Forest Oil Corporation ("Forest"), by letter dated September 22, 2003 and received by the Alaska Oil and Gas Conservation Commission ("Commission") on September 24, 2003, requests exception to the drilling unit and well spacing provisions of 20 AAC 25.055 to allow drilling and operation of the Redoubt Unit No.7 ("RU #7") oil production well to a location that lies within 1 000 feet of, and wi thin the same governmental quarter section as, wells capable of producing from the same undefined oil pool. 2. The Commission requested additional information from Forest on September 25, 2003 and November 17, 2003. Supplemental information was received from Forest on December 18,2003. 3. Notice of opportunity for public hearing was published in the Anchorage Daily News on December 22, 2003 pursuant to 20 MC 25.540. 4. No protests to the application or requests for a public hearing were received. FINDINGS: 1. The RU #7 production well will be drilled as a deviated hole with a surface location 1960 feet from the south line and 272 feet from the east line of Section 14, T7N, RI4W, Seward Meridian ("SM") to Conservation order( Page 2 of 3 March 5, 2004 . 513 ( a bottom hole location 2000 feet from the north line and 1750 feet from the east line of Section 19, T7N, RI3W, SM. 2. The productive interval and bottom hole location of RU #7 lie within State Lease ADL 374002, which has been committed in its entirety to the Redoubt Unit. The productive interval and bottom hole location are more than 500' away from the nearest lease and unit boundaries. 3. Well spacing in Section 19 is regulated by the statewide spacing requirements of 20 AAC 25.055, which states in subsection (a)(3): "...if oil has been discovered, the drilling unit for the pool is a governmental quarter section; not more than one well may be drilled to and completed in that pool on any governmental quarter section; a well may not be drilled or completed closer than 1,000 feet to any well drilling to or capable of producing from the same pooL.." RU #7 will be the second oil producing wellbore within the northeast governmental quarter section of Section 19, and it will lie 800 feet from the producing interval in the Redoubt Unit No.6 well. RU #7 will be the third oil producing wellbore within the northwest governmental quarter section of Section 19, but it will lie more than 1000 feet from the producing interval in the Redoubt Unit No.1 and No.2 wells. 4. The location of the RU #7 well was selected as the most favorable structural position to optimize recovery of oil reserves in the Hemlock Formation that may not be recovered by existing wells due to faulting and structural location. 5. Offset landowners, owners and operators within 1,000 feet of the anticipated production interval of the RU #7 well have been notified. An exception to the well spacing prOVISIons of 20 MC 25.055 is necessary to allow the drilling and operation of the RU #7 production well. 2. Granting the requested spacing exception for the RU #7 well will promote more efficient recovery of oil reserves and will not result in waste or jeopardize the correlative rights of adjoining or nearby owners. NOW, THEREFORE, IT IS ORDERED: Forest's application for exception to well spacing provisions to allow the drilling and operation of the RU #7 production well is approved. DONE at Anchorage, Alaska and dated M , 2004. Daniel T. Seamount, Jr., Commissioner Alaska Oil and Gas Conservation Commission AS 31.05.080 provides that within 20 days after receipt of written notice of the entry of an order, a person affected by it may file with the Commission an application for rehearing. A request for rehearing must be received by 4:30 PM on the 23rd day following the date of the order, or next working day if a holiday or weekend, to be timely filed. The Commission shall grant or refuse the application in whole or in part within 10 days. The Commission can refuse an application by not acting on it within the 10-day period. An affected person has 30 days from the date the Commission refuses the application or mails (or otherwise distributes) an order upon rehearing, both being the final order of the Commission, to appeal the decision to Superior Court. Where a request for rehearing is denied by non action of the Commission, the 30-day period for appeal to Superior Court runs from the date on which the request is deemed denied i.e. 10th da after the a lication for rehearin was filed. The spacing exception for the RU #7 is requested in order t.o optimize oil recovery from