IT APPEARING THAT:

Union Oil Company of California (Unocal) submitted an application
dated October 17, 1994 requesting exception to 20 AAC 25.055(a) (3)
to allow drilling the Trading Bay Unit M-32 development oil well
to a producing location in an undefined oil pool that is closer
than 500 feet to a drilling unit boundary.

Notice of opportunity for public hearing was published in the
Anchorage Daily News on October 21, 1994 pursuant to
20 AAC 25.540.
3. No protests to the application were received·
FINDINGS:
I ·
The Unocal Trading Bay Unit M-32 well as proposed will be a
deviated hole drilled from a surface location 969' from the north
line and 527' from the west line of Section 33, T9N, R13W, Seward
Meridian (SM) to a bottom-hole location 576' from the south line
and 1107' from the east line of Section 21, T9N, R13W SM.
2 Offset owner Marathon Oil Company has been duly notified.

An exception to 20 AAC 25.055(a)(3) is necessary to-allow drilling
of this well.
CONCLUSION:
Granting a spacing exception to allow drilling of the Unocal Trading Bay
Unit M-32 well as proposed will not result in waste nor jeopardize
correlative rights.

AS 31.05.080 provides that within 20 days after receipt of written notice of the entry of an order, a person affected
by it may file with the Conuuission an application for rehearing. A request for rehearing must be received by
4:30 PM on the 23rd day following the date of the order, or next working day ifa holiday or weekend, to be timely
filed. The Commission shall grant or refuse the application in whole or in part within 10 days. The Commission
cml refuse an application by not acting on it within the 1 O-day period. An affected person has 30 days from the
date the Commission refuses the application or mails (or otherwise distributes) an order upon rehearing, both
being the final order of the Commission, to appeal the decision to Superior Court. Where a request for rehearing
is denied by nonaction of the Commission, the 30-day period for appeal to Superior Corn1 hms from the date on
which the request is deemed denied (i.e., 10th day after the application for rehearing was filed).

As per my conversation this morning with Mr. Bob Crandall of the Alaska Oil and Gas
Conservation Commission, Unocal, as operator of the Trading Bay Unit (TBU) and on behalf of
the Working Interest Owners, is providing thi~ addiUonal note of clarif'~'..ation to support the
commingling application, dated November 21, 1994, concerning the TraCing Bay Unit State
Welt M-32.
Initially, the M-32 will test the productivity of the Jurassic Formation and will not be commingled
with other producing Oil Pool~. The Jurassic is expected to initially be art ove~ressured
reservoir, capable of unassisted flow. The decision to commingle the Jurassic with the other
Oil Pools will be deten~ined in the future by the Working Intereat Ownem based on the
production and reservoir characteristics of the compietion along with economic considerations,

The ALASKA PUBLIC UTILITIES COMMISSION gives notice that the sewer
division (ASU) of the MUNICIPALITY OF ANCHORAGE D/B/A ANCHORAGE
WATER AND WASTEWATER UTILITY has filed an amendment to a tariff revision
(TA51-126) which the Commisison is now considering in Docket U-94-88.
· On July 7,1994, the Corn mission gave notice t_hat in TA51-126 ASU proposed
to restructure its rates. ASU nowproposes additions and changes to the tadff
revisions it originally proposed in TA51-126, ASU proposes new ch~ · or

In Schedule 2, Unmetered Commercial Service, ASU nOw proposes
to change one of the rates it proposed ea. dierb TA51-126. As a part of
its rate restructuring, ASU initially proposed a montly rate of $18:35 for
camPer parks, per space; ASU now proposes that that rate be $10.90.
If after investigation the Commission finds a rate or classitiication different
from that proposed byASU is reasonable, the Commission may approve a rate
or classificition which varies from that proposed.

The application of Union Oil Company of California (Unocal) for exception
to 20 AAC 25.055 to allow drilling the Trading Bay Unit M-32 development
oil well.
Unocal by letter dated October 17, 1994 has requested an exception to
the provisions of 20 AAC 25.055(a)(3) for the drilling of a development oil well in
an undefined oil pool in the Trading Bay Unit, located in the Cook Inlet Basin,
Southcentral Alaska.
The exception would allow Unocal to directionally drill the Trading Bay
Unit M-32 development oil well to a producing location that is closer than 500
feet from a quarter section line. The proposed surface location is 969' from the
north line and 527' from the west line of Section 33, T9N, R13W, Seward
Meridian (SM) and the proposed bottom-hole location is 576' from the south line
and 1107' from the east line of Section 21, T9N, R13W SM.
A person who may be harmed if the requested order is issued may file a
written protest prior to 4:00 p.m. November 7, 1994 with the Alaska Oil and Gas
Conservation Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501,
and request a hearing on the matter. If the protest is timely filed and raises a
substantial and material issue crucial to the Commission's determination, a
hearing on the matter will be held at the above address at 9:00 a.m. on
November 23, 1994 in conformance with 20 AAC 25.540. If a hearing is to be
held, interested parties may confirm this by calling the Commission's office,
(907) 279-1433 after November 7, 1994. If no protest is filed, the Commission
will consider the issuance of the order without a hearing.

M-32 Application for
Exception to Well Spacing
Union Oil Company of California (Unocal) makes application for an exception to the provisions
spacing requirements of 20AAC 25.055 (b) for well M-32. The well is to be drilled from the
Steelhead platform in the McArthur River Field/Trading Bay Unit by Marathon Oil Company
(Marathon) as suboperator. Marathon proposes deepening the M-32 well to test the Jurassic
formation of the Undefined Pool in said well. This well will be drilled directionally and have a
horizontal component which will require an exception to the spacing provisions. The proposed
bottom hole location at total depth is 576' FSL, 1107' FEL, Section 21, T9N, R13W, S.M.
Union Oil Company of California is the Operator of the Trading Bay Unit. Marathon is the
suboperator of the Steelhead platform. Unocal and Marathon are the only owners/operators of
all governmental quarter sections directionally & diagonally offsetting the quarter section where
the well will be located.
