IT APPEARING THAT:
1. Aurora Gas, LLC ("Aurora"), by a letter dated June 7, 2007 and received by the
Alaska Oil and Gas Conservation Commission ("Commission") on June 12,2007 and
amended on June 19, 2007, has requested an order allowing an exception to the
spacing requirements of 20 AAC 25.055(a)(4) to allow drilling, completion, testing
and regular production of the Moquawkie No.4 gas development well within the
same governmental section and within 3,000 feet of another well capable of
producing from the same pool.
2. Pursuant to 20 AAC 25.540, on June 21, 2007, the Commission published in the
Anchorage Daily News notice of opportunity for public hearing on July 26,2007.
3. No protests to or comments on the application or requests for a hearing were
received.
4. The Commission vacated the public hearing on July 23, 2007.
FINDINGS:
1. Aurora sent notice of the application for an exception to the well spacing
requirements of 20 AAC 25.055 by certified mail to all owners, landowners, and
operators of all properties within 3,000 feet of the anticipated productive interval of
the proposed Moquawkie No.4 well.
2. Moquawkie No.4 is proposed as a vertical gas development well with surface and
bottom hole locations 1,121 feet from the north line and 1,259 feet from the east line
of Section 1, TUN, RI2W, Seward Meridian.
3. Moquawkie No.4 would lie within Cook Inlet Region, Inc. ("CIRI") lease C-061390,
and it would penetrate target reservoirs in the Beluga and Tyonek Formations.

4. Aurora is the owner and operator of lease C-061390. CIRI is the only affected
landowner.
5. Simpco Moquawkie No. 1 and Moquawkie No. 1 are shut-in gas development wells
about 1,500 feet to the north and 1,200 feet to the southwest, respectively. These
wells are open to the Tyonek Formation.
6. Moquawkie No.3 is an active gas producer about 1,150 feet to the southwest and is
open to the Beluga and Tyonek Formations.
7. Moquawkie No.4 will be completed in the Beluga and Tyonek Formation reservoirs
which are typically laterally discontinuous. However, there is a possibility that some
ofthe perforated zones in Moquawkie No.4 would be continuous with those of offset
wells.
CONCLUSIONS:
1. An exception to 20 AAC 25.055(a)(4) is necessary to allow drilling, completion,
testing and regular production ofthe Moquawkie No.4 gas delineation well.
2. Granting a spacing exception to allow drilling, completion, testing and regular
production of the Moquawkie No.4 well would not jeopardize the correlative rights
of adjoining or nearby owners, operators and landowners.
3. To prevent waste of oil and gas, Aurora must identify the impact, if any, of
Moquawkie No.4 production on reservoirs penetrated by the nearby wells: Simpco
Moquawkie No.1; Moquawkie No.1; and Moquawkie No.3.
NOW, THEREFORE, IT IS ORDERED:
Aurora's application for an exception to the well spacing prOViSIOn of 20 AAC
25.055(a)(4) for the purpose of drilling, completion, testing and regular production of the
Moquawkie No.4 well is approved on the condition that Aurora complies with the terms
of all applicable Alaska and federal laws and regulations, including the requirements
identified below.
Within 60 days after the Moquawkie No. 4 well has been in regular production for 24
months, Aurora shall provide to the Commission a technical report presenting geological,
geophysical, reservoir and production information that identifies:
a. whether hydraulic communication exists between Moquawkie No. 4 and the
nearby wells: Simpco Moquawkie No.1; Moquawkie No.1; and Moquawkie No.
3; and
b. the areal extent and volume of each gas accumulation penetrated by Moquawkie
No.4.

If hydraulic communication between any of these wells is established with reasonable
certainty, Aurora shall immediately undertake appropriate measures, such as pooling or
unitization, to ensure resources are not wasted. Within 90 days of when Aurora learns or
should have learned of such hydraulic communication, Aurora shall report to the
Commission on the success of those measures and undertake any additional measures that
it determines are necessary or that are required by the Commission to ensure that waste of
oil and gas is prevented.

