), the well
operator, prepared a Notice of Request for Exception to the Provision of 20 AAC
25.055. A copy of this notice is attached hereto.
7. On February 19, 1992, pursuant to 20 AAC 25.055 (b), ARCO sent a copy
of said notice by certified mail to the last known address of all owners and operators.of
governmental quarter sections directly and diagonally offsetting the governmental
quarter section of the proposed location of the ARCO/Phillips North Foreland State #1.
These names and addresses are set forth in Exhibit 2 attached to ARCO's Request for
Exception to Provisions of 20 AAC 25.055 dated February 19, 1992.
