N. Pretty Creek No.1 & No.2 Gas Wells
Gentlemen:
On December 20,2004 Pelican Hill Oil and Gas Inc. applied for a spacing exception for two N. Pretty Creek
wells. The proposed locations for these two straight holes at that time were as follows:

As proposed, both wells would have been in the same governmental section and a spacing exception would
have been required. The request for a spacing exception addressed that issue.
Since filing that request for an exception, Jim Rose and I visited the sites again and examined the proposed
surface areas in more detail. Also along on that trip were Mark Fink, Department ofFish and Game, Bruce
Webb, Division of Oil and Gas and Ben Greene, Alaska Coastal Management Program. Since both of these
proposed sites are within the Susitna Flats State Game Refuge, we were most interested in obtaining the views
of Mr. Fink.
Foremost, we found that the proposed location for the N. Pretty Creek No.2 not to be within the vegetation
designation as transferred fTom the vegetation map to the aerial photo. Instead of being in "deciduous mixed
forest, 40-80 years old', it is actually in "sphagnum bog". Therefore, the original reason for selecting the above
location for the Pretty Creek No.2 well no longer exists. With the concurrence ofMr. Fink, this proposed well
was been moved to the north such that it is now located in section 15.
These two sites have now been surveyed and platted and the survey plats are attached herewith. The surveyed
locations for these two straight holes are:

Medrick Northrop of the US Corps of Engineers has been notified of this change of location for the N. Pretty
Creek No.2 well. Pelican Hill anticipates that full approval by the COE will be forthcoming.
Pelican Hill hereby withdraws that the above referenced request for a spacing exception.

Gentlemen:
Pelican Hill Oil and Gas Inc. is preparing to drill two gas wells in the onshore area between the Pretty Creek
and Lewis River gas fields. The proposed locations for these two straight holes are as follows:

350' FNL & 2,530' FWL
Section 20 AAC 25.055(2) of the regulations requires:
"for a well drilling for gas, a well bore may be open to test or regular production within 1,500 feet of a
property line only if the owner is the same and the landowner is the same on both sides of the line;"
Section 20 AAC 25.055(4) of the regulations requires:
" if gas has been discovered, the drilling unit for the pool is a governmental section; not more than
one well may be drilled to and completed in that pool on any governmental section; a well may not
be drilled or completed closer that 3,000 feet to any well drilling to or capable of producing from the
same pool;"
Pelican Hill is proposing the drilling of two wells, both in Sec. 22-TI4N-R9W. The second well, N. Pretty
Creek No.2, is located only 350 feet inside Section 22, the same section as for the N. Pretty Creek No.1 well.
The N. Pretty Creek No.2 was proposed for drilling within the same section due to the terrain change that is
present farther to the north. As proposed, the well would be located in "deciduous mixed forest, 40 to 80 years
old. Beyond this point would have placed the well in "sphagnum bog".
It should be noted that the 1,500 foot setback requirement given in Section 20 AAC 25.055(2) for gas wells is
being honored. Also, if productive, these two wells would be more than 3,000 feet apart as required by Section
20 AAC 25.055(4).

It is Pelican Hill's position that drilling N. Pretty Creek No.2 within the superior environmental location as
proposed is of greater importance than strict adherence to the spacing requirements of Section 20 AAC
25.055(4). Weare asking that the requirement of no more than one gas well within a governmental section be
waived for the reasons given above.