AS 31.05.080 provides that within 20 days after receipt of written notice of the entry of an order, a
person affected by it may file with the Commission an application for rehearing. A request for rehearing
must be received by 4:30 PM on the 23rd day following the date of the order, or next working day if a
holiday or weekend, to be timely filed. The Commission shall grant or refuse the application in whole or
in part within 10 days. The Commission can refuse an application by not acting on it within the 10-day
period. An affected person has 30 days ÍÌ"om the date the Commission refuses the application or mails
(or otherwise distributes) an order upon rehearing, both being the final order of the Commission, to
appeal the decision to Superior Court. Where a request for rehearing is denied by nonaction of the
Commission, the 30-day period for appeal to Superior Court runs ÍÌ"om the date on which the request is
deemed denied (i.e., 10th day after the application for rehearing was filed).

Aurora Gas, LLC ("Aurora"), by a letter dated June 7, 2007 and received by the
Alaska Oil and Gas Conservation Commission ("Commission") on June 12, 2007 and
amended on June 19, 2007, has requested an order allowing an exception to the spacing
requirements of 20 AAC 25.055 (a)(4) to allow drilling, completion, testing and regular
production of the Moquawkie No.4 gas development well within the same governmental
section and within 3000 feet of another well capable of producing from the same pool.
The surface and bottom hole locations of the proposed vertical well are 1,121 feet from
the north line and 1,259 feet from the east line of Section 1, TllN, RI2W, Seward
Meridan.
The Commission has tentatively scheduled a public hearing on this application for
July 26, 2007 at 9:00 am at the Alaska Oil and Gas Conservation Commission at 333
West ih Avenue, Suite 100, Anchorage, Alaska 99501. A person may request that the
tentatively scheduled hearing be held by filing a written request with the Commission no
later than 4:30 pm on July 9, 2007.

Dear Mr. Norman:
Pursuant to 11 AAC 25.055 (d), Aurora Gas, LLC (Aurora) hereby requests approval to
allow the drilling ofthe Moquawkie #4 development gas well within 3,000 feet of other
existing gas wells in the Moquawkie Unit on the west side of the Cook Inlet. Attached is
a plat depicting the location of this proposed well.
The Moquawkie #4 will be targeting gas in the Upper Tyonek and Shallow Beluga
Formations. This well is needed to replace lost production from the Moquawkie #1 well
due to suspected casing failure and water intrusion.
The closest wells to the proposed Moquawkie #4 are the Moquawkie #1 and #3 wells
approximately 1,125 feet to the southwest. Other wells in the area capable of production
are: Simpco Moquawkie #1 (shut-in) approximately 1,600 feet to the north and the
Simpco Moquawkie #2 (producing) approximately 3,700 feet to the south. There are no
other wells capable of production within two miles.
Aurora is the lessee and Unit Operator of the Moquawkie Unit and all surrounding oil
and gas leases and adjoining governmental sections. The only affected landowner of this
application for exception is the Cook Inlet Region, Inc. (CIRI). The Notice required by
AOGCC regulation has been sent to CIRI and the Affidavit attesting to this and the other
facts contained herein is attached.

Moquawkie #4 Development Gas Well
Aurora Gas, LLC has applied for an exception to the well spacing requirements, pursuant
to the Alaska Oil and Gas Conservation Commission regulations [11 AAC 25.055(d)].
The proposed well is located in Section 1, Township 11 North, Range 12 West, of the
Seward meridian. It is planned to be drilled approximately 1,121 feet from the north
section line and 1,259 feet from the east section line, within the Moquawkie Unit located
on the west side of the Cook Inlet.
The nearest wells capable of production from the same reservoir are:
a) Moquawkie #1, located approximately 1,350 feet southerly
b) Moquawkie #3, located approximately 1,125 feet southwesterly
c) Simpco Moquawkie #1, located approximately 1,600 feet northerly
d) Simpco Moquawkie #2, located approximately 3,700 feet southerly
