Forest Oil Corporation has requested an exception to the well spacing provisions
of 20 AAC 25.055(a)(3). The exception would allow drilling the West McArthur
River Unit #7 deviated oil well to an oil target closer than 1000' to a well capable
of producing from the same pool.
The Commission published notice of opportunity for public hearing in the
Anchorage Daily News on February 9, 2001 pursuant to 20 AAC 25.540.
No protests to the application were received.
FINDINGS:
.
The West McArthur River Unit #7 oil well will be drilled as a directional hole
from a surface location 2395' from the north line (FNL), 1337' from the west line
(FWL) of Section 16, T8N, R14W, Seward Meridian (SM) to a bottomhole
location of 625'FNL and 647"FWL of Section 10, T8N, R14W, SM.
An exception to the well spacing provisions of 20 AAC 25.055 (a)(3) is necessary
for the drilling of this well.
CONCLUSION:
Granting a spacing exception to allow drilling of the West McArthur River Unit #7 oil
well promotes efficient development and will not result in waste nor jeopardize
correlative rights.

Forest Oil's application for exception to the well spacing provisions of 20 AAC 25.055
(a)(3) for the purpose of drilling the West McArthur River Unit 7 oil well is approved.

AS 31.05.080 provides that within 20 days after receipt of written notice of the entry of an order, a person affected by it may file
with the Commission an application for rehearing. A request for rehearing must be received by 4:30 PM on the 23ra day following
the date of the order, or next working day ifa holiday or weekend, to be timely filed. The Commission shall grant or refuse the
application in whole or in part within I0 days. The Commission can refuse an application by not acting on it within the 10-day
period. An affected person has 30 days from the date the Commission refuses the application or mails (or otherwise distributes) an
order upon rehearing, both being the final order of the Commission, to appeal the decision to Superior Court. Where a request for
rehearing is denied by nonaction of the Commission, the 30-day period for appeal to Superior Court runs from the date on which
the request is deemed denied (i.e., l0th day after the application for rehearing was filed).

Re: West McArthur River Unit #7
Forest Oil Corporation. by letter dated January 23, 2001, has requested an
exception to the provisions of 20 AAC 25.055(a)(3) for the drilling of a second oil
producer in a governmental quarter section in the West McArthur River Unit.
The exception would allow Forest Oil corporation to drill the West McArthur
River Unit #7 well to a producing location of 1055' from the north line, 724'from the
west line, Section 10, T8N, R14W, Seward Meridian.
A person may submit a written protest or written comments on the requested
exemption prior to 4:00 PM on March 12, 2001 to the Alaska Oil and Gas Conservation
Commission, 333 West 7th Ave., Suite 100, Anchorage, Alaska 99501. In addition, the
Commission has tentatively set a public hearing for 1:30 PM, March 15, 2001 at the
Alaska Oil and Gas Conservation Commission, 333 West 7th Ave., Suite 100,
Anchorage, Alaska 9901. A person may request that the tentatively scheduled hearing be
held by filing a written request with the Commission prior to 4:00 on February 26, 2001.
If a request for a hearing is not timely filed, the Commission will consider the
issuance of an order without a hearing. To learn if the Commission will hold the
tentative hearing, please call 793-1221.
