IT APPEARING THAT:
1. ConocoPhillips Alaska, Inc. ("CP AI"), by letter dated August 30, 2004 and
received by the Alaska Oil and Gas Conservation Commission ("Commission")
that same day, requests exception to the well spacing provisions of Rule 3 of
Conservation Order No. 432B ("CO 432B") to allow drilling and operation of the
onshore Kuparuk River Unit ("KRU") IF-I8A production well and IF-I8ALI
multilateral oil production well to locations within the same governmental quarter
sections as, and less than 1,000 feet from, other wells open to the Kuparuk River
Oil Pool;
2. Notice of opportunity for public hearing was published in the Anchorage Daily
News on September 10,2004 pursuant to 20 AAC 25.540;
3. Offset landowners, owners and operators within 1,000 feet of the anticipated
productive interval have all been notified; and
4. No protests to the application or requests for hearing have been received.
FINDINGS:
1. KRU IF-I8A will be redrilled as a replacement, horizontal wellbore for existing
well KRU IF-I8 and KRU IF-I8ALI will be drilled as a horizontal, multilateral
well bore branching from KRU IF-I8A.
2. The surface location of well KRU IF-I8 is 792 feet from the north line and 455
feet from the east line of Section 19, TIIN, RIOE, UM. The proposed bottom
hole location of KRU IF-I8A is 2,793 feet from the south line and 2,223 feet
from the west line of Section 17, TIIN, RIOE, UM. The proposed bottom hole

location ofKRU IF-I8ALI is 2,839 feet from the south line and 2,222 feet from
the west line of Section 17, TIIN, RIDE, UM.
3. KRU IF-I8A and IF-I8ALI will lie entirely within State Lease ADL 25652.
ADL 25652 is committed to the Kuparuk River Unit and the Kuparuk
Participating Area. The ownership interests in this lease has been consistently
cross-assigned, with the owners being CP AI (55.29%), BP Exploration (Alaska)
Inc. (39.28%), Union Oil Company of California (4.95%), ExxonMobil Alaska
Production Inc. (0.36%), and Chevron USA Inc. (0.11 %). The State of Alaska is
the landowner for the lease.
4. CP AI is the designated operator of lease ADL 25652.
5. Well spacing in Section 17 of TIIN, RIOE, UM is regulated by Rule 3 of
Conservation Order 432B ("CO 432B"), which supersedes statewide spacing
requirements of 20 AAC 25.055. Rule 3 of CO 432B states in part:
"N ot more than one well may be drilled on any governmental quarter
section or governmental lot corresponding to it ... nor may the pool be
opened in a well bore... closer than 1,000 feet to the pool opened to the
well bore in another well."
6. According to the definitions provided in 20 AAC 25.990(73)(B), the term "well:"
"includes a well with multiple well branches drilled to different bottom hole
locations. "
7. As proposed, KRU IF-I8A will require exception to Rule 3 of CO 432B. This
well bore as proposed will be the second well bore open to the pool within the
NW ~ of Section 17, TIIN, RIDE, UM, and it will lie approximately 800' from
the interval open to the pool in existing injection well KRU IF-I3.
8. As proposed, KRU IF-I8ALI will require exception to Rule 3 of CO 432B. This
multilateral well bore as proposed will be the third well bore open to the pool
within the NW ~ of Section 17, TIIN, RIOE, UM, and it will lie about 975' from
the interval open to the pool in existing injection well KRU IF-13.
9. The locations ofKRU IF-I8A and IF-I8ALI were selected as the most favorable
structural position to recover oil reserves in the Kuparuk River Oil Pool that are
not recoverable with the current well pattern.
10. Offset landowners, owners and operators within 1,000 feet of the anticipated
productive interval of KRU IF-I8A and IF-I8ALI have all been notified.

CONCLUSIONS:
)
1. An exception to the well spacing provisions of Rule 3, CO 432B is necessary to
allow drilling and operation of the KRU IF-I8A well bore.
2. An exception to the well spacing provisions of Rule 3, CO 432B is necessary to
allow drilling and operation of the KRU IF-I8ALI multilateral well bore.
3. Granting the requested spacing exception for the KRU IF-I8A and IF-I8ALI
well bores will promote more efficient recovery of oil reserves and will not result
in waste or jeopardize the correlative rights of adjoining or nearby owners.
NOW, THEREFORE, IT IS ORDERED:
CP AI's application for exception to well spacing provisions to allow the drilling
and operation of the KRU IF-I8A and IF-I8ALI well bores is approved.