the Hemlock formation in the Redoubt Unit ("RU") by 1.ocating it between the RU #1, RU #6, and RU #2 oil wells. Based upon decline curve analysis, the RU #1, RU #2, and RU #6 wells are projected to drain 50 acres, 90 acres, and 30 acres respectively. Attached hereto are two bubble maps (stamped confidential), utilizing the top structure map of the Hemlock formation, which depict the estimated ultimate recovery ("EUR") drainage areas for each of these wells. Forest requests that both of these bubble maps be treated and maintained as confidential pursuant to the relevant provisians of Alaska statutes and regulations. One map shaws the projected EUR based upon a radial drainage pattern, while the other map shows an elliptical drainage pattern. The elliptical pattern may be mare realistic c.onsidering the major fault north .of the RU #2 well and the pressure depletion measured in the RU #6 well (presumably fr.om the RU #1 well) pri.or to bringing it on line (based upon pressures taken from MDT testing). In either case, there appears to be a large un-swept area of oil n.orth .of the RU #2 well and south .of both the RU #1 and RU #6 wells. The RU #7 well is designed as a long reach high angle well ta effectively drain this un-swept area. Farest is the lessee and operator of all leases and properties within 1,000 feet of the RU #7 well and the State of Alaska is the lessor and 1and.owner of all these leases and properties. All leases and properties within 1,000 feet of the RU #7 well are also completely within the boundaries of the Redoubt Unit. I have attached an updated plat showing the location of the RU #7 well, all other completed and drilling wells on the property and all adjoining properties and wells. Depending on where the perfs are placed, Redoubt Unit #7 will be 2nd producer in NW 1/4 of See 19 or NE 1/4 of section 19. The lowest 1000 feet of the Redoubt Unit #7 borehole will also be <1000 feet from productive interval in Redoubt Unit #6. A spacing exception needed on both counts. Rob Stinson filed an incomplete application for a spacing exception on Sept. 22, 2003. On Sept. 25th, I let him know that the following additional information was needed: 1. A brief explanation for why the operator has chosen to drill the specified location. 2. The names of all owners, landowners, and operators of all properties within 1,000 feet of the well. 3. A notarized affidavit by a person acquainted with the facts verifying that all facts are true and that the plat correctly portrays pertinent and required data. Neither you nor Rob have supplied this information. Once Forest's application is complete, the public notice, comments and opportunity for hearing process will likely take about 6 weeks. The spacing exception for the RU #7 is requested in order to optimize oil recovery from the Hemlock formation in the Redoubt Unit ("RU") by locating it between the RU #1, RU #6, and RU #2 oil wells. Based upon decline curve analysis, theRU #1, RU #2, and RU #6 wells are projected to drain 50 acres, 90 acres, and 30 acres respectively. Attached hereto are two bubble maps (stamped confidential), utilizing the top structure map of the Hemlock formation, which depict the estimated ultimate recovery ("BUR") drainage areas for each of these wells. Forest requests that both of these bubble maps be treated and maintained as confidential pursuant to the relevant provisions of Alaska statutes and regulations. One map shows the projected BUR based upon a radial drainage pattern, while the other map shows an elliptical drainage pattern. The elliptical pattern may be more realistic considering the major fault north of the RU #2 well and the pressure depletion measured in the RU #6 well (presumably from the RU #1 well) prior to bringing it on line (based upon pressures taken from MDT testing). In either case, there appears to be a large un-swept area of oil north of the RU #2 well and south of both the RU #1 and RU #6 wells. The RU #7 well is designed as a long reach high angle well to effectively drain this un-swept area. Forest is the lessee and operator of all leases and properties within 1,000 feet of the RU #7 well and the State of Alaska is the lessor and landowner of all these leases and properties. All leases and properties within 1,000 feet of the RU #7 well are also completely within the boundaries of the Redoubt Unit. I have attached an updated plat showing the location of the RU #7 well, all other completed and drilling wells on the property and all adjoining properties and wells.
