IT APPEARING THAT:
1. By a letter received October 21, 2013, Cook Inlet Energy, LLC (CIE) requested an
exception to the spacing provisions of 20 AAC 25.055(a)(3) to drill, complete, and
produce the West McArthur River Unit (WMRU) No. 8 development oil well in the same
governmental quarter section as, and within 1,000 feet of, wells that are, or may be
capable of, producing from the same pool.
2. Pursuant to 20 AAC 25.540, the Alaska Oil and Gas Conservation Commission
(AOGCC) tentatively scheduled a public hearing for December 3, 2013. On October 25,
2013, the AOGCC published notice of the opportunity for that hearing on the State of
Alaska's Online Public Notice website and on the AOGCC's website, electronically
transmitted the notice to all persons on the AOGCC's email distribution list, and mailed
printed copies of the notice to all persons on the AOGCC's mailing distribution list. On
October 28, 2013, the notice was published in the ANCHORAGE DAILY NEWS.
3. Pursuant to 20 AAC 25.055(d)(1), CIE sent by certified mail notice of the application to
all owners, landowners, and operators of all properties within 1,000 feet of the proposed
WMRU No. 8 well. CIE provided the AOGCC with a copy of the notice, date of
mailing, and addresses to which the notice was sent.
4. No protest to the application or request for hearing was received.
5. On November 29, 2013, the tentatively scheduled public hearing was vacated.
6. Because CIE provided sufficient information upon which to make an informed decision,
the request can be resolved without a hearing.

FINDINGS:
1. CIE is the operator of the proposed WMRU No. 8 development oil well, located on the
west side of the Cook Inlet, Kenai Peninsula Borough, Alaska.
2. The WMRU No. 8 will be a deviated development well with an onshore surface location
2,222 feet from the south line and 1,847 feet from the west line of Section 16, Township
8 North, Range 14 West, Seward Meridian (S.M.). The projected offshore bottom -hole
location is 1,269 feet from the south line and 806 feet from the west line of Section 3,
Township 8 North, Range 14 West, S.M.
3. The surface location of WMRU No. 8 will be situated on acreage owned by Cook Inlet
Region, Inc. (CIRI). The bottom -hole location of the well will lie within State of Alaska
lease ADL 359111.
4. CIE sent the application on October 21, 2013 by certified mail to all affected owners,
landowners, and operators—i.e., State of Alaska, CIRI, and CIE. CIE provided evidence
to the AOGCC that the application was received by all addressees.

6. Development oil wells WMRU Nos. 5, 6 and 7A currently produce from the West
McArthur River Field, West McArthur River Oil Pool within the same governmental
quarter section as the planned well WMRU No. 8.
7. WMRU No. 8 will be within 1,000 feet of WMRU Nos. 5 and 6 that are producing from
the same pool.
8. WMRU No. 8 will access oil reserves at a structurally advantageous location that is fault -
separated from WMRU Nos. 5, 6, and 7A.
9. The AOGCC received no comments, objections or protests in response to the public
notice regarding the proposed WMRU No. 8 well or to the notification sent by CIE to all
known owners, landowners, and operators within 1,000 feet of the WMRU No. 8 well.
CONCLUSIONS:
1. An exception to the well spacing provisions of 20 AAC 25.055(a)(3) is necessary to
allow drilling and completion of the WMRU No. 8 development oil well.
2. WMRU No. 8 will recover reserves that are not accessible to existing development wells.
3. An exception to the well spacing provisions of 20 AAC 25.055(a)(3) for the WMRU No.
8 development oil well is consistent with sound engineering and geoscience principles
and will not result in waste or jeopardize correlative rights of adjoining or nearby owners.
NOW THEREFORE IT IS ORDERED:
CIE's October 21, 2013 application for an order granting an exception to the well spacing
provisions of 20 AAC 25.055(a)(3) to allow drilling and completion of the WMRU No. 8
development oil well within the West McArthur Fiver Field, West McArthur River Oil Pool is

hereby approved as long as CIE complies with the terms of all lease agreements, applicable
Alaska laws, and all other legal requirements.

TION AND APPEAL NOTICE
As provided in AS 31.05.080(a), within 20 days after written notice of the entry of this order or decision, or such further time as the
AOGCC grants for good cause shown, a person affected by it may file with the AOGCC an application for reconsideration of the
matter determined by it. If the notice was mailed, then the period of time shall be 23 days. An application for reconsideration must
set out the respect in which the order or decision is believed to be erroneous.
The AOGCC shall grant or refuse the application for reconsideration in whole or in part within 10 days after it is filed. Failure to act
on it within 10-days is a denial of reconsideration. If the AOGCC denies reconsideration, upon denial, this order or decision and the
denial of reconsideration are FINAL and may be appealed to superior court. The appeal MUST be filed within 33 days after the date
on which the AOGCC mails, OR 30 days if the AOGCC otherwise distributes, the order or decision denying reconsideration,
UNLESS the denial is by inaction, in which case the appeal MUST be filed within 40 days after the date on which the application for
reconsideration was filed.
If the AOGCC grants an application for reconsideration, this order or decision does not become final. Rather, the order or decision on
reconsideration will be the FINAL order or decision of the AOGCC, and it may be appealed to superior court. That appeal MUST be
filed within 33 days after the date on which the AOGCC mails, OR 30 days if the AOGCC otherwise distributes, the order or decision
on reconsideration. As provided in AS 31.05.080(b), "[tlhe questions reviewed on appeal are limited to the questions presented to the
AOGCC by the application for reconsideration."
In computing a period of time above, the date of the event or default after which the designated period begins to run is not included in
the period; the last day of the period is included, unless it falls on a weekend or state holiday, in which event the period runs until 5:00
p.m. on the next day that does not fall on a weekend or state holiday.

