IT APPEARING THAT:

Unocal submitted an application dated November 19, 1993
requesting exception to 20 AAC25.055(a)(1) to allow drilling the
Unocal Amethyst State No. I exploratory oil well to a location that
is closer than 500 feet to a drilling unit boundary.

Notice of hearing was published in the Anchorage Daily News on
November 24, 1993 pursuant to 20 AAC 25.540.
3. No protests to the applications were received.
FINDINGS:
I .
The Unocal Amethyst State No. 1 exploratory oil well as proposed
will be a straight hole drilled at a surface location 2459' from the
north line and 3706' from the east line (FEL) of Section 12, T2N,
R7E, Umiat Meridian (UM).

Unocal is the operator of all governmental quarter sections
directly and diagonally offsetting the proposed bottom-hole
location of the well.

An exception to 20 AAC 25.055(a)(1) is necessary to allow drilling
of this well.

CONCLUSION:
Granting a spacing exception to allow drilling of the Unocal Amethyst
State No. I well as proposed will not result in waste nor jeopardize
correlative rights.
NOW, THEREFORE, IT IS ORDERED:
Unocal's application for exception to 20 AAC 25.055 for the
purpose of drilling the Amethyst State No. I well is approved as
proposed.

AS 31.05.080 provides that within 20 days after receipt of written notice of the entry of an order, a person affected
by it may file with the Conunission an application for rehearing. A request for rehearing must be received by
4:30 PM on the 23rd day following the date of the order, or next working day if a holiday or weekend, to be timely
filed. The Conunission slmll grant or refi~se the application in whole or in part within 10 days. The Commission
can refuse an application by not acting on it within the 10-day period. An affected person has 30 days from the
date the Conunission rethses the application or mails (or otherwise distributes) an order upon rehearing, both
being the final order of the Commission, to appeal the decision to Superior Court. Where a request for rehearing
is denied by nonaction of the Commission, the 30-day period for appeal to Superior Court hms from the date on
which the request is deemed denied (i.e., 10th day after the application for rehearing was filed).

The application of Union Oil Company of California (Unocal) for exception
to 20 AAC 25.055 to allow drilling the Amethyst State No. 1 exploration oil
well.
Unocal by letter dated November 19, 1993 has requested an exception to
the provisions of 20 AAC 25.055(a)(1) for the drilling of an exploratory oil well on
the central portion of the North Slope.
The exception would allow Unocal to drill the Amethyst State No. 1
exploratory oil well to a bottom-hole location that is closer than 500 feet from a
quarter section line. The well will be drilled as a straight hole at the following
location: 2459' from the north line and 3706' from the east line of Section 12,
T2N, R7E, Umiat Meridian (UM).
A person who may be harmed if the requested order is issued may file a
written protest prior to 4:00pm December 8, 1993 with the Alaska Oil and Gas
Conservation Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501,
and request a hearing on the matter. If the protest is timely filed and raises a
substantial and material issue crucial to the Commission's determination, a
hearing on the matter will be held at the above address at 9:00am on
December 23, 1993 in conformance with 20 AAC 25.540. If a hearing is to be
held, interested parties may confirm this by calling the Commission office, (907)
279-1433, after December 8, 1993. If no protest is filed, the Commission will
consider the issuance of the order without a hearing.

Request for Exception to the Provisions
of 20 AAC 25.055 - Amethyst Well
Dear Commissioner Johnston,
Union Oil Company of California (Unocal) hereby applies for an exception to the
provisions of 20 AAC 25.055 for the drilling of Amethyst Well (the Well), for which the
proposed location is:

Surface location: 2459' FNL, 3706' FEL, Section 12, Township 2 North, Range 7
East, Umiat Meridian.

Bottomhole location: 2459' FNL, 3706' FEL, Section 12, Township 2 North, Range
7 East, Umiat Meridian.
The owners and operators of all governmental quarter sections directly and diagonally
offsetting the proposed location of the Well are BP Exploration (Alaska) Inc. and Union
Oil Company of California. The plat required by the regulation is attached as Exhibit 1.
The verification required by the regulation is attached as Exhibit 2. The Affidavit of Notice
of Mailing is attached as Exhibit 3 and includes a copy of the notification to the owners
and operators, designated as Exhibit A.

My name is Elizabeth A. R. Shepherd. I am over 19 years old and have personal knowledge of the
matters set forth herein.
2. I am a Landman for the well operator, Union Oil Company of California (Unocal).
Pursuant to 20 AAC 25.055 (b), Unocal, the well operator, prepared a Notice of Request for an
Exception to the Provisions of 20 AAC 25.055. A copy of this notice is attached hereto as Exhibit
A.
On November 19, 1993, pursuant to 20 AAC 25.055 (b), Unocal sent a copy of said notice by
registered mail to the last known address of each owner and operator of governmental quarter
sections directly and diagonally offsetting the quarter section of the proposed location of the oil
well, and has notified the appropriate departments within Unocal.

Pursuant to the requirements of 20 AAC 25.055(b), Union Oil Company of California
(Unocal) hereby gives notice of a request to the Alaska Oil and Gas Conservation
Commission for an exception to the spacing requirements of 20 AAC 25.055(a)(1).
Unocal's request, if approved, will permit the wellbore of the captioned well to be located
within 2,459 feet of the north line and 3706 feet of the east line of the governmental
quarter section in which the well will be bottomed.
Specifically, the exception location applied for will be as follows:

3706 feet from the east line of
