IT APPEARING THAT:

BP Exploration (Alaska) Inc. submitted an application dated January 31, 1997
requesting exception to 20 AAC 25.055(a)(1) to allow drilling the BP Gwydyr PW
No. 1 exploratory oil well closer than 500 feet to a drilling unit boundary.

Notice of hearing was published in the Anchorage Daily 'News on February 1, 1997
pursuant to 20 AAC 25.540.

The Commission received one protest to the petition, which it rejected on the
grounds that the protestor was not an owner of correlative rights within the area of
possible drainage by the well.
FINDINGS:
.
The BP Gwydyr PW No. I well as proposed will be a deviated hole drilled from a
surface location 1364' from the south line (FSL) and 2706' from the west line
(FWL) of Section 15, T12N, R13E, 'Umiat Meridian (UM) and the proposed
bottom-hole location is 400' FSL and 1250' FWL of Section 10, T12N, R13E, UM.
2. Offset owners ARCO Alaska, Inc. and Exxon Corporation have been duly notified.
4. An exception to 20 AAC 25.055(a)(1) is necessary to allow drilling of this well.
CONCLUSION:
Granting a spacing exception to allow drilling of the BP Exploration (Alaska) Inc.,
Gwydyr PW No. 1 well as proposed will not result in waste nor jeopardize correlative
rights.

AS 31.05.080 provides that within 20 days after receipt of written notice of tile entry of an order, a person affected
by it may file with the Commission application for rehearing. A request for rehearing must be received by
4:30 PM oil the 23rd day lbllowing the date of the order, or next working day if a holiday or weekend, to be timely
filed. The Commission shall graut or refi~se the application in whole or in part within 10 days. The Commission
can refi~se all application by not acting on it within file 10-day period. An affected person has 30 days frmn the
date the Cmmnission refitses thc application or mails (or otherwise distributes) an order upon rehearing, both
being the final order of thc Commission, to appeal the decision to superior Court. Where a request for rehearing is
denied by nonaction of the Commission, the 30-day period lbr appeal to Superior Court runs l¥om the date oil
which the request is deemed denied (i.e., 10th day after the application for rehearing was filed).

Revised Request for Exception to the Provisions of
20 AAC 25.055 for the Gwydyr PW #1 Well
Dear Chairman Johnston:
BPX desires to revise our January 31, 1997 request for an exception to the
provisions of 20 AAC 25.055 for the Gwydyr PW #1 well.
Our original request indicated that the well bottomhole location was on ARCO/Exxon
oil and gas lease ADL028276. The correct bottomhole location is on
ARCO/BPX oil and gas lease ADL385194. The legal land description for the well
bottomhole location was correct as originally submitted and remains unchanged.
Please be advised that in revising the lease on which the bottomhole location is
located, it is not necessary to notify Exxon Corporation as an owner of directly and
diagonally offsetting government quarter section(s) since they are not now such an
owner.
We regret having made this error and any inconvenience it may have caused you.

Inc.
3. Pursuant to 20 AAC 25.055 (b), BP Exploration (Alaska)Inc. (BPX),
the well operator, prepared a Notice of Request for an Exception to the Provision
of 20 AAC 25.055. A copy of this notice is attached hereto as Exhibit A.
4. On January 31, 1997, pursuant to 20 AAC 25.055 (b) BPX sent a copy
of said notice by registered mail to the last known address of each owner and
operator of governmental quarter sections directly and diagonally offsetting the
quarter section of the proposed location of the oil well. Attached hereto as
Exhibit B is an Affidavit of Mailing of Notice.

Gentlemen:
Pursuant to the requirements of 20 AAC 25.055 (b), BP Exploration (Alaska) Inc.
hereby gives notice of a request to the Alaska Oil and Gas Conservation
Commission for an exception to the spacing requirements of 20 AAC 25.055 (a)
(3).
BP Explorations request, if approved will permit the intersection of the wellbore
of the captioned well with the top of the Sag River formation within 500 feet of
the south line and within 500 feet of the west line of the governmental section in
which the well will be bottomed.
Specifically, the intersection point applied for will be as follows:
400 feet from the south line and
1250 feet from the west line of
Section 15, Township 12 North, Range 13 East,
Umiat Meridian