AS 31.05.080 provides that within 20 days after receipt of written notice of the entry of an order, a person affected
by it may file with the Commission an application for rehearing. A request for rehearing must be received by
4:30 PM on the 23rd day following the date of the order, or next working day if a holiday or weekend, to be timely
filed. The Commission shall grant or refuse the application in whole or in part within 10 days. The Commission
can refuse an application by not acting on it within the I O-day period. An affected person has 30 days from the date
the Commission refuses the application or mails (or otherwise distributes) an order upon rehearing, both being the
final order of the Commission, to appeal the decision to Superior Court. Where a request for rehearing is denied by
nonaction of the Commission, the 30-day period for appeal to Superior Court runs from the date on which the

Re: The application of ConocoPhillips Alaska, Inc. ("ConocoPhillips") for a spacing
exception to allow the drilling and operation of the Kuparuk River Unit ("KRU") 1F-18A and
KRU IF-18AL1 onshore oil production well bores in accordance with Rule 3 of Conservation
Order No. 432B.
ConocoPhillips, by letter dated August 30, 2004 and received by the Alaska Oil and Gas
Conservation Commission ("Commission") that same day, has requested an exception to the well
spacing provisions of Rule 3 of Conservation Order No. 432B to allow drilling and operation of
the KRU 1F-18A and KRU 1F-18AL1 well bores. These onshore oil production well bores will
be drilled to locations within the same governmental quarter sections as other wells capable of
producing from, or injecting into, the Kuparuk River Oil Pool. Sidetracked well bore KRU 1F-
18A be the second well bore open to the pool within the NW ~ of Section 17, TllN, R10E,
Umiat Meridian ("UM"). Multilateral well bore KRU 1F-18AL1 will be the third well bore open
to the pool within the NW ~ of Section 17, T11N, R10E, UM.
KRU IF-18A and KRU 1F-18AL1 will be drilled as sidetracked and multilateral well
bores branching from existing production well KRU 1F-18. The surface location of well KRU
IF-18 is 792 feet from the north line and 455 feet from the east line of Section 19, TllN, RI0E,
UM. The proposed bottom hole location of KRU 1F-18A is 2,793 feet from the south line and
2,223 feet from the west line of Section 17, TllN, R10E, UM. The proposed bottom hole
location ofKRU 1F-18AL1 is 2,839 feet from the south line and 2,222 feet from the west line of
Section 17, TIIN, RI0E, UM.
The Commission has tentatively scheduled a public hearing on this application for October 19,
2004 at 9:00 am at the offices of the Alaska Oil and Gas Conservation Commission at 333 West
7th Avenue, Suite 100, Anchorage, Alaska 99501. A person may request that the tentatively
scheduled hearing be held by filing a written request with the Commission no later than 4:30 pm
on September 28, 2004.
If a request for a hearing is not timely filed, the Commission may consider the issuance of an
order without a hearing. To learn if the Commission will hold the public hearing, please call 793-
1221. .
In addition, a person may submit written comments regarding this application to the Alaska Oil
and Gas Conservation Commission at 333 West ih Avenue, Suite 100, Anchorage, Alaska 9950l.
Written comments must be received no later than 4:30 pm on October 11, 2004 except that if the
Commission decides to hold a public hearing, written protest or comments must be received 110
later than the conclusion of the October 19, 2004 hearing.

Dear Commissioner:
ConocoPhillips Alaska, Inc. hereby applies for a Spacing Exception for onshore production well, KRU 1 F-
18A and 1 F-18A L 1, a multilateral development well. The proposed 1 F-18A and 1 F-18A L 1 are designed
as an infill Kuparuk A and C sand multilateral producer to replace the existing 1 F-18 A and C sand
producer which has experience a liner failure. The 1 F-18A lateral will be drilled first and access C sand
pay and the 1 F-18A L 1 will be drilled second and acces§ A sand pay. This infill well will recover A and C
Sand waterflood and enhanced oil recovery (EaR) r~$erves that are no longer recoverable with the
current well bore and potentially produce unswept reserves in the Eastern half of the pattern. These
reserves are not recoverable with the current well pattern configuration.
The requested exception refers to the well spacing requirements specified in Rule 3 of Conservation
Order 432B, which states: IINot more than one well may be drilled on any governmental quarter
section...II, because the majority of 1F-18A and 1F-18A L1 will lie within the NW % Section 17 T11N,
R10E (1st well in this qtr section is 1F-13), and a portion lies within the NE % of Section 17 T11N, R10E
(1 st wells in this qtr section are 1A-28 & 1 F-06) those portions of the laterals will be the second or third
wells drilled in those quarter sections. Property line considerations do not apply, as the well bores will be
in the heart of the Kuparuk River Unit and therefore will be more than 500 feet from a property line where
ownership or landownership changes. The TO point of each lateral will be about 34,500 feet from the
KRU Unit Boundary. The exception also refers to the spacing requirement specified in Rule 3 of CO
432B, which states: "... nor may the pool be opened in a well bore that is closer than 500 feet to any
property line nor closer than 1,000 feet to the pool opened to the well bore in another well...", because a
portion of 1F-18A and 1F-18A L 1 will lie within 1,000 feet of 1F-13 (-791 & 975 feet at the closest point
respectively) which is completed in the same pool.
