IT APPEARING THAT:
ARCO Alaska, Inc. submitted an application dated February 2, 1996 requesting exception to the well
spacing provisions of Title 20 AAC 25.055 (3) to allow drilling the ARCO Bergschnmd No. 2A,
delineation oil well to a location which is within 500 feet of a quarter section line in the Colville
Delta vicinity of the North Slope.
2. Notice of opportunity for public hearing was published in the Anchorage Daily News on February 6,
1996 pursuant to 20 AAC 25.540.
3. No protests to the application were received.
FINDINGS:
The Bergschrund No. 2A delineation oil well as proposed will be drilled as a deviated hole with a
surface location 964' from the north line and 1370' from the west line of Section 9, TllN, RSE,
Umiat Meridian (UM) and a bottom-hole location 655' from the south line and 88' from the east line
of Section 5, T1 IN, RSE, UM.

Offset owners Anadarko Petroleum Corporation, Union Texas Petroleum Alaska Corporation, Artic
Slope Regional Corporation, Kuukpik Corporation, State of Alaska and the Bureau of Land
Management have been duly notified.
3. An exception to the well spacing provisions o£Title 20 AAC 25.055 (3) is necessary to allow the
drilling of this well.
CONCLUSION:
Granting a spacing exception to allow drilling of the ARCO Bergschrund No. 2A well will not result in
waste nor jeopardize correlative rights.
ARCO Alaska, Inc.'s application for exception to the well spacing provisions of Title 20 AAC 25.055 (3)

The application of ARCO Alaska, Inc. for exception to 20 AAC
25.055 to allow drilling the Bergschrund No. 2A delineation oil well.
ARCO Alaska, Inc. by letter dated February 2, 1996 has requested an
exception to the provisions of 20 AAC 25.055(a)(3) for the drilling of a
delineation oil well due west of the Kuparuk River Unit and adjacent to the
National Petroleum Reserve, Alaska (NPR-A) on the North Slope.
The exception would allow ARCO to drill the Bergschrund No. 2A
delineation oil well to a bottom-hole location that is closer than 500 feet
from a quarter section line. The well will be drilled as a deviated hole with a
surface location: 964' from the north line and 1370' from the west line of
Section 9, T11N, R5E, Umiat Meridian (UM) and bottomhole location 655'
from the south line and 88' from the east line of Section 5, T11N, R5E, UM.
A person who may be harmed if the requested order is issued may file
a written protest prior to 4:00 PM February 20, 1996 with the Alaska Oil
and Gas Conservation Commission, 3001 Porcupine Drive, Anchorage,
Alaska 99501, and request a hearing on the matter. If the protest is timely
filed and raises a substantial and material issue crucial to the Commission's
determination, a hearing on the matter will be held at the above address at
1:30 pm on March 7, 1996 in conformance with 20 AAC 25.540. If a
hearing is to be held, interested parties may confirm this by calling the
Commission's office, (907) 279-1433 after February 20, 1996. If no protest
is filed, the Commission will consider the issuance of the order without a
hearing.

ARCO Bergschrund #2A (Sidetrack)
Dear Boil,
As per your request ARCO is submitting the following information concerning the
Berschrund #2A Application for Permit to Drill and the spacing exception that is required
for this bottom hole location. The Bergschrund #2A well will be a sidetrack drilled out
from the Bergschrund #2 wellbore after the original well is plugged back. The Bergschrund
#2A well has the following planned locations:

88' FEL, 655' FSL, Sec 5, T1 IN, R5E
A spacing exception was approved for this target location. However the well name
Bergschrund #4 was used on the spacing exception instead of the conventional Bergschrund
#2A sidetrack naming system. The spacing exception also used the target location instead
of the total depth location for the bottom hole location. For Bergschrund #2A the difference
between the target depth and total depth is planned to be 403'MD (370' TVD). As shown
above, the target is located 20' FWL of Section 4 but the well will reach total depth 88' FEL
of Section 5. There is a lease line between the target and total depth of this well, but there is
not a property ownership change because both leases (ADL 372095, ADL 25559) are held
by ARCO and our common interest partners, Anadarko and Union Texas Petroleum. Since
there is not a property ownership change between the location shown on the present spacing
exception and the planned total depth location, ARCO requests that a new spacing exception
not be required. In a new spacing exception applicaton, the same parties would be notified
again who have already reviewed and approved the location shown on the present spacing
exception. The present lease holders are also working interest participants in the well.
Attached to this letter is a revised Application for Permit to Drill 401 which corrects an error
found in the total depth location. Please replace the old 401 form with the corrected one.

Dear Chairman Johnston:
ARCO Alaska, Inc. ("ARCO") hereby applies for an exception to the
provisions of 20 AAC 25.055 for the drilling of the Bergschrund No. 2 well.
The well will be drilled as a deviated hole to a bottomhole location of 670'
FSL and 2110' FWL, Section 9, T11N, R5E. The bottomhole location of the
well is on ADL-372095 which is owned by ARCO, Anadarko Petroleum
Corporation and Union Texas Petroleum Alaska Corporation.
The attached Exhibit 1 shows the location of the Bergschrund No. 2 well
and all other adjoining governmental quarter sections and wells. There
are no other completed or drilling wells on the property. The names and
addresses of all owners and operators of the governmental quarter
sections directly and diagonally offsetting the SW/4 of Section 9 are set
forth in the attached Exhibit 2. All owners in the well are also owners in the
governmental quarter sections directly and diagonally offsetting Section 9.
Included in the attached Exhibit 3 is the verification required by the
referenced provisions, a copy of the notice sent to the other owners listed
in Exhibit 2, and the date such notice was mailed.

Mark R. Landt, being first duly sworn, upon oath, deposes and states as
follows:
1. My name is Mark R. Landt. I am over 19 years old and have personal
knowledge of the matters set forth herein.
2. I am a District Landman for the well operator, ARCO Alaska, Inc.
3. I am acquainted with the facts associated with the drilling of
Bergschrund No. 2 Well.
4. I have reviewed the application submitted for the exception to 20
AAC 25.055. To the best of my knowledge and belief all facts therein are true
and accurate.
5. I have reviewed the plat attached as Exhibit 1 and it correctly
portrays pertinent and required data.
6. Pursuant to 20 AAC 25.055 (b), ARCO Alaska, Inc. ("ARCO"), the well
operator, prepared a Notice of Request for Exception to the Provision of 20 AAC
25.055. A copy of this notice is attached hereto.
7. On January 24, 1996 pursuant to 20 AAC 25.055 (b), ARCO sent a
copy of said notice by certified mail to the last known address of all owners
and operators of governmental quarter sections directly and diagonally
offsetting the governmental quarter section of the proposed location of ARCO's
Bergschrund No. 2 Well. These names and addresses are set forth on Exhibit 2
attached to ARCO's Request for Exception to Provisions of 20 AAC 25.055 dated
January 24, 1996.
