IT APPEARING THAT:

Union Oil Company of California (Unocal) submitted an application dated April 18,
1997 requesting exception to 20 AAC 25.055(a)(4) to allow drilling the Swanson
River Field 223-28 development gas well to a producing location that is closer than
1500 feet to a drilling unit boundary.
2. Notice of opportunity for public hearing was published in the Anchorage Daily News
on April 25, 1997 pursuant to 20 AAC 25.540.
3. No protests to the application were received.
FINDINGS:
The Unocal Swanson River Field 223-28 well as proposed will be a deviated hole
drilled from a surface location 1275' from the north line and 1500' from the west line
(FWL) of Section 28, TSN, R9W, Seward Meridian (SM), the proposed top of the
productive interval is 1835' from the south line (FSL) and 1489' FWL of Section 28,
TSN, R9W, SM and the proposed bottom-hole location is 1241' FSL and 1719' FWL
of Section 28, T8N, R9W, SM.
2 Offset owners Cook Inlet Region Inc. and Union Texas Petroleum have been duly
notified.
3. An exception to 20 AAC 25.055(a)(4) is necessary to allow drilling of this well.

CONCLUSION:
Granting a spacing exception to allow drilling of the Unocal Swanson River Field 223-28
well as proposed will not result in waste nor jeopardize correlative rights.
NOW, THEREFORE, IT IS ORDERED:
Unocal's application for exception to 20 AAC 25.055 for the purpose of drilling the
Swanson River Field 223-28 well is approved as proposed.

AS 31.05.080 provides that within 20 days after receipt of written notice of the entry of an order, a person affected by it may file
with the Commission an application for rehearing. A request for rehearing must be received by 4:30 PM on the 23rd day
following the date of the order, or next working day if a holiday or weekend, to be timely filed. The Commission shall grant or
refuse the application in whole or in part within 10 days. The Commission can refuse an application by not acting on it within the
10-day period. An affected person has 30 days from the date the Commission refuses the application or mails (or otherwise
distributes) an order upon rehearing, both being the final order of the Commission, to appeal the decision to Superior Court.
Where a request for rehearing is denied by nonaction of the Commission, the 30-day period for appeal to Superior Court runs from
the date on which the request is deemed denied (i.e., 10th da), after the application for rehearing was filed).

Enclosed and submitted in triplicate is our application for Permit to Drill Swanson River
A-028399, Well SR 223-28 (form 10-401) pursuant to 20 AAC 25.005 (a) (1), and our
check No. 2002319 in the amount of $100.00 as required under 20 AAC 25.005 (c) (1).
Verification of Application by the undersigned stating that applicant is acquainted with
the facts pursuant to 20 AAC 25.055 (b) is attached as part of this application.
It is requested that the Commission approve an exception to the statewide spacing
regulation 20 AAC 25.055 (4) for the drilling of well Swanson River 223-28, A-028399.
Well SR 223-28 The specific location, interval and depth are as follows:
Location: 1275' FNL and 1500' FWL Sec. 28, T8N, R9W, SM.
Top Productive Interval: 1835' FSL and 1489' FWL Sec.28, T8N, R9W, SM.
Total Depth: 1241' FSL and 1719' FWL Sec. 28, T8N, R9W, SM.
This lease is currently held beyond it's primary term by the Swanson River Unit.
All applicable provisions of 20 AAC 25.050 (Deviation) have been met, and each owner
and all operators of governmental quarter sections directly or diagonally offsetting the
section where the proposed well is located, have been notified by registered mail pursuant
to 20 AAC 25.055 (b). A copy of said notification is attached hereto.

Union Oil Company of Califomia, Operator of the Swanson River Field Federal Lease A-
028399, intends to drill the above referenced Well, and has submitted a Permit to Drill
application to the Alaska Oil and Gas Conservation Commission. Pursuant to the
provisions of 20 AAC 25.050 and 20 AAC 25.055, Cook Inlet Region Inc. and Union
Texas Petroleum are the only affected owner or operator having a leasehold or working
interest ownership either directly or diagonally offsetting any quarter section upon which
said drilling operation is proposed to be conducted. This letter constitutes formal written
notice of our intent to drill, as required under said regulations.
I am enclosing a copy of the Permit to Drill application for your reference. Also enclosed
is a copy of a plat showing all of the wells within one-half mile of any portion of the new
well and a lease map showing current ownerships for the affected leases.

The application of Union Oil Company of California (Unocal) for
exception to 20 AAC 25.055 to allow drilling the Swanson River 223-
28 development gas well.
Unocal by letter dated April 18, 1997 has requested an exception to
the provisions of 20 AAC 25.055(a)(4) for the drilling of a development gas
well to an undefined gas pool in the Swanson River Field located in the Cook
Inlet Basin, Southcentral Alaska.
The exception would allow Unocal to directionally drill the Swanson
River 223-28 development gas well to a producing location that is closer
than 1500 feet from a section line. The proposed surface location is 1275'
from the north line and 1500' from the west line (FWL) of Section 28, T8N,
R9W, Seward Meridian (SM), the proposed top of the productive interval is
1835' from the south line (FSL) and 1489' FWL of Section 28, T8N, R9W,
SM and the proposed bottom-hole location is 1241' FSL and 1719' FWL of
Section 28, T8N, R9W SM.
A person who may be harmed if the requested order is issued may file
a written protest prior to 4:00 PM May 9, 1997 with the Alaska Oil and Gas
Conservation Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501,
and request a hearing on the matter. If the protest is timely filed and raises a
substantial and material issue crucial to the Commission's determination, a
hearing on the matter will be held at the above address at 9:00 am on May
27, 1997 in conformance with 20 AAC 25.540. If a hearing is to be held,
interested parties may confirm this by calling the Commission's office, (907)
279-1433 after May 9, 1997. If no protest is filed, the Commission will
consider the issuance of the order without a hearing.
