1T APPEARING THAT:
Union Oil Company of California (Unocal) submitted an application dated March 6,
1996 requesting exception to 20 AAC 25.055(a)(4)to allow drilling the Granite Point
State No. 54 development gas well to a producing location that is closer than 1500
feet to a drilling unit boundary.
2. Notice of opportunity for public hearing was published in the Anchorage Daily News
on March 8, 1996 pursuant to 20 AAC 25.540.
3. No protests to the application were received.
FINDINGS:

The Unocal Baker No. 32 well as proposed will be a deviated hole drilled from a
surface location 1987' from the north line and 478' from the west line of Section 31,
T9N, R12W, Seward Meridian (SM) to a bottom-hole location 824' from the south
line and 1775' from the west line of Section 19, T9N, R12W SM.
2 Unocal is the owner of all off setting spacing units.
3. An exception to 20 AAC 25.055(a)(4) is necessary to allow drilling of this well.
CONCLUSION:
Granting a spacing exception to allow drilling ofthe Unocal Baker No. 32 well as
proposed will not result in waste nor jeopardize correlative rights.

Unocal's application for exception to 20 AAC 25.055 for the purpose of drilling the Baker
No. 32 well is approved as proposed.

AS 31.05.080 provides that within 20 days after receipt of written notice of the entry of an order, a person affected
by it may file with the Commission an application for rehearing. A request for rehearing must be received by
4:30 PM on the 23rd day following the date of the order, or next working day if a holiday or weekend, to be
timely filed. The Commission shall grant or refuse the application in whole or in part within 10 days. The
Commission can refuse an application by not acting on it within the 10-day period. An affected person has 30
days from the date the Commission refuses the application or mails (or otherwise distributes) an order upon
rehearing, both being the final order of the Commission, to appeal the decision to Superior Court. Where a
request for rehearing is denied by nonaction of the Commission, the 30-day period for appeal to Superior Court
runs from the date on which the request is deemed denied (i.e., 10th day after the application for rehearing was
filed).

Dear Chairman Johnston:
On February 29, 1996, Unocal submitted an application for Permit to Drill Baker Platform
#32 (form 10-401) pursuant to 20 AAC 25.005 along with check No. 2000030 in the
amount of $100.00 as required under 20 AAC 25.005 (c)(1).
We would also like to request the Commission approve an exception to the statewide
spacing regulation 20 AAC 25.055(4) for the drilling of Middle Ground Shoal' s Baker
#32 well, ADL 17595. Verification of application by the undersigned stating that
applicant is acquainted with the facts is enclosed.
There are no affected adjacent property owners.

Re:
The application of Union Oil Company of California (Unocal) for exception to
20 AAC 25.055 to allow drilling the Baker No 32 development gas well.
Unocal by letter dated March 6, 1996 has requested an exception to the
provisions of 20 AAC 25.055(a)(4) for the drilling of a development gas well to an
undefined gas pool in the Middle Ground Shoal Field located in the Cook Inlet Basin,
Southcentral Alaska.
The exception would allow Unocal to directionally drill the Baker No. 32
development gas well to a producing location that is closer than 1500 feet from a
section line. The proposed surface location is 1987' from the north line (FNL) and
478' from the west line (FWL) of Section 31, T9N, R12W, Seward Meridian (SM),
the proposed top of the productive interval is 168' FNL and 729 FWL of Section 31
T9N, R12W, SM and the proposed base of the producing zone and bottom-hole
location is 824' from the south line and 1775' from the west line of Section 19,
T9N, R12W SM. The well as proposed will be open to production within 1500' of
a spacing unit boundary in both Section 31 and 19. The exception will provide for
both sections.
A person who may be harmed if the requested order is issued may file a
written protest prior to 4:00 PM March 22, 1996 with the Alaska Oil and Gas
Conservation Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501, and
request a hearing on the matter. If the protest is timely filed and raises a
substantial and material issue crucial to the Commission's determination, a hearing
on the matter will be held at the above address at 9:00 am on April 9, 1996 in
conformance with 20 AAC 25.540. If a hearing is to be held, interested parties
may confirm this by calling the Commission's office, (907) 279-1433 after March
22, 1996. If no protest is filed, the Commission will consider the issuance of the
order without a hearing.
