IT APPEARING THAT:
1. Union Oil Company of Cali fomi a (UNOCAL) submitted an application dated
August 23,2004 requesting exception to the well spacing provisions of Title 20
AAC 25.055(a)(2) to allow drilling the Swanson River Unit (SRU) KGSF No.
7 A, gas storage well to a location which is within 1500 feet of a property line
between two landowners;
2. Notice of opportunity for public hearing was published in the Anchorage Daily
News on August 30, 2004 pursuant to 20 AAC 25.540; and
3. No protests to the application or requests for hearing were received.
FINDINGS:
1. The SRU KGSF No.7 A gas storage well will be drilled as a vertical hole with a
surface location 425 feet from the east line and 1999 feet from the south line of
Section 28, T8N R9W, Seward Meridian (SM).
2. The proposed storage interval of the SRU KGSF No. 7A well will be located
within 1500 feet of the boundary between lease A-028399 with the Bureau of
Land Management as landowner and lease A-028406 with Cook Inlet Region,
Inc. as landowner.
3. Offset landowners, owners and operators within 3,000 feet of the anticipated
storage interval of the SRU KGSF No.7 A well have been notified.

The location of the SRU KGSF No.7 A well was selected on the basis of
anticipated favorable structural position and stratigraphic conditions for
recovery of stored gas reserves
5.
An exception to the well spacing provisions of Title 20 AAC 25.055 (a)(2) is
necessary to allow the drilling of the SRU KGSF No. 7A gas storage well.
CONCLUSIONS:
1.
Drilling and producing the SRU KGSF No.7 A gas storage well will not cause
waste or jeopardize con-elative rights.
NOW, THEREFORE, IT IS ORDERED:
UNOCAL's application is granted.

Alaska Oil and Gas Conservation Commission
AS 31.05.080 provides that within 20 days after receipt of written notice of the entry of an order, a person affected by it may file
with the Commission an application for rehearing. A request for rehearing must be received by 4:30 PM on the 23rd day following
the date of the order, or next working day if a holiday or weekend, to be timely filed. The Commission shall grant or refuse the
application in whole or in part within 10 days. The Commission can refuse an application by not acting on it within the 10-day
périod. An affected person has 30 days from the date the Commission refuses the application or mails (or otherwise distributes) an
order upon rehearing, both being the final order of the Commission, to appeal the decision to Superior Court. Where a request for
rehearing is denied by nonaction of the Commission, the 30-day period for appeal to Superior Court runs from the date on which
the request is deemed denied (i.e., lOth day after the application for rehearing was filed).

Re:
The application of Union Oil of California ("UNOCAL") for a spacing exception to allow the
drilling and production of the KGSF #7A gas storage well in aC,cordance with 20 AAC 25.055.
UNOCAL by letter dated August 23, 2004 and received by the Alaska Oil and
Gas Conservation Commission ("Commission") on August 25, 2004 has requested the
Commission to issue an order in confonnance with 20 AAC 25.055 allowing regular
production of the KGSF #7 A gas storage well, which if successful may be open to regular
production within 1,500 feet of a property line. The surface and bottomhole locations of
the proposed vertical well is 1999 feet from the south line and 425 feet from the east line
of Section 28, T8N, R9W, SM.
The Commission has tentatively scheduled a public hearing on this application for
October 5, 2004 at 9:00 am at the offices of the Alaska Oil and Gas Conservation
Commission at 333 West 7th Avenue, Suite 100, Anchorage, Alaska 99501. A person
may request that the tentatively scheduled hearing be held by filing a written request with
the Commission no later than 4:30 pm on September 15,2004.
If a request for a hearing is not timely filed, the Commission may consider the
issuance of an order without a hearing. To learn if the Commission will hold the public
hearing, please call 793-1221.
In addition, a person may submit written comments regarding this application to
the Alaska Oil and Gas Conservation Commission at 333 West 7th Avenue, Suite 100,
Anchorage, Alaska 99501. Written comments must be received no later than 4:30 pm on
October 1, 2004 except that if the Commission decides to hold a public hearing, written
protest or comments must be received no later than the conclusion of the October 5, 2004
hearing.

Bob: The KGSF #7a well drilling permit recently submitted with an attached application for spacing
exception will be used as a gas storage well for the injection and subsequent redelivery of natural gas
for sales to the utility market. The immediate need and purpose of this particular well is to increase
deliverability of already injected gas into the Tyonek 64-5 reservoir. We will however, use this well to
inject natural gas during the summer months and produce it back out of the reservoir in the winter
months for utility sales when gas deliverability is stressed the most. Kevin

Dear Mr. Crandall:
Union Oil Company of California (Unocal) hereby submits this Application for Spacing
Exception to drill the referenced "SRU KGSF #1 well in the Swanson River Field. Our
anticipated spud date is late August, 2004. In accordance with 20 AAC 25.005 (a), a Permit
to Drill and associated filing fees are filed herewith.
The SRU KGSF¡J#7well is situated in governmental Section 28, Township 8N - Range
9W S.M. and may require a spacing exc~tion in accordance with 20 AAC 25.055 (a)(2).
Should the results of the SRU KGSF #7«rell be successful, said well will be within 1,500'
of a property line with a different royalty percentage landowner. This regulation provides
in pertinent part, "a wellbore may be open to test or regular production within 1,500 feet
of a property line only if the owner is the same and the landowner is the same on both
sides of the line." In this instance the owner and the landowner are the same on each side
of the property line and unit boundary however, the same landowners hold different
royalty percentages in the captioned offsetting leases. Although Unocal believes the
landowner is the same per the definition of landowner (AS 31.05.170 (7)), in an
overabundance of caution, we are submitting this application for spacing exception
should you deem it necessary. This well location is better positioned and structurally
higher on the formation than the original SRU KGSF #7 well and is a crestal withdrawal
based on new well information, seismic, dip meter and subsurface data available to

Unocal. Well information from the original SRU KGSF #7 well revealed poorer
reservoir quality rock structurally down dip than anticipated. Our intent is to kick off the
SRU KGSF #7 well to a location further up dip in the formation thus making this well a
better injection well candidate. Additionally, the correlative rights of all affected
owners, landowners and operators will be protected by exception approval.
At the date of this mailing, in accordance with 20 AAC 25.055 (d)(l), notice of our intent
to drill has been sent by certified mail to all owners, landowners, and operators of all
outlying properties within 3,000 feet of the SRU KGSF #7well. This application was
sent to each landowner and constitutes "landowner notice". Certified mailing receipts are
attached to this application.
Pursuant to 20 AAC 25.055 (d)(2), enclosed is a plat, identified as Exhibit "A", which
shows the location of the well for which the exception is sought and all adjoining
properties. Also enclosed, Exhibit "A-I" identifies the owners, landowners and operators
associated with each tract.
Pursuant to 20 AAC 25.055 (d)(3), an affidavit is enclosed stating the undersigned is
acquainted with the facts and verifying that all facts are true.
It is requested that the Commission expedite approval of this exception application, if
necessary, to the statewide spacing regulation for the drilling of the proposed SRU KGSF
#7 well. This expedited review is requested as we have a drilling rig on location
finishing up the drilling of well SRU KGSF #7 and any delay will incur significant drill
rig standby charges.
