Re:
The application of BP EXPLORATION (ALASKA) Inc. for exception to 20
AAC 25.055 to allow drilling the Milne Point C-22 development oil well.
BP Exploration (Alaska) Inc. by letter dated May 17, 1994 has requested
an exception to the provisions of 20 AAC 25.055(a)(3) for the drilling of a
development oil well to an undefined oil pool in the Milne Point Unit, on the
North Slope.
The exception would allow BP to directionally drill the Milne Point C-22
development oil well to a producing location that is closer than 500 feet from a
quarter section line. The proposed surface location is 581' from the south line
(FSL) 2054' from the east line (FEL) of Section 10, T13N, R10E, Umiat Meridian
(UM) and the proposed bottom-hole location is 2600' FSL and 2930' FEL of
Section 23, T13N, R10E UM.
A person who may be harmed if the requested order is issued may file a
written protest prior to 4:00 PM June 3, 1994 with the Alaska Oil and Gas
Conservation Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501,
and request a hearing on the matter. If the protest is timely filed and raises a
substantial and material issue crucial to the Commission's determination, a
hearing on the matter will be held at the above address at 9:00 am on June 20,
1994 in conformance with 20 AAC 25.540. If a hearing is to be held, interested
parties may confirm this by calling the Commission's office, (907) 279-1433 after
June 3, 1994. If no protest is filed, the Commission will consider the issuance of
the order without a hearing.

The MPC-22 well will be a horizontal well drilled into the Sag River Formation
within the Milne Point Unit Boundaries. Since a pool agreement for the Sag
River Reservoir within the Milne Point Unit does not exist, BP is requesting a
spacing exception for this well. Also, the A-1 exploritory well was drilled into this
same Section 23; however, the Sag was plugged and abandoned in that well.
The MPC-22 well is planned to enter the Sag River formation at 4700' FSL and
4000' FEL in Section 23; T13N, R10E. The end point is planned at 2600' FSL
and 2930' FEL of Sec 23, T13N, R10E. Therefore the well path crosses the
quarter section line adjoining the North and South quarter sections of Section
23 and ends up 40' south and 290' east of the SW 1/4 Section line.
The quarter sections directly and diagonally offsetting this quarter section are
owned and/or operated by:
BP E&O 64.38%
BPX 26.81%
Oxy 8.81%
Please direct any questions to Joe Polya @ 564-5713.
