IT APPEARING THAT:
ARCO Alaska, Inc. submitted an application dated December 14, 1995 requesting exception to
the well spacing provisions of Title 20 AAC 25.055 (3) to allow drilling the ARCO Nuiqsut
No. 1 delineation oil well to a location within 500 feet of a quarter section boundary in the
Colville Delta on the North Slope.
2. Notice of opportunity for public hearing was published in the Anchorage Daily News on
December 21, 1995 pursuant to 20 AAC 25.540.
3. No protests to the application were received.
FINDINGS:
The Nuiqsut No. 1 delineation oil well as proposed will be drilled as a straight hole at a
location 2505' from the north line and 2545' from the west line of Section 8, TI IN, R4E,
Umiat Meridian.
Offset owners Anadarko Petroleum Corporation, Union Texas Petroleum Alaska Corporation,
Artic Slope Regional Corporation, Kuukpik Corporation, State of Alaska and the Bureau of
Land Management have been duly notified.
3. An exception to the well spacing provisions of Title 20 AAC 25.055 (3) is necessary to allow
the drilling of this well.
CONCLUSION:
Granting a spacing exception to allow drilling of the ARCO Nuiqsut No. 1 well will not result in
waste nor jeopardize corrdative rights.

AS 31.05.080 provides that within 20 days after receipt of written notice of the entry of an order, a person affected by it may file with
the Commission an application for rehearing. A request for rehearing must be received by 4:30 PM on the 23ra day following the date
of the order, or next working day if a holiday or weekend, to be timely filed. The Commission shall grant or refuse the application in
whole or in part within 10 days. The Commission can refuse an application by not acting on it within the 10-day period. An affected
person has 30 days from the date the Commission refuses the application or mails (or otherwise distributes) an order upon rehearing,
both being the final order of the Commission, to appeal the decision to Superior Court. Where a request for rehearing is denied by
nonaction of the Commission, the 30-day period for appeal to Superior Court runs from the date on which the request is deemed denied
(i.e., 10~ day after the application for rehearing[ was filed).

The application of ARCO Alaska, Inc. for exception to 20 AAC
25.055 to allow drilling the Nuiqsut No. 1 delineation oil well.
ARCO Alaska, Inc. by letter dated December 14, 1995 has requested
an exception to the provisions of 20 AAC 25.055(a)(3) for the drilling of a
delineation oil well within and adjacent to the eastern boundary of the
National Petroleum Reserve, Alaska (NPR-A) on the North Slope.
The exception would allow ARCO to drill the Nuiqsut No. 1
delineation oil well to a bottom-hole location that is closer than 500 feet
from a quarter section line. The well will be drilled as a straight hole at a
location 2505' from the south line and 2545' from the west line of Section
8, T11N, R4E, Umiat Meridian.
A person who may be harmed if the requested order is issued may file
a written protest prior to 4:00 PM January 5, 1996 with the Alaska Oil and
Gas Conservation Commission, 3001 Porcupine Drive, Anchorage, Alaska
99501, and request a hearing on the matter. If the protest is timely filed and
raises a substantial and material issue crucial to the Commission's
determination, a hearing on the matter will be held at the above address at
9:00 am on January 23, 1996 in conformance with 20 AAC 25.540. If a
hearing is to be held, interested parties may confirm this by calling the
Commission's office, (907) 279-1433 after January 5, 1996. If no protest is
filed, the Commission will consider the issuance of the order without a
hearing.

Dear Chairman Johnston:
ARCO Alaska, Inc. ("ARCO") hereby applies for an exception to the
provisions of 20 AAC 25.055 for the drilling of the Nuiqsut No. 1 Well. The
well will be drilled as an undirected straight hole from a surface location of
2505' FSL and 2545' FWL of Section 8, T11N-R4E, UM. The surface and
bottomhole of the well is located on subsurface owned by Arctic Slope
Regional Corporation and under oil and gas lease to ARCO, Anadarko
Petroleum Corporation and Union Texas Petroleum Alaska Corporation.
The attached Exhibit 1 shows the location of the Nuiqsut No. 1 well and all
other adjoining governmental quarter sections and wells. There are no
other completed or drilling wells on the property. The names and
addresses of all owners and operators of the governmental quarter
sections directly and diagonally offsetting the SW/4 of Section 8 are set
forth in the attached Exhibit 2. All owners in the well are also owners in the
governmental quarter sections directly and diagonally offsetting Section 8.
Included in the attached Exhibit 3 is the verification required by the
referenced provisions, a copy of the notice sent to the other owners listed
in Exhibit 2, and the date such notice was mailed.

1. My name is Mark R. Landt. I am over 19 years old and have personal
knowledge of the matters set forth herein.
2. I am a District Landman for the well operator, ARCO Alaska, Inc.
I am acquainted with the facts associated with the drilling of Alpine

I have reviewed the application submitted for the exception to 20
AAC 25.055. To the best of my knowledge and belief all facts therein are true
and accurate.
5. I have reviewed the plat attached as Exhibit 1 and it correctly
portrays pertinent and required data.
6. Pursuant to 20 AAC 25.055 (b), ARCO Alaska, Inc. ("ARCO"), the well
operator, prepared a Notice of Request for Exception to the Provision of 20 AAC
25.055. A copy of this notice is attached hereto.
7. On December 14, 1995 pursuant to 20 AAC 25.055 (b), ARCO sent a
copy of said notice by certified mail to the last known address of all owners
and operators of governmental quarter sections directly and diagonally
offsetting the governmental quarter section of the proposed location of ARCO's
