IT APPEARING THAT:
ARCO Alaska, Inc. submitted an application dated July 21, 1997, requesting
exception to the well spacing provisions of Title 20 AAC 25.055 (3) to allow drilling
the ARCO West Niakuk No. 4 delineation oil well to an undefined oil Pool, at a
producing location that is within 500 feet of a quarter section line and adjacent to the
northwestern boundary of the Niakuk Oil Pool Participating Area on the North Slope.
2. Notice of opportunity for public hearing was published in the Anchorage Daily News
on July 23, 1997, pursuant to 20 AAC 25.540.
3. No protests to the application were received.
FINDINGS:

The West Niakuk No. 4 delineation oil well will be drilled as a deviated hole with a
proposed surface location 1312' from the south line (FSL) and 1021' from the east line
(FEL) of Section 36, T12N, R15E, Umiat Meridian (UM) and a proposed producing
location 403' FSL 1565' FEL of Section 15, T12N, R15E UM.
2. Offset owners BP Exploration (Alaska) Inc., Exxon Corporation and the State of
Alaska have been duly notified.
3. An exception to the well spacing provisions of Title 20 AAC 25.055 (3) is necessary
to allow the drilling of this well.

CONCLUSION:
Granting a spacing exception to allow drilling of the ARCO West Niakuk No. 4 well will
not result in waste nor jeopardize correlative rights.
NOW, THEREFORE, IT IS ORDERED:
ARCO Alaska, Inc.'s application for exception to the well spacing provisions of Title
20 AAC 25.055 (3) for the purpose of drilling the ARCO West Niakuk No. 4 is approved.

Alaska Oil and Gas Conservation Commission
AS 31.05.080 provides that within 20 days after receipt of written notice of the entry of an order, a person affected
by it may file with the Commission an application for rehearing. A request for rehearing must be received by
4:30 PM on the 23rd day following the date of the order, or next working day if a holiday or weekend, to be timely
filed. The Commission shall grant or refuse the application in whole or in part within 10 days. The Commission
can refuse an application by not acting on it within the 1 O-day period. An affected person has 30 days from the date
the Commission refuses the application or mails (or otherwise distributes) an order upon rehearing, both being the
final order of the Commission, to appeal the decision to Superior Court. Where a request for rehearing is denied by
nonaction of the Commission, the 30-day period for appeal to Superior Court runs from the date on which the
request is deemed denied (i.e., 10th day after the application for rehearing was filed).

The application of ARCO Alaska, Inc. (ARCO) for exception to 20 AAC 25.055
to allow drilling the West Niakuk Well No. 4 (NK- 11) delineation oil well.
ARCO by letter dated July 21, 1997 has requested an exception to the provisions
of 20 AAC 25.055(a)(3) for the drilling of a delineation oil well to an undefined oil pool
adjacent to the northwestern boundary of the Niakuk Oil Pool Participating Area, on the
North Slope.
The exception would allow ARCO to directionally drill the West Niakuk Well
No. 4 (NK- 11) delineation oil well to a producing location in an undefined oil pool that is
closer than 500 feet from a quarter-section line. The proposed surface location is 1312'
from the south line (FSL) and 1021' from the east line (FEL) of Section 36, T12N, R15E,
Umiat Meridian (UM) and the proposed producing location is 403' FSL 1565' FEL of
Section 15, T12N, R15E, UM.
A person who may be harmed if the requested order is issued may file a written
protest prior to 4:00 PM August 8, 1997 with the Alaska Oil and Gas Conservation
Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501, and request a hearing on
the matter. If the protest is timely filed and raises a substantial and material issue crucial
to the Commission's determination, a hearing on the matter will be held at the above
address at 9:00 AM on August 26, 1997 in conformance with 20 AAC 25.540. If a
hearing is to be held, interested parties may confirm this by calling the Commission's
office, (907) 279-1433 after August 8, 1997. If no protest is filed, the Commission will
consider the issuance of the order without a hearing.

Dear Chairman Johnston:
ARCO Alaska, Inc. ("ARCO"), for itself and on behalf of Exxon Company, USA
("EXXON"), hereby applies for an exception to the provisions of 20 AAC 25.055 for the
drilling and completion of West Niakuk Well #4 (NK- 11). The proposed primary target is
within 500' of a governmental quarter section under lease ADL 34626. The well will be
drilled as a directional hole as follows:

1312' FSL, 1021' FEL, Sec. 36, T12N, R15E, UM.
Top Kuparuk
Primary Target:
403' FSL, 1565' FEL, Sec. 15, T12N, R15E, UM.
Top Kuparuk
Contingency Target:
1134' FSL, 4445' FEL, Sec. 15, T12N, R15E, UM.
Well TD:
1168' FSL, 4582' FEL, Sec. 15, T12N, R15E, UM.
The contingency target is planned as a horizontal extension of the well from the primary
target. At the end of the horizontal section, the well will be inverted to penetrate the top of
the Kupamk formation. Continuation to the contingency target will be determined based on
reservoir quality and structure observed at the primary target.
A plat showing the top Kuparuk location for the primary and contingency targets of the
proposed well, all other completed and drilling wells on the property, and all other adjoining
properties and wells is attached as Exhibit 1. The names and addresses of all owners and
operators of the governmental quarter sections directly and diagonally offsetting the
proposed drilling unit for the well are set forth in Exhibit 2. Included in Exhibit 3 is the
verification required by the referenced provisions, a copy of the notice sent to the owners
and operators listed in Exhibit 2, and the date such notice was mailed.

Pursuant to the provisions of 20 AAC 25.055 (b), ARCO Alaska, Inc. hereby gives
notice of a request to the Alaska Oil and Gas Conservation Commission (AOGCC) for an
exception to the well spacing requirements of 20 AAC 25.055.
ARCO's request, if approved, will permit the drilling and completion of the West Niakuk

knowledge of the matters set forth herein.
2. I am a Senior Engineer for the well operator, ARCO Alaska, Inc.
3. I am acquainted with the facts associated with the drilling of West Niakuk No. 4 well
(NK-11).
4. I have reviewed the application submitted for the exception to 20 ACC 25.055. To
the best of my knowledge and belief all facts therein are true and accurate.
5. I have reviewed the plat attached as Exhibit I and it correctly portrays pertinent and
required data.
6. Pursuant to 20 AAC 25.055 (b), ARCO Alaska, Inc. ("ARCO"), the well operator,
prepared a Notice of Request for Exception to the Provision of 20 AAC 25.055. A
copy of this notice is attached hereto.
7. On July 21, 1997, pursuant to 20 AAC 25.055 (b), ARCO sent a copy of said notice
by certified mail to the last known address of all owners and operators of
governmental quarter sections directly and diagonally offsetting the governmental
quarter section of the proposed locations of West Niakuk No. 4 (NK-11). These
names and addresses are set forth on Exhibit 2 attached to ARCO's Request for
Exception to Provisions of 20 AAC 25.055 dated July 21, 1997.

BP Exploration (Alaska), inc. ("BPX") as an affected owner per 20 AAC 25.050
(h) does not object to drilling the proposed deviated well West Niakuk #4 (NK-11 )
through BPX Lease ADL-34630 and ADL-34625. Pursuant to 20 ACC
25.050(d)(2) this letter of non-objection is provided so you may issue the drilling
permit without a 15-day notice period.
