The Commission has tentatively set a public hearing on this application for June 22, 2004 at 9:00 am at the offices of the Alaska Oil and Gas Conservation Commission at 333 West ih Avenue, Suite 100, Anchorage, Alaska 99501. Tabler, Manager Land/Government Affairs April 30, 2004 Mr. Bob Crandall Alaska Oil and Gas Conservation COlnmission 333 West 7th Avenue, Suite 100 Anchorage, Alaska 99501 APPLICATION FOR SPACING EXCEPTION Swanson River Unit (SRU) 231-16 well A-028277, A-028405 Dear Mr. Crandall: Union Oil COlnpany of California (Unocal) hereby sublnits this Application for Spacing Exception to drill the referenced "SRU 231-16" well in the Swanson River Field. Our anticipated spud date is in May, 2004. In accordance with 20 AAC 25.005 (a), a Permit to Drill and associated filing fees are filed herewith. The SRU 231-16 well is situated in governlnental Section 16, Township 8N - Range 9W S.M. and lnay require a spacing exception in accordance with 20 AAC 25.055 (a)(2). Should the results of the SRU 231-16 well be successful, said well will be within 1,500' of the unit boundary and a property line with a different royalty percentage landowner. This regulation provides in pertinent part, "a well bore lnay be open to test or regular production within 1,500 feet of a property line only if the owner is the Saine and the landowner is the Saine on both sides of the line." In this instance the owner and the landowner are the Saine on each side of the property line and unit boundary however, the Saine landowners hold different royalty percentages in the captioned offsetting leases. Although Unocal believes the landowner is the same per the definition of landowner (AS 31.05.170 (7)), in an overabundance of caution, we are sublnitting this application for spacing exception. This well location is structurally high on the fonnation and is a crestal withdrawal based on seislnic, dip lneter and subsurface data available to Unocal. At the date of this mailing, in accordance with 20 AAC 25.055 (d)(1), notice of our intent to drill has been sent by certified mail to all owners, landowners, and operators of all outlying properties within 3,000 feet of the SRU 231-16 well. This application was sent to each landowner and constitutes "landowner notice". Certified mailing receipts are attached to this application. Pursuant to 20 AAC 25.055 (d)(2), enclosed is a plat, identified as Exhibit "A", which shows the location of the well for which the exception is sought and all adjoining properties. Also enclosed, Exhibit "A -1" identifies the owners, landowners and operators associated with each tract. Pursuant to 20 AAC 25.055 (d)(3), an affidavit is enclosed stating the undersigned is acquainted with the facts and verifying that all facts are true.
