Conservation Order No. 407 ARCO Alaska, Inc. Warthog No. 1 October 23, 1997 IT APPEARING THAT: 1. ARCO Alaska, Inc. submitted an application dated September 26, 1997 requesting exception to the well spacing provisions of Title 20 AAC 25.055 (1) to allow drilling of the ARCO Warthog No. 1, exploration oil well to an undefined oil pool, to a bottom-hole location which is within 500 feet of a quarter section line within Camden Bay in the Beaufort Sea. 2. Notice of opportunity for public hearing was published in the Anchorage Daily News on October 1, 1997 pursuant to 20 AAC 25.540. 3. No protests to the application were received. FINDINGS: 1. The Warthog No. 1 exploration oil well will be drilled as a deviated hole from a surface location of 70° 02' 34.29" N Latitude, and 144° 55' 2.30" W Longitude in the Outer Continental Shelf to a bottomhole location of 2384 feet from the south line and 853 feet from the east line of Section 20, Township 8 North and Range 29 East Umiat Meridian. 2. ARCO is the sole working interest owner of the subject and all offsetting drilling units. 3. An exception to the well spacing provisions of Title 20 AAC 25.055 (1) is necessary to allow the drilling of this well. Conservation Order No. 4~ October 23, 1997 Page 2 CONCLUSION: Granting a spacing exception to allow drilling of the ARCO Warthog No. 1 well will not result in waste nor jeopardize correlative rights. NOW, THEREFORE, IT IS ORDERED: ARCO Alaska, Inc.'s application for exception to the well spacing provisions of Title 20 AAC 25.055 (1) for the purpose of drilling the ARCO Warthog No. 1 is approved. A request for rehearing must be received by 4:30 PM on the 23`d day following the date of the order, or next working day if a holiday or weekend, to be timely filed. The Comm~ission shall grant or refuse the application in whole or in part within 10 days. ARCO Alaska, Inc. by letter dated September 26, 1997 has requested an exception to the provisions of 20 AAC 25.055(a)(1) for the drilling of an offshore exploratory oil well in the Camden Bay vicinity of the Beaufort Sea. The exception would allow ARCO to drill the Warthog No. 1 exploratory oil well to a bottom-hole location that is closer than 500 feet from a quarter section line. The well will be drilled as a deviated hole from a surface location of 70° 02' 34.29" N Latitude, and 144° 55' 2.30" W Longitude in the Outer Continental Shelf to a bottomhole location of 2384 feet from the south line and 853 feet from the east line of Section 20, Township 8 North and Range 29 East Umiat Meridian. A person who may be harmed if the requested order is issued may file a written protest prior to 4:00 PM October 15, 1997 with the Alaska Oil and Gas Conservation Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501, and request a hearing on the matter. If the protest is timely filed and raises a substantial and material issue crucial to the Commission's determination, a hearing on the matter will be held at the above address at 9:00 AM on October 31, 1997 in conformance with 20 AAC 25.540. ("ARCO") hereby applies for an exception to the provisions of 20 AAC 25.055 for the drilling of the Warthog No. I Well (the "Well"). Although the provisions of 20 AAC 25.055 do not explicitly require an exception for the Well, we are hereby applying for an exception in an abundance of caution. The Well will be drilled as a directional hole from a surface location of of Lat. 70°02'34.29"N, Long. 144°55'02.30"W to a bottomhole location of 719' FEL and 2, 370' FNL, Section 20, T8N-R29E, UM. The surface location of the Well is on Federal Lease Y1663 and bottomhole of the well is on ADL-371014 which are both owned soley by ARCO. The attached Exhibit 1 shows the location of the Well and all other adjoining governmental quarter sections and wells. There are no other completed or drilling wells on the property. The names and addresses of all owners and opperators of the governmental quarter sections directly and diagonally offsetting the NE/4 of Section 20 are set forth in the attached Exhibit 2. Included m the attached Exhibit 3 is the verification required by the referenced provisions, a copy of the notice sent to the other owners listed in Exhibit 2, and the date such notice was mailed.