CIE by letter dated and received October 21, 2013, requests the Alaska Oil and Gas
Conservation Commission (AOGCC) issue an order for an exception to the spacing requirement
of 20 AAC 25.055(a)(3) to allow drilling, completion and regular production of the West
McArthur River Unit (WMRU) No. 8 oil well in the same governmental section as, and within
1,000 feet of, wells that are, or may be capable of, producing from the same pool.

Surface Location: 2,222' from the south line and 1,847' from the west line of Section 16,
Township 8 North, Range 14 West, Seward Meridian (S.M.).
Top of Productive Interval: 724' from north line and 890' from the west line of Section 10,
Township 8 North, Range 14 West, S.M.
Bottom -hole Location: 1,269' from south line and 806' from west line of Section 3, Township 8
North, Range 14 West, S.M.
The AOGCC has tentatively scheduled a public hearing on this application for December 3, 2013
at 9:00 a.m. at 333 West 71" Avenue, Suite 100, Anchorage, Alaska 99501. To request that the
tentatively scheduled hearing be held, a written request must be filed with the AOGCC no later
than 4:30 p.m. on November 13, 2013.
If a request for a hearing is not timely filed, the AOGCC may consider the issuance of an order
without a hearing. To learn if the AOGCC will hold the hearing, call (907) 793-1221 after
November 15, 2013.
In addition, written comments regarding this application may be submitted to the Alaska Oil and
Gas Conservation Commission, at 333 West 7t Avenue, Suite 100, Anchorage, Alaska 99501.
Comments must be received no later than 4:30 p.m. on November 29, 2013, except that, if a

Cook Inlet Energy, LLC (CIE) hereby applies for an exception under 20 AAC 25.055(d) to the
well spacing requirements in 20 AAC 25.055(a)(3). Specifically, CIE requests approval to drill a
new well, WMRU #8, into a governmental quarter section which contains other oil wells
producing or capable of producing from the same pool. The WMRU #8 well will be fault -
separated from all other wells within the governmental quarter section.
CIE proposes to drill the WMRU #8 Well from an onshore location from an existing pad at the
West McArthur River Production Facility, located within Section 16, T. 8 N., R. 14 W., S.M. at
60' 46' 58.44" N and 151' 44' 49.99" W, NAD 27 datum. The WMRU #8 Well will have a
bottomhole location within Section 3, T. 8 N., R. 14 W., 1,269 feet from the south line and 806
feet from the west line. The top of the Hemlock productive zone is anticipated to fall roughly 724
feet from the north line and 890 feet from the west line of Section 10. CIE is planning to test and
potentially produce from zones within Section 10, T. 8 N., R. 14 W., S.M., and Section 3, T. 8
N., R. 14 W., S.M. This location is fault -separated from all other wells capable of producing
within the same pool in the same governmental quarter -section.
The attached Exhibit A lists the Landowners, Owners, and Operators within 1,000 feet of the
Sword #1 Well and their contact information.
The attached Exhibit B is a plat showing the location of WMRU #8 and all other completed
wells on the property, at a scale which complies with 20 AAC 25.055(d)(2).
The attached Exhibit C is the Notice provided to Landowners, Owners and Operators by certified
mail.
The attached Exhibit D is an affidavit from Mr. Tim Jones, Registered Landman # 84167 and
Staff Landman for CIE, verifying the plat and facts contained herein.

Cook Inlet Energy, LLC (CIE) is applying for a Spacing Exception under 20 AAC 25.055(d) and
this Notice is being sent by certified mail to meet the notification requirements under 20 AAC
25.055(d).
Specifically, CIE has submitted a Permit to Drill for the WMRU 48 well and is applying for an
exception under 20 AAC 25.055(d) to the well spacing requirements in 20 AAC 25.055(a)(3).
CIE plans to drill the «'MRU #8 well for oil within 1,000 feet of another well capable of
producing from the same pool.
CIE proposes to drill the WMRU #8 Well from an onshore location from an existing pad at the
West McArthur River Production Facility, located within Section 16, T. 8 N., R. 14 W., S.M.
The WMRU #8 Well will have a bottomhole location within Section 3, T. 8 N., R. 14 W., 1,269
feet from the south line and 806 feet from the west line. CIE is planning to test and potentially
produce from zones within Section 3, T. 8 N., R. 14 W., and the NW quarter of Section 10, T. 8
N., R. 14 W. The NW quarter of Section 10 contains another well, WMRU #6, capable of or
producing from the same pool.
CIE, through a search of the public record, has identified you as a Landowner, Owner or
Operator (as defined in AOGCC regulations) within 1,000 feet of the proposed WMRU #8 well.
