ConocoPhillips Alaska, Inc. ("CPAI"), by letter dated June 25, 2004 and received by the Alaska Oil and Gas Conservation Commission ("Commission") on June 29, 2004, requests exception to the well spacing provisions of Rule 3 of Conservation Order No. 432B ("CO 432B") to allow drilling and operation of the Kuparuk River Unit ("KRU") lY-24A and lY-24ALl multilateral oil production well bores to locations within the same governmental quarter sections as other wells open to the Kuparuk River Oil Pool; 2. 3. , ~ 4. Notice of opportunity for public hearing was published in the Anchorage Daily News on July 16,2004 pursuant to 20 AAC 25.540; All owners, landowners and operators within 1000 feet of the anticipated productive interval and all operators of wells within 200 feet of the proposed wellbores have been notified; and No protests to the application or requests for hearing have been received. FINDINGS: I 1. KRU lY-24A will be redrilled as a replacement well bore for existing well KRU lY-24 and KRU lY-24ALl will be drilled as a deviated, multilateral well bore branching from the new oil production well KRU 1 Y -24A. 2. The surface location ofKRU lY-24 is 570 feet from the north line and 1762 feet from the west line of Section 1, TllN, R9E, OM. The proposed bottom hole location ofKRU 1 Y- 24A is 4,900 feet from the north line and 3,970 feet from the east line of Section 1, TllN, R9E, OM. The proposed bottom hole location ofKRU lY-24ALl is 1,697 feet from the north line and 2,025 feet from the east line of Section 12, TlIN, R9E, OM. 3. KRU lY-24A and lY-24ALl will lie entirely within State Lease ADL 25646. ADL 25646 is committed to the Kuparuk River Unit and the Kuparuk Participating Area. The ownership interests in this lease has been consistently cross-assigned, with the owners I·, . . being CPAI (55.29%), BP Exploration (Alaska) Inc. (39.28%), Union Oil Company of California (4.95%), ExxonMobil Alaska Production Inc. (0.36%), and Chevron USA Inc. (0.11 %). The State of Alaska is the landowner for the lease. 1"~ 4. CP AI is the designated operator of lease ADL 25646. 5. Well spacing in Sections 1 and 12 of T1IN, R9E, UM is regulated by Rule 3 of Conservation Order 432B ("CO 432B"), which supersedes statewide spacing requirements of20 AAC 25.055. Rule 3 of CO 432B states in part: I", . .' ........~.."..'.......,-,., .....:.., . .- ~~ ,-, "Not more than one well may be drilled on any governmental quarter section or governmental lot corresponding to it ... nor may the pool be opened in a well bore ... closer than 1,000 feet to the pool opened to the well bore in another well." 6. According to the definitions provided in 20 AAC 25.990(73)(B), the term "well:" "includes a well with multiple well branches drilled to different bottom hole locations." 7. As proposed, KRU lY-24A be the second well bore open to the pool within the NE 1,4 of Section 12, TllN, R09E, Umiat Meridian ("UM"), the second well bore open to the pool within the SE 1,4 of Section 1, TllN, R09E, UM, and the third well bore open to the pool in the SW ~ of Section 1, TllN, R09E, UM. KRU IY-24A will also open the Kuparuk River Oil Pool less than 1,000' distant from KRU 1 Y -07. 8. As proposed, KRU IY-24ALI will require an exception to Rule 3 of CO 432B. This multilateral well bore will be the third well bore open to the pool in the NE ~ of Section 12, TllN, R9E, UM. KRU IY-24ALI will also open the Kuparuk River Oil Pool less than 1,000' distant from KRU 2Z-05. ,...... 0$, 9. The locations ofKRU 1Y-24A and KRU lY-24ALl were selected as the most favorable structural position to recover oil reserves in the Kuparuk River Oil Pool that are not recoverable with the current well pattern. 10. All owners, landowners and operators within 1,000 feet of the anticipated productive interval ofKRU lY-24A and KRU IY-24ALI and all operators of wells within 200 feet of the proposed wellbores have been notified. CONCLUSIONS: , 1. An exception to the well spacing provisions of Rule 3, CO 432B is necessary to allow drilling and operation of the KRU lY-24A production well bore; 2. An exception to the well spacing provisions of Rule 3, CO 432B is necessary to allow drilling and operation of the KRU 1 Y -24ALl multilateral production well bore; and 3. Granting the requested spacing exception for the KRU lY-24A and KRU 1Y-24ALl well bores will promote more efficient recovery of oil reserves and will not result in waste or jeopardize the correlative rights of adjoining or nearby owners. Seamount, Jr., Commissioner Alaska Oil and Gas Conservation Commission AS 31.05.080 provides that within 20 days after receipt of written notice of the entry of an order, a person affected by it may file with the Commission an application for rehearing. A request for rehearing must be received by 4:30 PM on the 23rd day following the date of the order, or next working day if a holiday or weekend, to be timely filed. The Commission shall grant or refuse the application in whole or in part within 10 days. The Commission can refuse an application by not acting on it within the lO-day period. An affected person has 30 days from the date the Commission refuses the application or mails (or otherwise distributes) an order upon rehearing, both being the final order of the Commission, to appeal the decision to Superior Court. Where a request for rehearing is denied by nonaction of the Commission, the 30-day period for appeal to Superior Court runs from the date on which the request is deemed denied (i.e., 10th day after the ap lication for rehearing was filed. t . You need also to provide AOGCC with a list of the names of affected owners, landowners, operators ("owner" means the person or company who had the right to drill into and produce from a pool; "landowner" means the owner of the subsurface estate of the affected tract; "operator" means an owner or person authorized by an owner who is responsible for drilling, development, production, injection, disposal, storage, abandonment and location clearance). 1 need a more specific list other than "co-owners" per 20 AAC 25.055(d)(1). The proposed 1 Y-24A L 1 and L2 are designed as an infill Kuparuk A sand multilateral producer to replace the existing 1Y-24 A sand producer which has experience a liner failure. This infill well will recover A Sand waterflood and enhanced oil recovery (EOR) reserves that are banked along a sealing fault to the South and due to a failure of the original wellbore. Risked A Sand incremental WF and EOR reserves for this project are 1.035 MMST80. These reserves are not recoverable with the current well pattern configuration. The requested exception refers to the well spacing requirements specified in Rule 3 of Conservation Order 4328, which states: "Not more than one well may be drilled on any governmental quarter section...", because portions of 1Y-24A L1 and L2 will lie within the NE 14 Section 12 T11N, R9E (1st wells in this qtr section are 2Z-05 & 2Z-22), SW 14 of Section 1 T11N, R9E (1st wells in this qtr section are 1Y- 07 & 2Z-20), and SE 14 of Section 1, T11 N, R9E (1 st well in this qtr section is 1 Y-23) those portions of the laterals will be the second or third wells drilled in those quarter sections. Property line considerations do not apply, as the well bores will be in the heart of the Kuparuk River Unit and therefore will be more than 500 feet from a property line where ownership or landownership changes. The exception also refers to the spacing requirement specified in Rule 3 of CO 4328, which states: ".. .nor may the pool be opened in a well bore that is closer than 500 feet to any property line nor closer than 1,000 feet to the pool opened to the well bore in another welL..", because a portion of 1 Y -24A L1 will lie within 1,000 feet of 1 Y -07 (-798 feet at the closest point) and a portion of 1Y-24A L2 will lie within 1,000 feet of 2Z-05 (-1,000 feet at the closest point) which are both completed in the same pool.