Dear Chairman Johnston:
BP Exploration (Alaska), Inc. ("BPX") hereby applies for an exception to the
provisions of 20 AAC 25.055 for the drilling of the Gwydyr PW #1
Well (the "Well"). Relevant location data for the Well is as follows:
(1) Surface Location: 1364 ft. FSL, 2706 ft. FWL, Section 15, Township 12N,
Range 13E, UM on BPX/ARCO oil and gas lease ADL385196.
(2) Bottom Hole Location: 400 FSL, 1250 ft. FWL, Section 10, T12N, R13E
UM on ARCO/Exxon oil and gas lease ADL028276.
(3) Total Depth' 10,900 ft. SS TVD
The owners and operators of all governmental quarter sections directly and
diagonally offsetting the proposed location of the Well are ARCO Alaska, Inc., BP
Exploration (Alaska) Inc. and Exxon Corporation. The plat required by the
regulation is attached as Exhibit 1. The verification required by the regulation is
attached as Exhibit 2. Copies of the notifications to the owners and operators, as
well as the required information with respect to mailing are attached in the package
designated as Exhibit 3.
This request is being made so that well tests can be expeditiously conducted in the
event the Well bottomhole location inadvertently falls within 500 feet of the spacing
unit boundary.

We have received your letter dated February 10, 1997 in which you request a public
hearing regarding the application of BP Exploration (Alaska) Inc. for a conservation order
granting a spacing exception for the Gydyr PW #1 exploration oil well. Your request is
related to correlative rights you claim in lease ADL 34623.
Lease ADL 34623 is not adjacent to the spacing unit or property for which the spacing
exception is being sought, and in fact is more than 2 miles away from the proposed Gydyr
PW # 1 well. Therefore, you do not appear to be a person who may be harmed if the
requested order is issued. Accordingly, the Commission hereby denies your request for a
hearing.

Pt. Storkerson #i is a well tha't discovered high grade oil in
commercial quantities. For years, it was carried on state records
and maps as a suspended oil well. Only recently has its status
been .changed to P&A. With todays technology, PT. Storkerson #1.
could be either rentered or redrilled and become a commercial

The Pt. Storkerson ~1 discovered the Gwydyr Bay Field. I am

The application of BP EXPLORATION (ALASKA) Inc. for exception to
20 AAC 25.055 to allow drilling the Gwydyr PW //1 exploration oil
well.
BP Exploration (Alaska) Inc. by letter dated January 31, 1997 has
requested an exception to the provisions of 20 AAC 25.055(a)(1) for the
drilling of an exploratory oil well in the Gwydyr Bay vicinity on the North
Slope.
The exception would allow BP to directionally drill the Gwydyr PW //1
exploratory oil well to a prospective location that is closer than 500 feet from
a quarter section line. The proposed surface location is 1364' from the south
line (FSL) and 2706' from the west line (FWL) of Section 15, T12N, R13E,
Umiat Meridian (UM) and the proposed bottom-hole location is 400' FSL and
1250' FWL of Section 10,'T12N, R13E UM.
A person who may be harmed if the requested order is issued may file a
written protest prior to 4:00 PM February 17, 1997 with the Alaska Oil and
Gas Conservation Commission, 3001 Porcupine Drive, Anchorage, Alaska
99501, and request a hearing on the matter. If the protest is timely filed and
raises a substantial and material issue crucial to the Commission's
determination, a hearing on the matter will be held at the above address at
9:00 am on March 4, 1997 in conformance with 20 AAC 25.540. If a
hearing is to be held, interested parties may confirm this by calling the
Commission's office, (907) 279-1433 after February 17, 1997.' If no protest
is filed, the Commission will consider the issuance of the order without a
hearing.

Re:
The application of BP EXPLORATION (ALASKA) Inc. for exception to
20 AAC 25.055 to allow drilling the Gwydyr PW #1 exploration oil
well.
BP Exploration (Alaska) Inc. by letter dated January 31, 1997 has
requested an exception to the provisions of 20 AAC 25.055(a)(1) for the
drilling of an exploratory oil well in the Gwydyr Bay vicinity on the North
Slope.
The exception would allow BP to directionally drill the Gwydyr PW #1
exploratory oil well to a prospective location that is closer than 500 feet from
a quarter section line. The proposed surface location is 1364' from the south
line (FSL) and 2706' from the west line (FWL) of Section 15, T12N, R13E,
Umiat Meridian (UM) and the proposed bottom-hole location is 400' FSL and
1250' FWL of Section 10, T12N, R13E UM.
A person who may be harmed if the requested order is issued may file a
written protest prior to 4:00 PM February 17, 1997 with the Alaska Oil and
Gas Conservation Commission, 3001 Porcupine Drive, Anchorage, Alaska
99501, and request a hearing on the matter. If the protest is timely filed and
raises a substantial and material issue crucial to the Commission's
determination, a hearing on the matter will be held at the above address at
9:00 am on March 4, 1997 in conformance with 20 AAC 25.540. If a
hearing is to be held, interested parties may confirm this by calling the
Commission's office, (907) 279-1433 after February 17, 1997. If no protest
is filed, the Commission will consider the issuance of the order without a
hearing.
