North Prudhoe Bay State Exploratory Oil Well December 31, 1992 IT APPEARING THAT: · ARCO Alaska, Inc. submitted an application dated Novembe~ 24, 1992 requesting an exception to 20 AAC 25.055(a)(1) to allow drilling the ARCO North Prudhoe Bay State No. 3 exploratory oil well closer than 500 feet to a drilling unit boundary. 2~ Notice of hearing was published in the Anchorage Daily News on December 5, 1992 pursuant to 20 ACC 25.540. 3. No protests to the application were received. FINDINGS: The ARCO North Prudhoe Bay State No. 3 well, as proposed, will be directionally drilled from a surface location 70 feet from the south line (FSL), 3490 feet from the east line (FEL) of Section 25, T12N, R14E, Umiat Meridian. , Offset operators/owners Exxon Corporation and the State of Alaska have been duly notified. · An exception to 20 AAC 25.055(a)(1) is necessary to allow drilling of the well. / Conservation Order, .o. 303 December 31, 1992 Page 2 CONCLUSION: Granting a spacing exception to allow drilling of the ARCO North Prudhoe Bay State No. 3 well as proposed will not result in waste nor jeopardize correlative rights. ARCO Alaska, Inc. by correspondence dated November 24, 1992 has requested an exception to the provisions of 20 AAC 25.055(a)(1) for the drilling of an exploratory oil well in the Prudhoe Bay Field. The exception would allow drilling the ARCO North Prudhoe Bay State No. 3 exploratory oil well to a location closer than 500 feet from a quarter section line. The proposed surface location is 70 feet from the south line (FSL), 3,490 feet from the east line (FEL) of Section 25, T12N, R14E, Umiat Meridian, the proposed target location is 2301 feet from the north line (FNL), 980 feet FEL of Section 22, T12N, R14E, Umiat Meridian, and the proposed bottom-hole location is 1,856 feet FNL and 1,420 feet FEL of Section 22, T12N, R14E, Umiat Meridian. A person who may be harmed if the requested order is issued may file a written protest prior to 4:00 pm December 21, 1992 with the Alaska Oil and Gas Conservation Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501, and request a hearing on the matter. If the protest is timely filed and raises a substantial and material issue crucial to the Commission's determination, a hearing on the matter will be held at the above address at 9:00 am on January 5, 1993 in conformance with 20 AAC 25.540. If a hearing is to be held, interested parties may confirm this by calling the Commission's office, (907) 279-1433, after December 21, 1992. Winegarner, I am over 19 years old and have personal knowledge of the matters set forth herein, 2, I am a Senior Landman for the well operator, ARCO Alaska, Inc, 3. I am acquainted with the facts associated with the drilling of North Prudhoe Bay State No. 3 exploratory oil well. 4, i have reviewed the application submitted for the exception to 20 ACC 25.055. To the best of my knowledge and belief all facts therein are true and accurate. 5. I have reviewed the plat attached as Exhibit I and it correctly portrays pertinent and required data. 6. Pursuant to 20 AAC 25.055 (b), ARCO Alaska, Ino, ('ARCO"), the well operator, prepared a Notice of Request for Exception to the Provision of 20 AAC 25.055, A copy of this notice is attached hereto. 7.
