IT APPEARING THAT:

BP Exploration (Alaska) Inc. submitted an application dated
December 17, 1993 requesting exception to 20 AAC 25.055(a)(1) to
allow drilling the BP Badami No. 3 exploratory oil well closer than
500 feet to a drilling unit boundary.
Notice of opportunity for hearing was published in the Anchorage
Daily News on December 21, 1993 pursuant to 20 AAC 25.540.
3. No protests to the applications were received.
FINDINGS:
I ·
The BP Badami No. 3 well as proposed will be a deviated hole
drilled from a surface location 1251' from the north line (FNL)
and 1388' from the east line (FEL) of Section 10, T9N, R20E,
Umiat Meridian (UM) to a location 2416' FNL and 3688' FEL of
Section 3, T9N, R20E, UM.

Offset owners Conoco Inc. and Petrofina Delaware Inc. have been
duly notified.

An exception to 20 AAC 25.055(a)(1) is necessary to allow drilling
of this well.
CONCLUSION:
Granting a spacing exception to allow drilling of the BP Badami No. 3
exploratory oil well as proposed will not result in waste nor jeopardize
correlative rights.

BP Exploration (Alaska), Inc.'s application for exception to 20 AAC
25.055 for the purpose of drilling the Badami No. 3 well is approved as
proposed.

AS 31.05.080 provides that within 20 days after receipt of written notice of the entry of an order, a person affected
by it may file with the Commission an application for rehearing. A request for rehearing must be received by
4:30 PM on the 23rd day following the date of the order, or next working day ifa holiday or weekend, to be timely
filed. The Commission shall grant or refuse the application in whole or in part within 10 days. The Commission
can refuse an application by not acting on it within the 10-day period. An affected person has 30 days from the
date the Commission refuses the application or mails (or otherwise distributes) an order upon rehearing, both
being the final order of the Commission, to appeal the decision to superior Court. Where a request for rehearing is
denied by nonaction of the Commission, the 30-day period for appeal to Superior Court hms from the date on
which the request is deemed denied (i.e., 10th day after the application for reheating was filed).

The application of BP EXPLORATION (ALASKA) Inc. for exception to
20 AAC 25.055 to allow drilling the Badami No. 3 exploration oil well.
BP Exploration (Alaska) Inc. by letter dated December 17, 1993 has
requested an exception to the provisions of 20 AAC 25.055(a)(1) for the drilling
of an exploratory oil well in the northeastern portion of the North Slope.
The exception would allow BP to directionally drill the Badami No. 3
exploratory oil well to a location that is closer than 500 feet from a quarter
section line. The proposed surface location is 1251' from the north line (FNL)
and 1388' from the east line (FEL) of Section 10, T9N, R20E, Umiat Meridian
(UM) and the proposed bottom-hole location is 1328' FNL and 4310' FEL of
Section 3, T9N, R20E, UM.
A person who may be harmed if the requested order is issued may file a
written protest prior to 4:00 PM January 4, 1994 with the Alaska Oil and Gas
Conservation Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501,
and request a hearing on the matter. If the protest is timely filed and raises a
substantial and material issue crucial to the Commission's determination, a
hearing on the matter will be held at the above address at 9:00 AM on
January 21, 1994 in conformance with 20 AAC 25.540. If a hearing is to be held,
interested parties may confirm this by calling the Commission office, (907) 279-
1433, after January 4, 1994. If no protest is filed, the Commission will consider
the issuance of the order without a hearing.

BP Exploration (Alaska) Inc. hereby applies for an exception to the provisions of
20 AAC 25.055 for the drilling of Badami #3 Well (the Well), for which the
proposed location is'
1. Surface Location: 1251' FNL, 1388' FEL, Section 10, Township 9
North, Range 20 East, Umiat Meridian.
2. Top Target Bottomhole Location' 2415.9' FNL, 3688.2' FEL,
Section 3, Township 9 North, Range 20 East, Umiat Meridian.
3. Total Depth Bottomhole Location: 1327.7' FNL, 4309.8' FEL,
Section 3, Township 9 North, Range 20 East, Umiat Meridian.
The owners and operators of all governmental quarter sections directly and
diagonally offsetting the proposed location of the Well are BP Exploration
(Alaska) Inc., Conoco Inc. and Petrofina Delaware, Inc. The plat required by the
regulation is attached as Exhibit 1. The verification required by the regulation is
attached as Exhibit 2. A copy of the notification to the owners and operators is
attached in the package and is designated as Exhibit A.

2. I am a Landman for the well operator, BP Exploration (Alaska) Inc.
3. Pursuant to 20 AAC 25.055 (b), BP Exploration (Alaska) Inc. (BP), the
well operator, prepared a Notice of Request for an Exception to the Provisions of 20
AAC 25.055. A copy of this notice is attached hereto as Exhibit A.
4. On December ¥'7~k , 1993, pursuant to 20 AAC 25.055(b), BP sent a
copy of said notice by registered mail to the last known address of each owner and
operator of governmental quarter sections directly and diagonally offsetting the
quarter section of the proposed location of the oil well, and has notified the
appropriate departments within BP Exploration (Alaska) Inc. Attached hereto as
