IT APPEARING THAT:
1. By a letter received November 8, 2013, Cook Inlet Energy, LLC (CIE) requested an
exception to the spacing provisions of 20 AAC 25.055(a)(2) to test and produce gas from
the Sword No. 1 exploratory well within 1,500 feet of a property line where ownership or
landownership changes.
2. Pursuant to 20 AAC 25.540, the Alaska Oil and Gas Conservation Commission
(AOGCC) tentatively scheduled a public hearing for January 14, 2014. On November
20, 2013, the AOGCC published notice of the opportunity for that hearing on the State of
Alaska's Online Public Notice website and on the AOGCC's website, electronically
transmitted the notice to all persons on the AOGCC's email distribution list, and mailed
printed copies of the notice to all persons on the AOGCC's mailing distribution list. On
November 21, 2013, the notice was published in the ANCHORAGE DAILY NEWS. No
protest to the application or request for hearing was received.
3. Pursuant to 20 AAC 25.055(d)(1), CIE sent by certified mail notice of the application to
all owners, landowners, and operators of all properties within 3,000 feet of the Sword No.
1 well. CIE provided the AOGCC the notice, date of mailing, addresses to which the
notice was sent, and copies of the certified mail return receipts.
4. No protest to the application or request for hearing was received.
5. Because CIE provided sufficient information upon which to make an informed decision,
the request can be resolved without a hearing.
6. The tentatively scheduled public hearing was vacated on December 20, 2013.
FINDINGS:
1. CIE is the operator of the Sword No. 1 exploratory well, located on the west side of the
Cook Inlet, Kenai Peninsula Borough, Alaska.
2. The Sword No. 1 is a deviated exploratory well with an onshore surface location 2,195
feet from the south line and 1,860 feet from the west line of Section 16, Township 8
North, Range 14 West, Seward Meridian (S.M.). The offshore bottom -hole location is
approximately 2,610 feet from the north line and 646 feet from the west line of Section 2,
Township 8 North, Range 14 West, S.M.

3. The surface location of Sword No. 1 is situated on acreage owned by Cook Inlet Region,
Inc. (CIRI). The bottom -hole location of the well lies within State of Alaska lease ADL
17602 Segment 1.
4. The only nearby well is the plugged and abandoned West Foreland Unit 1 exploratory
well located over 1,900 feet to the southwest.
5. The AOGCC received no comments, objections or protests in response to the public
notice regarding the proposed exception to the spacing requirements of 20 AAC 25.055
for the Sword No. 1 well or to the notification sent by CIE to all known owners,
landowners, and operators within 3,000 feet of the Sword No. 1 well.
6. Sword No. 1 is an exploratory well that will test potential gas reservoir sands in the most
structurally favorable position.
CONCLUSIONS:
1. An exception to the well spacing provisions of 20 AAC 25.055(a)(2) is necessary to test
and regularly produce gas from the Sword No. 1 exploratory well.
2. An exception to the well spacing provisions of 20 AAC 25.055(a)(2) for the Sword No. 1
exploratory well is consistent with sound engineering and geoscience principles and will
not result in waste or jeopardize correlative rights of adjoining or nearby owners.
NOW THEREFORE IT IS ORDERED:

TION AND APPEAL
As provided in AS 31.05.080(a), within 20 days after written notice of the entry of this order or decision, or such further time as the
AOGCC grants for good cause shown, a person affected by it may file with the AOGCC an application for reconsideration of the
matter determined by it. If the notice was mailed, then the period of time shall be 23 days. An application for reconsideration must
set out the respect in which the order or decision is believed to be erroneous.
The AOGCC shall grant or refuse the application for reconsideration in whole or in part within 10 days after it is filed. Failure to act
on it within 10-days is a denial of reconsideration. If the AOGCC denies reconsideration, upon denial, this order or decision and the
denial of reconsideration are FINAL and may be appealed to superior court. The appeal MUST be filed within 33 days after the date
on which the AOGCC mails, OR 30 days if the AOGCC otherwise distributes, the order or decision denying reconsideration,
UNLESS the denial is by inaction, in which case the appeal MUST be filed within 40 days after the date on which the application for
reconsideration was filed.
If the AOGCC grants an application for reconsideration, this order or decision does not become final. Rather, the order or decision on
reconsideration will be the FINAL order or decision of the AOGCC, and it may be appealed to superior court. That appeal MUST be
filed within 33 days after the date on which the AOGCC mails, OR 30 days if the AOGCC otherwise distributes, the order or decision
on reconsideration.
In computing a period of time above, the date of the event or default after which the designated period begins to run is not included in
the period; the last day of the period is included, unless it falls on a weekend or state holiday, in which event the period runs until 5:00
p.m. on the next day that does not fall on a weekend or state holiday.

CIE by letter dated and received November 8, 2013, requests the Alaska Oil and Gas
Conservation Commission (AOGCC) issue an order for an exception to the spacing requirements
of 20 AAC 25.055 to test and produce potential gas zones in the Sword 41 exploratory well
within 1,500 feet of a property line where the owner and landowner are not the same on both
sides of the line.

Surface Location: 2195' from the south line and 1860' from the west line of Section 16, T8N,
R14W, Seward Meridian (S.M.).
Top of Productive Interval Location: 1800' from the south line and 15' from the west line of
Section 2, T8N, R14W, S.M.
Bottomhole Location: 2610' from the north line and 646' from the west line of Section 2, T8N,
R14W, S.M.
The AOGCC has tentatively scheduled a public hearing on this application for January 14, 2014
at 9:00 a.m. at 333 W. 7th Ave., Ste 100, Anchorage, Alaska 99501. To request that the

Re: Spacing Exception for the Proposed Sword #1 Well — Gas Testing and Production
Dear Commissioners,
Cook Inlet Energy, LLC (CIE) hereby applies for an exception under 20 AAC 25.055(d) to the
well spacing requirements in 20 AAC 25.055(a)(2). Specifically, CIE requests approval to test
and potentially produce a zone within a recently drilled well, Sword #1, for gas within 1,500 feet
of a property line where the owner and landowner is not the same on both sides of the line. CIE
previously applied for a spacing exception for the Sword #1 well for oil, and was granted an
exception by Conservation Order # 675. This application is a separate request that the
Commission grant an exception for gas testing and production.
CIE drilled the Sword #1 Well from an onshore location from an existing pad at the West
McArthur River Production Facility, located within Section 16, T. 8 N., R. 14 W., S.M. The
Sword #1 Well has a bottomhole location within Section 2, T. 8 N., R. 14 W., 2,610 feet from
the north line and 646 feet from the west line. CIE is planning to test and potentially produce
from zones where the wellbore traverses the western section line of Section 2. The top of these
zones is located 1,800 feet from the south line and 15 feet from the west line. This planned
production may occur within 1,500 feet of either side of the section line.
The attached Exhibit A lists the Landowners, Owners, and Operators within 3,000 feet of the
Sword #1 Well and their contact information.
The attached Exhibit B is a plat prepared at a scale which complies with 20 AAC 25.055(d)(2).
The attached Exhibit C is the Notice provided to Landowners, Owners and Operators by certified
mail.
