IT APPEARING THAT:
Forcenergy, Inc. submitted an application dated March 5, 1998 requesting exception to the
well spacing provisions of 20 AAC 25.055(a)(3) to allow drilling the West McArthur
River Unit No. 5 development oil well to a producing location that is within 500 feet of a
quarter section line and to allow more than one well to be completed in a producing quarter
section.
2. The Commission published notice of opportunity for public hearing in the Anchorage
Daily News on March 7, 1998 pursuant to 20 AAC 25.540.
3. No protests to the application were received.
FINDINGS:
The West McArthur River Unit ("WMRU") No. 5 well as proposed will be a deviated hole
drilled from a surface location 2066' from the south line (FSL) and 3336' from the east line
(FEL) of Section 16, T8N, R14W, Seward Meridian (SM) to a proposed bottomhole
location 4423' FSL and 2243' FEL of Section 10, T8N, R14W, SM.
2. The WRMU #5 well will be open to production in the northwest and northeast quarter
sections of Section 10, T8N, R14W, SM. The WMRU #2A is completed in the NW'/4 of
Section 10 and the WMRU #lA and WMRU #3St wells are completed in the NE'/4 of
Section 10.
3. Offset owner Unocal has been duly notified.
4. An exception to 20 AAC 25.055(a)(3) is necessary to allow drilling of this well.
CONCLUSION:
Granting a spacing exception to allow drilling of the Forcenery, Inc. West McArthur River Unit
No. 5 development oil well as proposed will not result in waste nor jeopardize correlative rights.

AS 31.05.080 provides that within 20 days after receipt of written notice of the entry of an order, a person affected by it may file with
the Commission an application for rehearing. A request for rehearing must be received by 4:30 PM on the 23rd day following the date
of the order, or neat working day if a holiday or weekend, to be timely filed. The Commission shall grant or refuse the application in
whole or in part within 10 days. The Commission can refuse an application by not acting on it within the 10-day period. An affected
person has 30 days from the date the Commission refuses the application or mails (or otherwise distributes} an order upon rehearing,
both being the final order of the Commission, to appeal the decision to Superior Court. Where a request for rehearing is denied by
nonaction of the Commission, the 30-day period for appeal to Superior Court runs from the date on which the request is deemed denied
(i.e., 10th day after the application for rehearing was filed).

Forcenergy, Inc. by letter dated March 5, 1998 has requested an exception to the
provisions of 20 AAC 25.055(a)(3) for the drilling of a development oil well within the
West McArthur River Unit.
The exception would allow Forcenergy to drill the West McArthur River Unit
No. 5 development oil well to a bottom-hole location that is closer than 500 feet from a
quarter section line. The well will be drilled as a directional hole from a surface location
2066' from the south line (FSL), 3336' from the east line (FEL), Section 16, T08N,
R14W, Seward Meridian (SM) to a proposed producing interval at 3825'FSL, 2724'FEL,
Section 10, T08N, R14W, SM.
A person who may be harmed if the requested order is issued may file a written
protest prior to 4:00 PM, March 23, 1998, with the Alaska Oil and Gas Conservation
Commission, 3001 Porcupine Drive, Anchorage, Alaska 99501, and request a hearing on
the matter. If the protest is timely filed and raises a substantial and material issue crucial
to the Commission's determination, a hearing on the matter will be held at the above
address at 9:00 AM on April 7, 1998, in conformance with 20 AAC 25.540. If a hearing
is to be held, interested parties may confirm this by calling the Commission's office,
(907) 279-1433 after March 23, 1998. If no protest is filed, the Commission will
consider the issuance of the order without a hearing.

Forcenergy Inc. hereby makes application to the Alaska Oil and Gas Conservation Commission for an
exception to the drilling unit and spacing requirements of 20 ACC 25.055 as they pertain to the proposed oil
production interval and bottom hole location of West McArthur River Unit Well No. 5. The oil interval will require
an exception for the northwest and northeast quarter-sections of Section 10.
The proposed top of oil producing interval for No. 5 is: 3825' FSL, 2724' FEL, S10, T08N, R14W, SM
The proposed Bottom Hole Location for No. 5 is: 4423' FSL, 2243' FEL, S10, T08N, R14W, SM
The oil production zone will lie across the quarter-section line between the northwest and northeast quarter-
sections of Section 10. West McArthur River Unit # 5 will be drilled as an oil development well in the Hemlock
formation, with a potential for oil production in the Tyonek G-zone. An exception to 20 ACC 25.055 is required
because the WMRU #5 oil target will be closer than 500' to aquarter-section line. All other state spacing
requirements will be met by the proposed WMRU # 5; i.e. any perforated oil intervals will be more than 500'
from any lease line and more than 1000' from any existing oil producer.
Attached is a map indicating the sections offsetting the proposed WMRU #5 well and a table describing the
ownership of all offsetting sections. Since UNOCAL is an affected owner of offsetting sections, a letter of non-
objection is attached to this application concerning their interests.

ownership of all offsetting sections. UNOCAL is being notified because or your subsurface ownership rights in
Sections 2 and 11.
It is requested that a letter of non-objection be written to AOGCC concerning this issue. This letter will be
submitted as part of Forcenergy's application to AOGCC concerning this spacing issue. This non-objection
letter is per your phone conversation with Gary Carlson on this matter.
