THE APPLICATION OF Union )
Oil Company of California ) Conservation Order No. 512
("UNOCAL") for an order granting )
an exception to the spacing requirements of) Happy Valley No.5 Well
20 AAC 25.055(a)(4) to provide for the) Spacing Exception
drilling of the Happy Valley )
No.5 gas development Well. ) February 19, 2004
IT APPEARING THAT:
1. Union Oil Company of California ("UNOCAL") submitted an application dated
December 17, 2003 and received by the Alaska Oil and Gas Conservation
Commission on December 29, 2003, requesting exception to the well spacing
provisions of Title 20 AAC 25.055(a)(4) to allow the drilling of the Happy Valley
No.5.
2. Notice of opportunity for public hearing was published in the Anchorage Daily
News on January 8, 2004 pursuant to 20 AAC 25.540.
3. No protests to the application were received.
FINDINGS:
1.
The Happy Valley No.5 gas development well will be drilled as a deviated hole
with a surface location 1299 feet from the east line and 1264 feet from the south
line of Section 22, T2S R13W, Seward Meridian (SM) to a proposed bottomhole
location 408 feet from the west line and 789 feet from the south line of Section
14, T2S R13W, SM.
2.
The anticipated productive interval of the Happy Valley No.5 well is within
3,000 feet of the productive interval of the Happy Valley No.3 well.
3.
The Happy Valley No.3 and No.5 wells are both located within a unit known as
the Deep Creek Unit.
Offset landowners, owners and operators within 3,000 feet of the anticipated
productive interval of the Happy Valley No.5 well have been notified.
4.
5.
No protests to the spacing exception application were received.
(
('
The location of the Happy Valley No.5 well was selected as a favorable
structural postion for recovery of Beluga and Tyonek Formation gas reserves
that are not believed to be recoverable from the Happy Valley No.3 well.
6.
7.
An exception to the well spacing provisions of Title 20 AAC 25.055 (a)(4) is
necessary to allow the drilling of the Happy Valley No.5 gas development well.
CONCLUSIONS:
Information derived from the drilling of the Happy Valley No.5 is required to
delineate and allow for the efficient management of Deep Creek Unit gas
reserves.
1.
2.
Drilling and producing the Happy Valley No.5 well will not cause waste or
jeopardize correlative rights.
NOW, THEREFORE, IT IS ORDERED THAT:
UNOCAL's application is GRANTED.
DONE at Anchorage, Alaska and dated Febru
ohn 0 an, Chair
a Oil and Gas Conservation Commission
Daniel T. Seam nt, Jr., Commissioner

WAIVER REQUESTS
Unocal respectfully requests waivers to; .
(1.) AOGCC regulations 20 MC 25.035 (C)
(2.) AOGCC regulations 20 AAC 25.050 (C)(1)
WAIVER #1:
Unocal requests permission to drill the 12 114" surface hole to a depth of +f..
1037' without a diverter. AOGCC regulation 20 AAC 25.035 (h) (2)
stipulates: .
(hJ uUpon request f the operator, the commissiøn will, in its
discretion, apprôvè a variance ...... (2) from the diverter system
requirements in (C) of this section if the variance provides at least
equally effective means of diverting flow away 'rom the drill rig or if
drilling experience in the nearvic;nity indicates that a diverter
system is not necessary. 11 .
,
Based on our experience dril1ing 12%" surface holes in Happy Valley #1 &
. #2"it has been proven col'1cìusively that no shallow gas hazards exist
beneath this pad to a depth of at least 1037' BRT. The 12 'ih" surface hole
for Happy Valley #5 will be drilled from the same pad as Happy Valley #1
(suñace location +1.70~ away), and to the same depth as Happy Valley #1
surface hole.
"
Un.ocal Geologist, Dave.Buthman, has reviewed the shallow geology and
has prepared the following summary of the shallow lithology:
From surface to1 037' VD beneath . the Happy Valleysutface pad, we
anticipate the fol/owing lithologies;
0-300'; interbedded med to coarsegtail1edsand and coarse gravels
300-1037': interbedded light gray silty c/aystones argillaceous
siltstones, gray silty claystones, light gray fine to medium grained
sandstones, with a ff!w thin brown lighitic coals.
We do tJotanticipate any significant faulting, nor do we expect any
all or gas to Þe traþped1 as no suitable seals exist within this shallow
section. . .
For the purpose of basic risk mitigationJ Unocal will utilize a gel/native
spud mud which is expected to weigh approximately 9.3 ppg when drilling
at the planned surface hole TD of 1037', to etiminate the risk of a shallow
water flow.

WAIVER #2:
Unocal requests permission to drill the 12 %~' surface hole to +/-1037'
without surveying until after the 9 5/Su casing is cemented. AOGCC
regulation 20 MC 25.050 (h) stipulates:
(h) tlUpon application, the commission will, in its discretion waive all
or part of the directional survey requirements of this section or
approve alternate means for determining the location of a wellbore if
the variance at least equally ensures accurate surveying of the
wet/bore to prevent well intersection, to comply with spacing
requirements, and to ensure protection of correlative rights.'i
Due to plans to drill the 121J4Hsurface hole vertica1lyto 1Q37',there is no
cost-effective means to sutvey once each 500' as required in regulation
25.050 (C)(1). Unocat wHlobtaintherequired surveys at the first
opportunity after cementih~ the 9 5/8" casing, before drilling the a 112" hole,
to eliminate the risk ofäwelJ..to..well collision and ensure accuracy of the
