MOC, by letter dated October 7, 2005, has requested the Commission issue an order in conformance with 20 AAC 25.055 (a)( 4) allowing drilling, completion, testing and regular production of the Grassim OskolkoffNo. 4 (GO No.4) gas exploration well, which if productive may be open to regular production within the same governmental section as a well capable of producing from the same pool. 2. The Commission published notice of opportunity for public hearing in the Anchorage Daily News on October 23, 2005, pursuant to 20 AAC 25.540. 3. MOC supplied additional information to the Commission on November 8, 2005. 4. No protests to the application or requests for hearing were received. FINDINGS: 1. The GO No.4 well is proposed as a deviated well with a surface location 2399 feet from the West Line and 3167 feet from the South Line of Section 23 TIN, R 13 W, Seward Merdian (S.M.) and a bottom hole location 2158 feet from the East Line and 1000 feet from the South Line of Section 15, TIN, RI3W, SM. 2. The GO No.4 well will test the Beluga Formation and Upper Tyonek Formation in the central portion of the exploratory Ninilchik Unit. 3. The projected top of the Beluga Formation in the GO No.4 well is constrained by abundant well and seismic data and is anticipated to be penetrated at a distance greater than 2000 feet from the external boundary of the Nini1chik Unit. 4. The GO No.4 well will be drilled within 3000 feet of the GO No.1 development gas well. The GO No.1 well is currently producing natural gas from sandstone reservoirs within the Tyonek Formation, from intervals deeper than the section the GO No.4 will test. MOC sent notice of the application for exception to the well spacing requirements of20 AAC 25.055 for the GO No.4 well to all owners, landowners and operators within 3000 feet of the section within the GO. No.4 well anticipated to be gas bearing. 7. MOC will not complete gas bearing intervals common to the GO No.1 well within the GO No.4 well. 8. An exception to the well spacing provisions of20 AAC 25.055 (a)(4) is necessary for the drilling, completion, testing and regular production of the GO No.4 well. 9. The Commission received no objections or protests from the public notice regarding the GO No.4 well. CONCLUSIONS: 1. An exception to the well spacing requirements of20 AAC 25.055 (a)(4) is necessary to allow drilling, completion, testing and regular production of the Ninilchik Unit, Grassim OskolkoffNo. 4 gas exploration well. 2. The Location Exception for the GO#4 well is requested in anticipation of accessing potentially productive intervals in the Beluga and upper Tyonek formations at points where the wellbore encroaches upon and crosses a lease boundary. The GO#4 is designed to penetrate the prospective zones in a more favorable structural position than the nearby GO#l well. These prospective Beluga and Tyonek zones in the GO#4 will not be completed in the GO #1 for some time because of currently producing deeper Tyonek zones. However, at such time that Marathon desires to open these zones in the GO# 1, we will make application for the appropriate Location Exception for the GO# 1 well.
