Alpine No. 1 January l8, 1995 IT APPEARING THAT: ARCO Alaska, Inc. submitted an application dated December 20, 1994 requesting exception to 20 AAC 25.055(a)(1) to allow drilling the ARCO Alpine No. 1 exploratory oil well closer than 500 feet to a drilling unit boundary. Notice of hearing was published in the Chugiak-Eagle River Alaska Star on December 31, 1994 pursuant to 20 AAC 25.540. 3. No protest to the application was received. FINDINGS: The ARCO Alpine No. 1 well as proposed will be a straight hole drilled to a bottom-hole location 925' from the south line and 2285' from the west line of Section 1, T11N, R4E, Umiat Meridian. . Offset owners Anadarko Petroleum Corporation, Amerada Hess Corporation and Union Texas Petroleum Alaska Corporation have been duly notified. 4. An exception to 20 AAC 25.055(a)(1) is necessary to allow drilling of this well. CONCLUSION: Granting a spacing exception to allow drilling of the ARCO Alpine No. 1 well as proposed will not result in waste nor jeopardize correlative rights. ARCO Alaska, Inc. by letter dated December 20, 1994, has requested an exception to the provisions of 20 AAC 25.055. The exception would allow drilling the Alpine No. 1 exploratory oil well from a surface location closer than 500 feet from the boundary of a drilling unit. The proposed surface and bottom hole location is 925' from the south line and 2285' from the west line of section 1, T11N, R4E, Umiat Meridian. A person who may be harmed if the requested order is issued may file a written protest prior to 4:00 pm January 16, 1995 with the Alaska Oil and Gas Conservation Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501, and request a hearing on the matter. If the protest is timely filed and raises a substantial and material issue crucial to the Commission's determination, a hearing on the matter will be held at the above address at 9:00 am January 31, 1995 in conformance with 20 AAC 25.540. If a hearing is to be held, interested parties may confirm this by calling the Commission's office, (907) 279-1433, after January 16, 1995. ("ARCO") hereby submits a revised location for the Alpine No. 1 Well. To locate on a higher elevation in the Delta, the revised well location is moving slightly to the north and will now be drilled as a undirected straight hole from a surface location of 1465' FSL and 2250' FWL of Section 1, T11N-R4E, UM. The surface and bottomhole of the revised well location is still on ADL-380075 which is owned by ARCO, Anadarko Petroleum Corporation, Amerada Hess Corporation and Union Texas Petroleum Alaska Corporation. The attached Exhibit 1 shows the revised location of the Alpine No. 1 well and all other adjoining governmental quarter sections and wells. There are no other completed or drilling wells on the property. All owners in the well remain owners in the governmental quarter sections directly and diagonally offsetting the SW/4 of Section 1. In addition, Exhibit 2 is revised to add Kuukpik Corporation as a surface owner and overriding royalty owner. Concurrently, Kuukpik Corporation has been formally notified of the request for location exception on the revised location. ("ARCO") hereby applies for an exception to the provisions of 20 AAC 25.055 for the drilling of the Alpine No. 1 Well. The well will be drilled as a undirected straight hole from a surface location of 925' FSL and 2285' FWL of Section 1, T11N-R4E, UM. The surface and bottomhole of the well is on ADL-380075 which is owned by ARCO, Anadarko Petroleum Corporation, Amerada Hess Corporation, and Union Texas Petroleum Alaska Corporation. The attached Exhibit 1 shows the location of the Alpine No. 1 well and all other adjoining governmental quarter sections and wells. There are no other completed or drilling wells on the property. The names and addresses of all owners and operators of the governmental quarter sections directly and diagonally offsetting Sections 1 are set forth in the attached Exhibit 2. All owners in the well are also owners in the governmental quarter sections directly and diagonally offsetting Section 1. Included in the attached Exhibit 3 is the verification required by the referenced provisions, a copy of the notice sent to the other owners listed in Exhibit 2, and the date such notice was mailed. I am acquainted with the facts associated with the drilling of Alpine . No. 1 Well. 4. I have reviewed the application submitted for the exception to 20 AAC 25.055. To the best of my knowledge and belief all facts therein are true and accurate. 5. I have reviewed the plat attached as Exhibit 1 and it correctly portrays pertinent and required data. 6. Pursuant to 20 AAC 25.055 (b), ARCO Alaska, Inc. ("ARCO"), the well operator, prepared a Notice of Request for Exception to the Provision of 20 AAC 25.055. A copy of this notice is attached hereto. 7. On December 20, 1994, pursuant to 20 AAC 25.055 (b), ARCO sent a copy of said notice by certified mail to the last known address of all owners and operators of governmental quarter sections directly and diagonally offsetting the governmental quarter section of the proposed location of ARCO's Page 1 of 2 Alpine No. 1 Well.
