IT APPEARING THAT:
I ·
Phillips Petroleum Company submitted an application dated
October 14, 1992 requesting an exception to 20 AAC 25.055(a)(1)
to allow drilling the Phillips-ARCO Sunfish No. 2 exploratory oil
well closer than 500 feet to a drilling unit boundary.

Notice of hearing was published in the Anchorage Daily News on
October 17, 1992 pursuant to 20 ACC 25.540 and the Alaska
Administrative Journal on October 26, 1992.
3. No protests to the application were received.
FINDINGS:
·
As proposed, the Phillips-ARCO Sunfish No. 2 well will be drilled
from a surface location 1245 feet from the north line (FNL), 974
feet from the west line (FWL) of Section 6, TllN, RgW, Seward
Meridian, to a proposed bottom hole location 2476 feet from the
east line (FEL), 2428 feet from the south line (FSL) of
Section 35, T12N, R10W, Seward Meridian.

Offset operators/owners ARCO Alaska, Inc., Texaco, Inc.,
Phoenix Resources Company of North America, Alaska Department
of Natural Resources and Global Natural Resources, Inc. have
been identified and duly notified of Phillips Petroleum Company's
application.

An exception to 20 AAC 25.055(a)(1) is necessary to allow
drilling of the well to the proposed location.
CONCLUSION:
Granting a spacing exception to allow drilling of the Phillips-
ARCO Sunfish No. 2 exploratory oil well, as proposed, will not
result in waste nor jeopardize correlative rights.
NOW, THEREFORE, IT IS ORDERED:
Phillips Petroleum Company's application for an exception to
20 AAC 25.055 for the purpose of drilling the Phillips-ARCO Sunfish
No. 2 exploratory oil well is approved as proposed.

Re: The application of Phillips Petroleum Company for exception to
20AAC25.055 to allow drilling the Phillips-ARCO Sunfish No. 2
exploratory oil well.
Phillips Petroleum Company, by correspondence dated October 14, 1992,
has requested an exception to the provisions of 20 AAC 25.055(a)(3) for the
drilling of an exploratory oil well in the North Cook Inlet Field.
The exception would allow drilling the Phillips-ARCO Sunfish No. 2
exploratory oil well to a location closer than 500 feet from a quarter section line.
The proposed surface location is 1,245 feet from the north line (FNL), 974 feet
from the west line (FWL), of Section 6 T11N R9W Seward Meridian, and the
proposed bottom-hole location is 2,476 feet from the south line (FSL), 2428 feet
from the east line (FEL) of Section 35 T12N R10W Seward Meridian.
A person who may be harmed if the requested order is issued may file a
written protest prior to 4:00 PM November 3, 1992, with the Alaska Oil and Gas
Conservation Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501,
and request a hearing on the matter. If the protest is timely filed, and raises a
substantial and material issue crucial to the Commission's determination, a
hearing on the matter will be held at the above address at 9:00AM
November 17, 1992 in conformance with 20 AAC 25.540. If a hearing is to be
held, interested parties may confirm this by calling the Commission's office,
(907) 279-1433, after November 3, 1992. If no proper protest is filed, the
Commission will consider the issuance of the order without a hearing.

Arco Sunfish No. 2, submitted to the Alaska Oil and Gas Commission under the cover letter
dated October 6, 1992.
Phillips Petroleum Company, as operator of this well, on behalf of itself and its partner ARCO
Alaska, Inc., further requests a spacing exception for this well pursuant to 20 AAC 25.055(b),
as the bottom hole location is closer than 500 feet from the nearest quarter section line.
Pursuant to 20 AAC 25.055(b) all of the owners and all of the operators of governmental quarter
sections directly and diagonally offsetting the bottom hole location have been notified of this
Spacing Exception Application, as can be seen on the attached Notice Letter. The owners and
operators names and addresses may be found on said Notice Letter.
Attached hereto is a plat showing the bottom hole location of the well, all other completed and
drilling wells, and all adjoining properties and wells.
The above noted information and plat have been verified as true and the plat correctly portrays
the pertinent and required data.

Gentlemen:
Phillips Petroleum Company has proposed the drilling of the Phillips/ARCO Sunfish #2 well as
a intentionally deviated well pursuant to the Alaska Administrative Code Title 20-Chapter
25.050. As an affected owner you were provided notice by my letter of October 7, 1992.
The Phillips/ARCO Sunfish #2 will be drilled to 14,450' TVD, 17,500' MD from the Phillips
Tyonek Platform, with a surface location of 1,245' FNL, 974' FWL of Section 6, Township 11
North, Range 9 West and a bottom hole location of 2,476' FEL, 2,428' FSL, Section 35,
Township 12 North, Range 10 West, Upper Cook Inlet, Kenai Borough, Alaska. As this well
will have a bottom hole location closer than 500 feet to a quarter section line, a Spacing
Exception has been applied for pursuant to 20 AAC 25.055(b).
